• The acquisition of the NLC 2013/2014 funded project.
Background
• The acquisition of the NLC 2013/2014 dataset was an extension of DFID funded project.
• The NLC 2013/2014 - 72 class dataset was acquired by government with an open licence agreement from a commercial service provider.
• The DFID project specifically related to the reporting requirements for the United Nations Framework Convention on Climate Change (UNFCCC) and the United Nations Convention to Combat Desertification (UNCCD).
Background (Cont..) • NLC 2013/2014 dataset is imperative to DEA and their
Statuary Bodies for the implementation, monitoring and evaluation of its legislative mandate associated with the following acts: • National Environmental Act 107 of 1998 (NEMA) and Specific Environmental
Management Acts (SEMA’s) and five SEMA’s namely:
• National Environmental Management: Protected Areas Act (57 of 2003) (NEM:PAA),
• National Environmental Management: Biodiversity Act (10 of 2004) (NEM:BA),
• National Environmental Management: Air Quality Act (39 of 2004 (NEM:AQA),
• National Environmental Management: Integrated Coastal Management Act (24 of 2008) (NEM:ICM),
• National Environmental Management: Waste Act (59 of 2008) (NEM:WA).
• The current Land cover initiative consists of two initiatives and three data products.
• The first is a 2013 and 1990 land cover data product funded by international funding agency DFID.
• This 35 x class DEA (DFID/CARDNO) dataset is a simplified version of the 72 x class DEA (Open) dataset with additional land use classes.
• The second initiative is the DEA Open User Licence product for
the NLC 2013/2014 data set. • This 72 x class DEA (Open) dataset is a full copy of the original
2013-14 GTI SA National Land-Cover dataset.

Land Cover Initiative
35 Simplified Classes Base Map 1990 and 2013/14 • As part of this project a comparable 35 x class
1990 land-cover dataset of South Africa will be generated, allowing 1990 – 2014 national change detection and assessment.
• The 2013 version of the 35 simplified classes is available and the 1990 version will be available mid-September 2015.

• Land cover data 2013/14 was acquired with an
“open user” license agreement from a
commercial entity - GTI.
• The “open user” license agreement provides for
unrestricted access to the data by any entity or
person with no additional costs.
• The intellectual property and copyright remains
the property of GeoTerraImage (Pty) Ltd.

geographic areas in gazettes and accessing such descriptions and associated data in the long term.
