JennreviewedtheLSI-VCMissionStatement:

TheLandSurfaceImagingVirtualConstellationexiststomaximizethevaluederivedfromCEOSAgencylandsurfaceimagingassetsandactivitiesbyprovidinganoverarchingcoordinationrole;

andnotedthatwearenowatthe3-yearhorizonoftheoriginalLSI-VCToR(2015).Jennreviewedeachoftheworkareas:

SpaceSegment

Jennsuggestedthatwemightneedtorevisitthefirstpointunder‘aggregatingandanalysingmultiplesetsofdata’.DaveJarrettnotedthatthiswillbecomeveryimportantforpostLandsat9studies.AkeRosenqvistnotedthepotentialofsystematicacquisitionplansforSARmissionsfromagenciesincludingCONAE,CSA,andUKSA–thiscouldbeaveryhelpfulcontribution.JonathonnotedthatnewmissionsfromCopernicusandJAXAwouldbenefitfromsuchgap/capabilityanalysiswork.DavenotedtheonlinesurveyforCopernicusrequirementsassessment.

Susanneaskedwhatharmonizingacquisitionplansmeansinpractice.Jennnotedthatthisisopenfordebate,butthisismostlyapplicabletoSARgiventhecurrentstateofmediumresolutionopticalacquisitions.Withthatsaiditwouldstillbeusefultoassesswhatmightbeneededinthefuture–forcommunicationtoagenciesasinputsfortheiracquisitionplanningprocesses.WehadsuccessinthepastwithSentinel-2(BiancawasabletoaddnewS-2acquisitionsinresponsetodiscussionswithinLSI-VC).

BrianKilloughnotedthat‘harmonizing’isatroublesomeword,andhesuggestschangingitto‘optimization’.HeaddedthattherehasbeengoodprogressonoptimizingradaracquisitionsinSDCG/GFOIinsupportofspecificgoals.Akenotedthatsomemissionsdon’thavedefinedacquisitionplans,andsotheopportunityexistsforacquisitionoptimization.BriannotedtheexampleofRadarsat-2,whichhasacquisitionsplannedinresponsetodemand.

JennisunclearaboutthebreakdownofresponsibilitiesforthisitemacrossWGISS,CEOSSEO,LSI-VC,etc.,andwouldwelcomeadiscussiononthis.

ProductsandServices

Therehasbeengoodprogresshere,andwewilldiscussimplementationlatertodayandtomorrow.

CEOSWorkPlanUpdates

JennreviewedtheupdatestotheCEOSWorkPlanforLSI-VC.Itemswereclosed,modified,andcreatedbasedonprogresstodate.TheclosingofCARB-13wasnotedinparticular.TherehasbeennoengagementfromtheCEOScarboncommunity,sothisactionwillnotbecarriedforward.Thelackofengagementraisesquestionsaroundthebenefitsofthetask.

JennwouldliketoidentifyresponsiblepartiesforalloftheLSI-VCtasks/deliverablesintheCEOSWorkPlan.ShesuggeststargetinganupdateoftheLSI-VCImplementationPlanforSeptember.

StevenHosfordreviewedtheCEOSWorkPlanpurposeandprocess.ThescheduleforupdatingtheWorkPlanwaspresentedanditwasnotedthatCEOSentitymeetingschedulesarenotalwayscompatiblewithusingtheCEOSWorkPlanasatoolformanagingtheworkoftheentities.StevenindicatedthattheSITChairwaskeentoencourageamorerigoroususeoftheCEOSWorkPlantomanageCEOS’activities.ConcerningthequestionofwhetherCARD4LdeliverablesshouldbenamedFDA-XXactionsorLSI-XXactions,Stevensuggestedthatitwasnotcriticallyimportant,howeveritwouldbebettertohaveacoherentapproachwithrespecttoalloftheCEOSentitiescontributingtoFDA.

CEOSOverview

StevenHosfordreviewedCEOS’organisationalstructure,governingdocuments,etc.Henotedtheprioritiesofthe2018CEOSChair(EC):aCO2andGHGemissionmonitoringsystem,andon"Data"includingcontinuationofCEOS’workonFDA.

LSI-VCisauniqueVCduetothebreadthofitsactivities–coveringmanyobservingtechnologies,resolutions,parametersofinterest,andimplementationapproaches.Thisbreadthhascausedsignificantorganisationalchallenges,butLSI-VC'srecentfocusonasubsetofthisscopehasenabledprogressonspecifictasks(e.g.,CARD4L,MRI,DataCubesupport).

Session2:AgencyReports

USGS

− JennnotedUSGS’fundamentalgoalofensuringthepublicavailabilityofaprimarydatarecordaboutthecurrentstateandhistoricalconditionoftheEarth.

