About MPLADS

• MPLADS scheme: Developmental works in the Parliamentary Constituency

• INR 5 cr per annum is allocated to the MP’s per Parliamentary Constituency

Study Objective

• To analyze the utilization level of MPLADS in the three Parliamentary

Constituencies which are under Bangalore Urban district.

Methodology

• Phase 1: Data collection and compilation – Data collected from the District

Collector (DC) office for 4 financial years 2014-15 to 2017-18.

• Phase 2: Analysis of the data

• Phase 3: Validating the analyzed data from the MP’s office

Key Takeaways of MPLAD Utilization Study

★ Total available funds: 60 cr; Total Utilized funds: 55.53 cr - constituting 92 % utilization

(across all three Parliamentary Constituencies)

★ Bengaluru North (100 % utilization) ; Bengaluru Central (95 % utilization); Bengaluru South

(82 % utilization)

★ Citizen centric projects undertaken across the three parliamentary constituencies

★ 86 % of the MPLADS fund spent within the BBMP limits; 14 % in off BBMP limits

★ Drinking water and water infrastructure (25.98 %), Infrastructure development (12.62 %) and

Public amenities (10.78%) form top three allocations across the three Parliamentary

Bengaluru North Parliamentary Constituency

• The entire amount of Rs. 20 crores for the reference period was utilized.

• Drinking water and related infrastructure (31.74%), Infrastructure development (30.68%) and sports and

youth services (13.79%) constitute 76 % of the allocation under MPLADS

• 30 % of the works under MPLADS funds were undertaken in the Assembly Constituencies which are

beyond BBMP Limits.

• Hebbal (13%), Malleshwaram (12%) and Yeshwantpura (11%) constitute 35 % of the work

allocation under MPLADS funds

Bengaluru Central Parliamentary Constituency

• Health and Family Welfare (19.5%), Drinking water and related infrastructure (15.43%) and Railway

infrastructure (15.01%) constitutes 50 % of allocation under MPLADS

• Chamrajpet (28%), Mahadevpura (20%) and Sarvagnanagar (12%) constitute 60 % of the work

allocation under MPLADS funds .

• Areas in the Off BBMP limits of the PC has received allocation of ₹ 2.12 crores (11.13%)

• Drinking water and related infrastructure (31.17%), public amenities (17.70%) and Trust and societies

(12.77%) constitute 60 % allocation under MPLADS

• Basavangudi (25%), Vijaynagar (16%) and Chickpet (14%) constitute 55 % of the work allocation

under MPLADS funds

• 2014-15 (20 %) , 2015-16 (16 %) of the MPLAD funds spent on Multipurpose halls
