Balsamiq
It's good for rapid prototyping and screen design - but probably not appropriate to develop final screen wireframes for a UI spec.
Can be a little tricky to use due to some latency issues as it's not a native OS app; and the pop-up Properties box can get in the way.
I'm a big fan of Balsamiq and recommend it!
