NEWDELHI: The winter session of parlia-
ment will commence here Nov 22 and is l ike-
y to end Dec 20, the Lok Sabha secretariat
nnounced Friday.
"Subject to exigencies of government
usiness, the session is likely to conclude on
Dec 20, 2012," the release added. Wipro

Lauding the United Progressive
Alliance (UPA) government for
taking some positive initiatives
during the last two months, Premji
said there was a renewed focus on
trying to execute them.
"A set of new ministers have
come and they have been told to
give results and report to the prime
minister directly. They (ministers)
have to get bureaucrats to take
more responsibility and fully sup-
port them in taking decisions,"
Premji observed. Noting that the
government was moving in the
right direction, Premji, however,
expressed concern over execution
of policies. "We remain fingers
crossed on the consistency of exe-cution and hope there is no reversal
in terms of policy announcements
made so far," the billionaire execu-
tive pointed out. Referring to the
observations of the Reserve Bank
of India (RBI) on the economic
outlook, Premji reiterated that the
central bank was not optimistic on
inflation coming down and had
revised the Gross Domestic
Product (GDP) growth rate down-
wards and had not reduced the
interest rate.

"India and Germany have set a
trade target of 20 billion euro to be
achieved by 2012 and I am sure
that we will be able to reach this
target, if not cross it with efforts
from both sides," Sharma told
reporters after meeting Phillipp
Roesler, Germany's vice-chancel-
lor and minister of economy and
technology. Germany is one of the
biggest trading partners of India.
The balance of trade is in favour of
Germany. In 2011, India's export to
Germany stood at $8.25 billion,
while import was $15.31 billion.
Germany is the eighth largest
foreign investor in India with total
investment of around $4.9 billion,
while Indian investors have
pumped in $5.9 billion in
Germany. During the meeting, the
visiting minister raised the concernof German pharmaceutical indus-
try in the wake of granting of com-
pulsory licence of a cancer drug to
Natco, according to the official
statement released after the meet-
ing. In March, the Controller of
Patents, Mumbai, had granted the
first-ever compulsory licence to
Natco to make sorafenib tosylate, a
generic version of Bayer's high-
priced anti-cancer drug Nexavar.

Mr. Rather urged for making
the tax collection system more

ience. The Minister instructed the
Commercial Taxes Officers to
ascertain that money collected
from tax payers is immediately
deposited adding that there should
be no unnecessary retention in this
regard. He also called for pursuing
the court cases vigorously to vacat-
ed stays on them.
Mr. Kifayat on the occasion
assured the Minister that the CT
department would work dedicated-
ly for, not only realizing the tax
target of Rs 1000 for the current
fiscal but also to surpass the
assigned target. The meet-
ing was informed that an amount
of Rs 739.23 crore has been real-
ized during the first two quarters of
the current fiscal against Rs 681.88
crore realized during the corre-
sponding period last financial year.
The department has realized Rs
20.29 crore as penalty from the
defaulters upto October this fiscal
during whereas more than 32,000
new registrations were granted to
the traders during the same period.
In addition, about 1200 inspectionof various establishments were
also conducted upto October 2012
wherefrom Rs 26.84 crore was
realized from the defaulters as
penalty.

CHENNAI: Reports said on
Thursday that Coast Guard
choppers have rescued at
least 15 sailors of the
Prathibha Cauvery ship,
which ran aground onWednesday off Chennai
coast as Cyclone Nilam
made landfall.
Search operations are on
for the five crew members
who are still missing. The
body of one crew member
was pulled off yesterday.
Authorities are also
working to ensure the ship is
quickly cleared off the
Chennai coast and no envi-
ronmental damage is caused.
Meanwhile, the cyclone
crossed Tamil Nadu last
evening without leaving
much damage behind, after it
substantially weakened
before making landfall.
The cyclone crossed the
Tamil Nadu coast north of
Chennai between
Mamallapuram and
Kalpakkam. While the scale
of destruction was minimal
said, a few deaths were
reported. Different news
sources put the toll between
two and four.
In Andhra Pradesh, there
were no reports of loss of life
or crop damage. Over 60
mandals received four cm of
rain during the last 24 hours,a minister said.