− Landsat7hasperformeditslastmanoeuvregivenitscurrentfuellevel.ItisyettobeseenifRestore-LtakesplaceandwhetheritstargetremainsLandsat7.

− Landsat9(launchinglate2020)willhaveajointMissionOperationCentrewithLandsat8,giventhemissions’similarity.

− EverythingremainsonthetableforLandsat10andtheSustainableLandImaging(SLI)process.

GeoscienceAustralia

AndreiapresentedanupdateonbehalfofGA:

− CoordinatingapapertobepresentedattheIGARSSconferenceinJuly.Thepaper(ObservationsandRecommendationsfortheCalibrationofLandsat8OLI&Sentinel-2MSIforImprovedDataInteroperability)isledbyDennisHelderandotherauthorsincludingGeoscienceAustralia(AdamLewis).

− GA’ssurfacereflectancevalidationprogramatacontinentalscale:themainobjectiveistovalidateARDproducts(startingwithsurfacereflectance)basedoninsitufielddata.ThisisacollaborationbetweenGA,CSIRO,andAusCoverpartner-nodes.DataisbeingacquiredacrossdifferentsitestoestablishquantitativeaccuracyresultsonDigitalEarthAustralia’ssurfacereflectanceproducts.Theresults,tools,anddatawillbeopenaccessandsharedwiththecommunity.Thisprogramisusingamuchmorecomprehensivesetofsitescomparedtopastefforts.TheprojectagreementbetweenGAandCSIROwassignedinearlyFebruary.

− GAhasinitiatedanabstractfortheJournalofRemoteSensing’sSpecialIssueontheScienceofLandsatARD(ledbyAdamLewis).AndreiaaskedallLSI-VCmemberstoconsidercontributingtothepaper.

LSI-VC-5-01AlltogetincontactwithAdamLewis/AndreiatobeinvolvedintheARDpapersforIGARSSortheJournalofRemoteSensing.

Mid-March

− The2ndannualOpenDataCubeConferencewasheldinCanberralastweek.Therewere45participantsfrommanycountriesandorganisations.ThemainmessagewasthattheODCcommunityseesthemselvesasusersofanalysis-readydataproducts.Oneofthecommunity’sobjectivesfor2018isacomprehensivestocktakeofARDstatusandoutlook,tosupportuserexpectations.

StephenWardnotedthattheODCcommunitywishestocommunicatetoCEOS,viaLSI-VC,thatARDisvitaltotheprogressoftheinitiative.

TakeoTadonocoveredJAXA’scurrentmissionportfolioanddatadistributionstatus:

− Tadono-sanattributedthereleaseofAVNIR-2datatotheLSI-VCanditsfollowupafterLSI-VC-3.HesharedanoverviewoftheAVNIR-2productsandnotedthatthedatadistributionwebsiteisunderdevelopment.ReleaseisexpectedinJFY18.

− ALOS-3(optical)andALOS-4(L-bandSAR)areunderdevelopment,andareplannedtolaunchin2020.Tadono-sansharedsomedetailsofthemissions.

TheLSI-VCLeadscongratulatedJAXAandtheLSI-VCregardingtheAVNIR-2dataavailability.

AkeRosenqvistnotedthatALOS-1PALSARScanSARshouldalsoappearintheabovetable.

ItwasnotedthatdistributionofScanSARdataisdependentonprocessingandfindingthebudgetnecessarytodothis.StephenWardsuggestedexploringsolutionstogetaroundtheJAXAprocessingbottleneckandbudgetrestrictions.Others(e.g.,thecommercialsector,Google,Amazon,theCopernicusAustraliaHub,AlaskaSatelliteFacility,etc.)mightbewillingtotakeonthisprocessing.

LSI-VC-5-02Shin-ichiSobue,StephenWard,JonathonRoss,andBrianKilloughtoexplorealternativeoptionsforALOSandALOS-2dataprocessing.

ToshioOkumura(JAXA/RESTEC)gaveanoverviewofALOS-2PALSAR-2ARD,whichisprovidedbyJAXAthroughtheJJ-FASTsystem.TheJJ-FASTproductisanARDdataset(compatiblewiththeCARD4LPFS),anddiffersfromthestandardJAXAALOSdataset.ThedataareScanSAR,dualpolarization,1degreetiles,ortho-rectifiedandslopecorrected,gamma-0.Therearefourfilesforeachdataproduct:backscattercoefficientsforeachpolarization(HHandHV),thelocalincidenceangle,processingmaskinformation,andacataloguefile(metadata).JAXAistriallingJJ-FASTdatadistributiontoVietnamandIndonesiafortheirDataCubeprojects.

