BCFPA Initiatives
BCFPA is committed, by 2009, to achieve:
• Maintenance and enhancement of BC’s meat processing infrastructure
• A Food and BioProducts Technology and Commercialization Centre for BC processors
• A strong BC Foods branding initiative with a long-term marketing plan
• A labour force development strategy• Active Committees to address industry sector and policy
issues, including small-scale interests

Meat Processing Initiative: MIES/MTAP Goals
1. Reasonable access to provincially licensed slaughter facilities for all BC regions
2. Increased licensed livestock slaughter capacity3. A basis for future expansion

BCFPA Meat Processing Programs
Supported by Province, managed by BCFPA:
1. Meat Industry Enhancement Strategy– Field work, coordination, policy analysis for plants– Help Desk: assist plants through BCCDC licensing– Print and Web resources: Guide, Planning Tools,
Web site, newsletter, brochure
2. Meat Transition Assistance Program– 50-50 money for individual plants or community
solutions to meet new standards

MTAP Individual Plants
• $3M+ set aside for individual plants• 50-50 dollars to max $50K per plant• Reimburses eligible expenses when plant
licensed• 58 applications received by 30 Sep 2006
deadline/39 approved/18 pending

MTAP Community Solutions
• $1M+ set aside for “community solutions”• 50-50 dollars to max $100K per project• Requires:
– Stakeholder group with plan for region– Broad representation: producers, local govt, MLA,
plus processor proponent– Area must be “under-served” e.g. no custom kill– Proposal should enhance meat processing capacity
• 28 applications received to date/10 approved/18 pending

Plants on Help Desk List
• From estimated 300+ in 2005,– made contact with 115– retained 50+ by Sep 2006– Currently have 60+ files open for unlicensed plants– 50 interested in proceeding to licensing– Currently 29 provincially licensed– 5 Class “C” transitional licences
• Of the 44– half are upgrades, half new builds– 3/4 red meat, 1/4 poultry– 8 are mobiles