Manmohan Singh's imprint on
Sunday reshuffle in the Council of
Ministers is evident with several
leaders who are in favour of more
economic reforms now a part of his
new core team. In the biggest
reshuffle of the Congress-led
United Progressive Alliance
Cabinet, Manmohan Singh induct-
ed 17 new faces and a total of 22
ministers giving several new and
young faces a chance to prove their
mettle as his government tries to
remove the taint of scams and non-
performance from its progress

ernment - leaving the field open for

Subramanian Swamy has now chal-
lenged Rahul to file a defamation suit
against him. Hours after Swamy
made the allegations; Rahul's office
sent a letter to him threatening to pur-
sue "all legal actions" against him.
Swamy had targeted Rahul and Sonia
Gandhi over acquisition of a compa-
ny that published the now-defunct
National Herald newspaper to which
Congress gave a loan of over Rs 90
crore. However, Swamy denied
receiving any letter and seemed in
mood to fight it out in the court.
"Either Rahul Gandhi sends a letter to
me or his lawyer. I will throw either
of the papers in the dustbin withoutreading it. My advice to Rahul

stressed the need for innovation in India to overcome the
challenges of development in areas like health, education,
water, food security and energy. "An innovative approach

total electorate of 46 lakh, a poll official said Friday, adding that the
Election Commission had made special provisions for them.
"Only 36 are Braille-conversant voters," state Chief Electoral Officer
Narinder Chauhan said. Of the 1,162, 364 are 100 percent visually
impaired.
Kangra, the largest district in the state, has the highest number of 415
registered visually impaired electors. The commission has set up 7,253
polling stations in the state, including 763 hypersensitive, to enable 46,
08,359 voters to exercise their franchise Nov 4.
Power crisis: Tamil Nadu govt movesSC against Centre
CHENNAI/NEWDELHI: The Tamil Nadu government has gone to the
Supreme Court with a petition against the Centre to find a solution to a
crippling power shortage.
The petition said that the 1070 MW that Delhi has surrendered to the
central grid should be given to it. Quoting the Electricity Act, the state
has also asked the Centre to provide a transmission corridor for interstate
transmission of power.
Most districts in the state have been suffering from as much as 16
hours of power cuts a day. This has severely hit industry as well the com-mon people.
Chief Minister Jayalalithaa has also complained that she had written
to the Prime Minister for help, but got no response. The state is looking
at bridging some of its demand supply gap when the nuclear power plant
at Kudankulam is operationalised by the end of this year. Ms Jayalalithaa
has demanded that the entire production of 1000MW from the nuclear
plant be given to Tamil Nadu, but this is unlikely. The state is short of
4000 MW of power presently.
Deadline for switching over to cableTV digitization ends
NEW DELHI: With the deadline in four metros ending this evening, 93
percent digitisation of cable TVhas been so far achieved in the four met-
ros. The deadline comes to an end this evening.
The digitisation includes Direct to Home, DTH. A release issued bythe Information and Broadcasting said the level of digitization has
touched 95 per cent in Delhi, 100 per cent in Mumbai and 85 per cent in
Kolkata. In Chennai 86 percent digitization has been achieved.
The release further added exclusive teams have been set up for phys-
ical verification of the progress made in digitisation. The teams will visit
head ends of Multi System Operators -MSOs, a master facility for receiv-
ing television signals for processing and distribution over a cable televi-
sion system in the metros to cross check and see their preparedness for
switchover.
No separate team needed to probecorruption cases: CVC
NEW DELHI: Central Vigilance Commission does not need any sepa-
rate investigation wing to look into high profile cases of corruption, its
chief Pradeep Kumar has said. "The CVC has a mix of officers. We have
engineers and officers from Indian Police Service and Indian
Administrative Service among others. There is no need to have a separate
investigation wing. Officers in the Chief Technical Examination wing are
capable enough to tackle cases being dealt by the Commission," Kumar
said in an interaction.
The high-level Shunglu Committee, which went into the alleged
Commonwealth Games related irregularities, has in a letter to PM
Manmohan Singh recommended greater autonomy for the CTE wing.
The CTE wing acts as the investigating arm of the probity watchdog.
Kumar said the Commission was examining its manpower requirement.
"CVC is dealing in many sensitive cases. We get a number of corruption
complaints also. The CVC is internally examining whether it is capable
of managing things with the present manpower.