BriancommendedJAXAontheJJ-FASTproduct,notingthatitishighqualityandveryusefulfortheDataCubeandotherapplications.HeencouragedJAXAtocontinuewiththiseffortandwelcomedanexpandedscopeofdataavailability.

OthertypesofSARARDisatopicofdiscussionandwillbecoveredlaterinthemeeting.AkesuggeststhattherecouldbemanyCARD4LSARproducts(e.g.,InSAR,polarimetric).Akealsonotedthatthealreadyavailableannual25mglobalFBmosaics,aswellasthenewScanSARmosaicsfromJAXAarecompliantwiththecurrentCARD4LbackscatterPFS.

ESA

SusannepresentedthefollowingSentinelmissiondataupdates:

− Acquisitionplansareupdatedonafrequent(6-12month)basis.Thenextroundofupdatesisongoingnow.

− Sentinel-2:CoverageofEuropeisavailablenow.It’sexpectedthatbymid-2018,theLevel-2Aproductwillbeavailablewithglobalcoverage.

BrianaskedwhetherthereisanyindicationfromESA’spartnersthattheywillmirrorthisglobaldata.HenotedthatcloudprovidersofferthemostpowerforexpandingandpopulatingDataCubes.SusanneconfirmedthattheUKandCNESarealreadymirroringthedata,andtheglobalproductionwilluseSen2Cor.

− Sentinel-3:routineoperationsareongoing.AllLevel-1and-2landandmarinecoredataproductshavebeenreleased.Newproductdefinitionandimplementationisongoing,andsomefurtherfireproductswillbeavailableinQ1/Q22018.

ESAFDAActivities

− DIAS:contractshavebeensignedwith4providers(December2017).StartofoperationsareplannedforJune2018.

− AnumberofESAARDdataproductsareavailable/planned:

− Sen2Corv2.5wasrecentlyreleasedandincludesmultiplefixes.− AharmonizedSentinel-2/LandsatARDprototypeproductisintheworks,andESAisconsidering

systematicproductionofthisLevel-3product.ItisbeingdevelopedinparallelwithNASA’sHLS,andthereseemstobeanexchangeofinformationbetweenthetwogroups.

− ESAisalsolookingatcombiningS-2andS-3data.SusanneexpectstohavethefirstresultsintimeforLSI-VC-6.

− Thereareanumberof‘quasi-compliant’SentinelCARD4Ldatasets–seethepresentationfordetails.

− FerranGasconwillserveasESA’sPOCfortheMRIInitiative(tobediscussedlaterinthemeeting).

EuropeanCommission

ZoltanSzantoireviewedtheCopernicusdatadownloadstatistics.HealsonotedthataglobalSentinel-2mosaicshouldbeavailablebyQ42018.TheproductisaseamlesssurfacereflectancemosaicbuiltusingESAdata.Usershavetheabilitytochoosehowtheaggregationisdone,andtheproductisgeneratedonrequest.Userscanalsochooseareasofinterestforthemosaic,andthiswillimpactprocessingtime.AkenotedthatitwouldbeveryhelpfultohaveaSentinel-1mosaiccapabilityalso.

EuropeanARDProgress

StevenHosfordpresentedaninitialstocktakeofARDactivitiesinEurope:

− CNES,DLR,ESA,UKSA,andVITOarethekeysurfacereflectanceARDproducersinEurope.− CNESareusingMAJAfortheiratmosphericcorrection.TheycurrentlyproduceSRdataoverFrance

andFrenchterritories,Spain,Italy,Belgium,Netherlands,Scotlandandmanyspotsitesacrosstheworld.TheyareextendingtheirgeographicalcoveragetoNorthAfricashortly.theia.cnes.fr

− DLRhaspartneredwithCNESandaredoingtheirownproductionofS-2L-2AdataoverGermanyusingMAJA.On-demandproductionusingSen2Corisalsopossibleonwww.code-de.org.

− DLRprovidedcommentsontheCARD4LPFSfromtheperspectiveofEnMAP.− SystematicS-2surfacereflectanceproductsfortheUKhavebeengenerateduptoJuly2017through

aprojectledbytheUKSatelliteApplicationsCatapult.Thishascomethroughaprototypedevelopmentproject,andmaybecontinuedforaccesstoUKgovernmentusers.

− VITOareprovidingderivedS-2productsforBelgiumviaTerrascope.ThereisaproposaltoexpandtheirgeographicalscopetoEuropeandAfrica.Waterproductsarealsoavailable.

