Important Points to Remember

Heathrow is regulated in the UK by the Civil Aviation Authority (CAA)

There is a regulatory requirement that 5% of all hand luggage is checked, i.e. zero compliance failures is not the challenge target

The passenger throughput profile varies through the day, i.e. peaks in the early morning and late afternoon/evening times. Therefore, security resources are not evenly spread

This means that to meet the 5% regulation, additional hand luggage searches could take place during quieter periods to avoid longer queues