As predicted by Goldman Sachs, the Global
nvestment Bank, by 2035 India would be the

The history of Indian economy can be broad-
y divided into three phases: Pre- Colonial,
Colonial and Post Colonial.
Pre Colonial: The economic history of India
ince Indus Valley Civilization to 1700 AD can
e categorized under this phase. During Indus
Valley Civilization Indian economy was very
well developed. It had very good trade relations
with other parts of world which is evident from
he coins of various civilizations found at the
ite of Indus valley.
The citizens of the Indus Valley civilisation,permanent and predominantly urban settle-
ment that flourished between 2800 BC and
800 BC practiced agriculture, domesticated
nimals, used uniform weights and measures,
made tools and weapons, and traded with other

drainage system and water supply reveals their
knowledge of urban planning, which included

Much of the population of the region consti-
uting present-day India resided in villages
whose economies were largely isolated and self-
ustaining, with agriculture being the predomi-nant occupation of the populace. It satisfied the

Although many kingdoms and rulers issued

Colonial
The colonial rule brought along an institu-
ional environment that guaranteed property
ights, ensured free trade, had fixed exchange

well developed system of railways and
elegraphs, a bureaucracy free from political
nterferences and a modern legal system. It also
oincided with major changes in the world
conomy - industrialization, growth in trade and

ies followed by states. By the end of the colo-
nial rule, however, India inherited an economy,
which was one of the poorest in the world and
tagnant, with industrial development stalled,
griculture unable to feed a rapidly accelerating
opulation, who were subject to frequent
amines, had one of the world's lowest life
xpectancy, suffered from pervasive malnutri-
tion and was largely illiterate.
An estimate by Cambridge historian Angus
Madison reveals that, India's share of the world
income, reduced from 22.6% in 1700, compara-
ble to Europe's share of 23.3 %, to a low of
3.8% in 1952. While Indian leaders during the
Independence struggle and left-nationalist eco-
nomic historians have blamed the colonial rule
for the dismal state of India's economy, a broad-
er macroeconomic view of India during this
period reveals that there were segments of both
growth and decline, resulting from changes
brought about by colonialism and a world that
was moving towards industrialization and eco-
nomic integration.
Post-independence
Indian economic policy after independence,
influenced by the colonial experience (which
was seen by Indian leaders as exploitative in
nature), and by their exposure to Fabian social-
ism, became protectionist in nature, implement-
ing a policy of import substitution, industrialisa-
tion, state intervention in labour and financialmarkets, a large public sector, overt regulation
of business, and central planning. Jawaharlal
Nehru, the first prime minister of India, along
with the statistician Prasanta Chandra
Mahalanobis, formulated and oversaw the eco-
nomic policy of independent India. They
expected favourable outcomes from this strate-
gy since it involved both the public and private
sectors and was based on direct and indirect
state intervention instead of a Soviet-style cen-
tral command system. The policy of concentrat-
ing simultaneously on capital and technology
intensive heavy industry and subsidising hand
based and low-skilled cottage industries was
criticised by economist Milton Friedman, whothought it would not only waste both capital and
labour, but also retard the development of small-
er manufacturers.
India's low average growth rate up to 1980
was derisively referred to as the Hindu rate of
growth, because of the contrasting high growth
rates in other Asian countries, especially the
East Asian Tigers. The economic reforms that
surged economic growth in India after 1980 can
be attributed to two stages of reforms. The pro-
business reform of 1980 initiated by Indira