Stevennotedageneralissuefordiscussion:theCARD4LregistrationaccuracyrequirementofhalfapixelseemstooambitiousforSentinel-2at10mresolution.

StephenWardthankedStevenforhiseffortonthisEuropeanstocktake.HenotedthattheOpenDataCubeteamhasanactiontodoaglobalstocktake,andthiswillserveasagreatbasis.

StevenHosfordpointedoutthatthereisnotalotofdiversityintheapproaches(mostlyMAJAorSen2Cor).JonathonwouldbeinterestedtoknowhowmanyoftheseactivitiesareultimatelyfundedbytheEC.

− NISAR(launching2021)productspecificationsareyettobedecided,buttherewillbeapushforARDgenerationinlinewiththeCARD4LPFS.

− ASTER,MODIS,andVIIRSarealreadyproducingproductsthatarecompliantwiththeCARD4LPFS.

− Web-EnabledLandsatData(WELD)andHLSareresearchproductsthatadvanceARDcapabilities.

CEOSSEO

BrianKilloughshowedtheCOVEcoverageanalysertool,andpresentedresultsontherelationshipbetweentemporalcoverageusingasinglemissionandcombinationsofdatasources.Histeamhasinvestigateddifferentcombinationsofmissions(includingopticalandSAR),andlookedatthenumberofpotentialacquisitionsperyearandtheoccurrenceofcoincidentcoverages.TherearethreetimesayearwhenLandsat8,Sentinel-2,andSentinel-1arecoincident.Thereisgreatpotentialhere,presentinglotsofcal-valandinteroperabilityopportunities.Theseresultsdemonstratethatbycombiningdatafrommultiplemissions,observationgapscanbereducedtoanaverageof2-3days.

Briannotedthattherearetwoapproachestointeroperability:mergingdatasources(e.g.,theHLSapproach)orcombiningtheendproductsofseparateanalyses.

ISRO

BimalBhattacharyapresentedanoverviewofISRO’sEOprogram.HealsocoveredsomeupcomingcollaborativemissionsincludingTRISHNA(withCNES)andNISAR(withNASA).

BimalnotedtheSACRS2schemeforatmosphericcorrectionofRS2-AWiFSdata.Thesoftwarepackage,SACRS2-AWiFS,isopenforallathttp://mosdac.gov.in/data/tools/SACRS2_Package.rar.

BimalreviewedtheagriculturalworkbeingundertakenatISRO.SARisakeydatasetduetocloudcover,andISROareexploringtheintegrationofGEOandLEOproductsforhighfrequencyagriculturalmonitoring.

ISROarelookingforassistancewithintegratingallthecomponentsnecessaryforanoperationalARDproductionpipeline,andwouldwelcomeLSI-VC’sassistance.BimalalsonotedthatAWiFSlackssomebands,whichmakesACmoredifficult.

BrianreviewedthestatusofAnalysis-ReadyDatausage.HenotedthatGoogleiscurrentlythebestsourceforSentinel-1ARD,giventhattheyhavepre-processedGRDdatatoARD(gamma-0intensity).TheCEOSSEOhasrecentlydevelopedascript(withsupportfromGoogle)thatwillgenerateaDataCubedirectlyfromthesedataholdings.ThisiscurrentlythefastestmethodtoprepareS-1DataCubes–andisessentiallyfreeifyouhaveaGoogleresearchgrantwhichprovidesfreeaccesstoGoogleCloudstorageandcompute.

StephenrecalledtheODCactiontodoastocktakeofARDavailabilityandaccessoptions.

Dataprovenanceiskey,andthismeansthatagenciesarethepreferredsourceofdata,howeverreliabilityandaccessoptionsneedtobeimprovedtoenticeusers.

ZoltinotedGoogle’schoiceofprojection,whichisnotthebestformanyapplications;theirproductsarecertainlynotthebe-all,end-allforARD.

ESAWGCVSARSubgroupInteractionandSARARDStudy

SusannepresentedtheoutcomesfromtheSARARDsessionattheWGCVSARsubgroupmeeting:

StephennotedthathehasbeendiscussingSARARDwithJAXA,andisencouragingthemtotakealeadontheSARPFS,includinganynewonesthatmightemerge.

TheconstituencyoftheproposedSARARDteamneedstobecorrect.AgroupofSARpuristswilllikelynotbeeffective.Weneedagroupthatiswellawareoftheintendedusecase,thatis,usersthatarenotusuallyusingSARproducts(supplementaryusers,DataCubes,etc.).Weneedtobeclearthatwearenot

proposingthatrawproductsbereplaced.ASARbackscatterintensityproductisveryusefulforbasicusecases.