restrictions on capacity expansion for incum-
bents, removed price controls and reduced cor-
porate taxes.
The costs of state intervention proved to be
insurmountable in the early 1990s and India,
like many of its developing country peers, suc-
cumbed to a fiscally induced debt crisis. India
had to turn to the International Monetary Fund
for financing, and the crisis helped usher in
change that seemed impossible merely one or
two years earlier. The economic liberalization of
1991, initiated by then Indian prime minister P.
V. Narasimha Rao and his finance minister
Manmohan Singh in response to a macroeco-
nomic crisis did away with the License Raj
(investment, industrial and import licensing)
and ended public sector monopoly in many sec-
tors, thereby allowing automatic approval of
foreign direct investment in many sectors. Since
then, the overall direction of liberalization has
remained the same, irrespective of the ruling
party at the center, although no party has yet
tried to take on powerful lobbies like the trade
unions and farmers, or contentious issues like
labour reforms and cutting down agricultural
subsidies.
The reforms of Manmohan Singh loosened
the clamps on the economy and allowed eco-
nomic stakeholders to organise themselves to
drive greater economic efficiency. Almost
immediately the macro economy responded,
achieving consistently strong economic growth.
Millions have been lifted out of poverty and a
new, burgeoning middle class has established
itself in India. That India achieved such growth
with relatively limited liberalisation, however,
is surprising. After liberalization period, the
greater separation between the government and
the economy, the state continues to run a num-
ber of enterprises, maintain control over foreignexchange, manage productivity in certain sec-
tors, and protect labour through rigid laws. India
took major strides in permitting enterprises to
react to market signals but maintained control
over India's exposure to the global economy by
retaining a tightly controlled capital account.
The phases of Indian Capitalism are outlined to
demonstrate the role that the state has played in
economic performance. Developmental states
are only successful when economic stakehold-
ers are fighting for the same goals. Interests
must be protected and integrated into the model
of development.
The challenge in India is that the heterogene-
ity of interests proved difficult to align. Afterindependence, under Nehru, the political cohe-
siveness and dominance of the Congress Party
permitted a form of state based capitalism to be
relatively successful. Once the post-independ-
ence euphoria had worn off, however, the coop-
eration necessary to operate a developmental
state no longer existed. During phase two the
developmental state gradually morphed into an
autocratic state, but India's democratic roots
proved durable and elections were quickly
restored.
In phase three, businesses were given greater
freedoms to manage production, and the fourth
phase made permanent the removal of the state
from certain aspects of the economy. The failure
of the developmental state has proven that the
state, in India, should not be playing an active
role in managing productivity in the economy
and that economic stakeholders can efficiently
organise themselves. The economy has per-
formed best when economic stakeholders are
allowed to react to supply and demand incen-
tives in the marketplace and organise amongst
themselves with minimal interference. The
challenge, however, is aligning the economic
performance with India's political demand for
broader distribution of economic wealth. While
certain segments of the Indian population have
benefitted from liberalisation, many have not.

After more than six decades of inde-
pendence, India is still groping in
the dark in search of a realistic def-
nition of what constitutes poverty and how
many Indians are actually poor? Successive
overnments have tweaked the definition of
overty and fiddled with numbers to suit the
oli tical dispensation. The poverty data
eleased by the Planning Commission
ecently, based on the 66th round of the
National Sample Survey (2009-10) figures
n household consumer expenditure survey,
howed that poverty had significantly
declined between 2004-05 and 2009-10. The
ragedy is that this decline is based on a
overty line that is even lower than the earli-
r Rs 32-per-day mark that had triggered an
utrage when the government submitted it to
he Supreme Court. It may be noted that last
year the government was subjected to deri-
ion because of an affidavit filed in theSupreme Court suggesting that a measly per
apita daily expenditure of Rs 32 (Rs 965 per
apita per month) in the urban areas or Rs 26
Rs 781 per capita per month) in the rural
reas in 2010-11 would serve as the bench-
mark to define those who would be treated as
eing below or above the poverty line.
An individual above a monthly consump-
ion of Rs 859.60 in the urban and Rs 672.80

Planning Commission. Accordingly, the
Planning Commission further reduced the
overty line to Rs 28.65 per capita daily con-
umption in cities and Rs 22.42 in the ruralreas, scaling down India's poverty ratio.
According to this estimation, the all India
head count ratio (HCR) has declined by 7.3
ercentage points from 37.2 per cent in
004-05 to 29.8 per cent in 2009-10, with
ural poverty declining by eight percentage
oints from 41.8 per cent to 33.8 per cent

ge points from 25.7 per cent to 20.9 per
ent. The number of poor in India has
declined to 35.47 crores in 2009-10 from
0.72 crores in 2004-05. The aforesaid
overty data released by the Planning
Commission exposed how unrealistic the
poverty lines' are. This Kafkaesque delusion
eflects the insensitivity and non-chalance of
he state to the sufferings of the poor who are
truggling to make their both ends meet.
After sensing the public hullabaloo

nd the fear of a severe drubbing in the next
eneral elections, the government at the
Centre went for a damage-control exercise.
Under pressure from the government, the
Planning Commission gave the explanation
hat the people's right to welfare entitlements
nd subsidies will be decided on the basis of
he findings of the socio-economic and caste
census 2011 based on the Saksena and
Hashmi Committees. Prime Minister
Manmohan Singh said a fresh group has
been set up to devise a new method to assess
the number of poor in the country. Singh also
favoured a multi-layered approach to assess
poverty. This may have given the govern-
ment of the day a necessary breather, but it
needs to be seen if it continues to ignore and
remain insensitive to the livelihood griev-
ances of the down-trodden and poorer sec-
tions of the society who are battling for their
survival owing to crippling inflation. The
Saksena and Hashmi Committees' recom-
mendations on deprivation may relate more
to non-income indicators. But these will not
reveal the real incidence of poverty.
In India, the Planning Commission is esti-
mating the incidence of poverty at the
national and State levels (both in the rural
and urban areas) since 1979 on the basis of
the recommendations of the Task Force(1979) report based on the 28th round of the
data of the National Sample Survey (NSS
1973-74) on consumption spending, which
in particular observed that the level of total
monthly spending per person is to be called
the 'poverty line'. This procedure was subse-
quently modified by the Lakdawala
Commission (1993). Ever since the Task
Force defined the poverty line, poverty con-
tinued to be defined in terms of per capita
monthly expenditure corresponding to per
capita per diem intake of 2400 calories in the
rural areas and 2100 calories in the urban
areas. The rural areas usually have higher
kcal requirements because of greater physi-cal activity among the rural residents. This
was the somewhat sensible method and
included both food and non-food expendi-
tures. The Commission that accepted the
expert committee's nutrition-based definition
but applied i t only once to the 28th round of
the National Sample Survey's (NSS') 1973-
74 data, obtained the correct monthly rural
poverty line of Rs 49 and urban poverty l ine
of Rs 59 at which 2400 or 2100 calories were
accessible respectively, and found that 56.4
per cent of the rural population and 49 per
cent of the urban population spent less than
this, and so were poor.
ACCORDING to Professor Utsa Patnaik,
the Planning Commission's preposterous
estimates of the 'poverty line' follow from a
mistake in method of changing the definition
of the poverty line and delinking it from the
nutritional standards. The present
Commission also doggedly clings to that
mistake despite stringent criticism from
many quarters. The Planning Commission
estimates the poverty by updating the 1973-
74 poverty line of Rs 49 for rural and Rs 59
for urban India by State-specific consumer
price indices of agricultural labour house-
holds and industrial workers house-hold
respectively. The poverty lines obtained in
this manner have corresponded to progres-
sively reduced calorie intakes over the years.
For example, the official poverty level in
rural India was estimated at Rs 356.30 per
month and in urban India it was Rs 538.60
per month in 2004-05 which did not capture
the change in the actual cost of living or cost
of accessing minimum nutrition. As a result
of which the poverty ratio was found to be as
low as 25.7 per cent in the urban areas and
28.3 per cent in the rural areas and 27.5 per
cent for all India. There was an uproar
against this underestimation of poverty. To
address the issue, the Tendulkar Committee
was set up in 2008 and its recommendations
were released in November 2009. Al-though
the Tendulkar panel recalibrated the exis-
ting urban official poverty line (2004-05) to
capture a wider set of deprivations, it ridicu-
lously added only a meagre Rs 30 per month
for education, health etc. to the previous
amount. Further, it cut the existing calorielimits in the rural and urban areas to a uni-
form 1800. One of the justifications given
for this is the minimum norm recently set by
the Food and Agricultural Organisation. But
the admirers of the Tendulkar Committee
have conveniently forgotten that the FAO
had suggested this 1800 calorie norm as a
minimum dietary energy requirement
(MDER) for light or sedentary activity but
this was not to be applied to the manual
workers in rural and urban India. The
Tendulkar Committee, which got it all
wrong, decided to freeze the baseline for
urban poverty at its 2004-05 level, namely,
Rs 578.80 per capita per month, and in amajor departure from conven-tion, the
Committee reset the rural poverty line to the
level of Rs 446.68 per capita per month-at
which rural price, a person could purchase
the urban consumption bundle.
As a result, the urban poverty line
remaining the same at 25.7 per cent, the rural
poverty line went up from 28.3 per cent to
41.8 per cent. Far from fiddling the numbers
downward, the new poverty line increased
from 27.5 per cent to 37.2 per cent in 2004-
05 translating into an additional 100 million.
Adjusted for inflation, the Planning
Commission announced the urban and rural
poverty lines recently thus triggering a
nation-wide hullabaloo leading to a contro-
versy. Similarly, the Union Rural
Development Ministry had also set up a
commission under the chairmanship of N.C.
Saksena to examine alternative methods of
estimating poverty. The commission report-
ed its findings in late 2009. At the outset, the
commission felt that the monetary amounts
specified by the Plan-ning Commission for a
minimal diet were too low. Instead of Rs
356.30 a month per person in the rural areas,
Rs 700 was considered necessary and simi-
larly from Rs 538.80 a month in the urban
areas, Rs 1000 was considered necessary to
remain above poverty line. The

SRINAGAR: With a view to empowering women in Jammu and
Kashmir, the government has set up an authority in the state and appoint-
ed a high-level panel for its programme implementation.
"Sanction is hereby accorded to the constitution of Jammu and
Kashmir State Mission Authority for empowering women socially, eco-
nomically and educationally," Secretary to Government, General
Administration Department, Sheikh Mushtaq Ahmad said. The Secretary,
who issued an order to this effect, said a 17-member monitoring panel
headed by Chief Minister Omar Abdullah had been constituted to super-
vise the implementation of women-centric schemes and programmes in
the state. The objectives of the Authority were access to health, drinking
water, sanitation and hygiene facilities by women and girls in schools
from primary to class XII and higher and professional education for
them.
Skill Development, micro credit, vocational training, entrepreneur-
ship, Self Help Group (SHG) Development, gender sensitisation and dis-
semination of information, prevention of crime against women and tak-
ing steps for a safe environment for women would also be taken up,
Ahmed said. The authority would secure convergence of schemes of dif-
ferent ministries and departments of state and central governments, mon-
itor and review gender budgeting by them and effective implementation
of various social laws concerning women, he said.

Kathua district", Chief Medical Officer (CMO) Kathua, Ajay Khajuria

oughly checked by a team of para-medical staff day and night and col-lecting the blood sample of suspected fever pateints entering the state, he
said. An alert has been sounded and a medical team is keeping a close
watch on suspected patients, the CMO said.
