Annexure A-IITERMS & CONDITIONS:

SCHEDULE OF ENERGY AUDITIt may be noted that field study shall start immediately within 7 days from the dateof issue of work order. The successful bidder to whom the job is awarded, has tocommence the activities as per the schedule as under. If the customer factory isnot in readiness due to any reason, PCRA will inform the vendor the altered date ofcommencement of work.

1. The energy audit shall be carried out in line with the guidelines of Bureau ofEnergy Efficiency (BEE) and Energy Conservation Act -2001 as amended ofGovernment of India.Tender will deploy BEE certified Energy Auditor at the site location during entireField study period along with Technician /Electrician and also for observation /Analysis for all site work related to Complete Energy audit study,

2. The tenderer shall arrange the required portable and monitoring instrumentsalong with calibration certificates for undertaking the energy audit.

3. Travel & transport will be arranged by contractor / tenderer.

4. The Energy Auditor should follow the state / central government rules andregulations in respect of PF, insurance, labor laws, electricity act and otherstatutory regulations in force.

5, The Energy Auditor has to fulfill/comply with safety rules of MPPGCL, securityclearances of personal, PF rules, labour laws, insurance formalities etc

7. The Energy Auditor is required to maintain following minimum equipment's withcalibration certificates while carrying out the Energy Audit.

9.The Auditor has to provide manpower & equipment deployment plan along withvalid calibration certificates for the equipments,

1O. The field measurement taken during the Field study shall be recorded in fielddata sheets / handy record book & shall be maintained, so that back up data forfinal report are available with the Auditor. The same shall be produced to PCRA forverification / authenticity if it is asked by PCRA .

11. Tenderer should quote in o/o rate either (+) above or (-) below in the givenschedule both in figure and words, and where there is a difference between two,the rate given in words will be taken as authentic,

12.EMD of Un successful bidders will be without any interest. EMD of successfulbidder will be converted in to security deposit and will be released with final bill ieafter 2nd followup.

Completion Period:

1. Completion period for entire work will be B0 days for entire work reckonedfrom the date of issue of work order by PCRA or date of commencement asmentioned in commencement letter issued by PCRA whichever is later.

2. Date receipt of draft report by PCRA from the Energy Auditor will be the dateof completion of work.

3. The recovery of liquidated damages for delay in completion of job beyondscheduled date will be @ L.Oo/o per week subject to maximum of 10olo of WorkOrder Value.

Reoort Submission:

1. Hard & Soft copy of draft report made as per BEE-GTZ format for thermalpower plant Energy Audit shall be submitted to PCRA.

2. Draft reports should be discussed and presented as per time schedule toMSPGCL /PCRA before finalization of the repofts.

3. 3 sets of spiral bound hard copies of final report along with soft copy in CD (inMS Word/ Exel & PDF format) should be submitted to PCRA.

Reoorts on implementation Follow-up:

1. First implementation follow-up and results achieved survey will be done byFafty, six month after submission of final report.

2. Second implementation follow-up and results achieved will be done byparty six month after first follow up.

3. Both follow up reports in PCRA format signed by MSPGCL will besubmitted by pafty to PCRA,

PAYMENT TERMS:

L. 90o/o payment will be released after acceptance of final energy audit reportby customer ie MSPGCL and on receipt of 100% payment by PCRA fromcustomer MSPGCL

2, 5o/o of work order value will be released after completion of l't follow-up,which shall be done six months after the date of submission of final report.

3. 5 o/o of work order will be released after completion of 2no follow-up, whichshall be done six month after the date of 1't follow up.

Scope of Work

scoPE oF woRK / TECHNTCAL SPECTFTCATTONS / SPECTAL CONDTTTONSOFCONTRACT

1. Scope Of Work

As a designated consumer, Tata Power Co. would like to carryout Energy Audit of

Paras Thermal Power plant Akola under the notification received by BEE dated 27th

May2014. Paras Thermal Power Plant has installed capacity of 500 MW and

comprises of two units having 250 MW (each) coal based fuel power plant

The audit of each unit will be carried out separately but under the same defined

scope. Heat Rate and Unit auxiliary consumption are the two main parameters of

the power plant which represent the health of that plant. Hence Auditing agency

shall *

1, Assess thorough tests, the potential available to improve Thermal and electrical

energy consumption

2. Suggest specific measures to reduce Thermal and electrical energy consumption

over a period of time with techno commercial viability.

3. Audit the major equipments, auxiliaries and include fact findings, assessment of

equipment and loss levels, performance measurement and analysis, suggestions

for improvement of performance parameters over a period of time, maintenance

improvements, operational performance, raw material improvements and strategic

planning.

4, Preparation and submission of report within 20 days after collection of data in

the format specified in the BEE notification.

5. Use the Calibrated instruments with the valid certificates for analysis and to

eliminate any doubt on the measurement

4. Coal handling plant

Coal handling plant (Screw un-loader, pipe conveyer & other auxiliaries), long

distance pipe conveyor system associated with breakers, magnetic separators,

dewatering pumps etc. The system is spread from screw un-loader to the coal

yard, Then coal is fed to bunkers of respective units via pipe conveyers. The

system structure includes stacker re-claimer Tipplers, Crushers, Feeders,

Conveyors, Dust suppression/extraction systems. The above complete system is

to be energy audited for peformance study & energy conservation

5, Thermal Insulation:

The scope of insulation study includes carrying out temperature profile survey of

insulated sudace in areas of boiler, steam pipes, ducts & turbine etc, thorough

thermal scanning of all related surfaces for identifying hot spot with poor insulation,

identification of areas of poor / damaged insulation, contributing to excess heat

losses, estimation of extra heat loss / revenue loss due to the hot spots because of

damaged or poor insulation.

6. Ash Handling:

Ash handling plant at Trombay consists of Filtration plant, sea water system,

Bottom ash system, Fly ash system, Ash disposal system, ESP. The above

complete system is to be energy audited for performance study & energy

conservation

7, Water Pumping:

Condensate Extraction Pumps, Boiler feed water Pumps (Turbine driven & Motor

driven), Circulating Water Pumps, Heater drain pumps/ HP water Pump, Ash

Slurry pumps, Air conditioning plant pumps/ Steam Generator water circulating

pumps/ FO pumps, Control fluid pumps, Sea water booster pumps, Auxiliary

cooling water pumps.

8.1 Induced Draft, Forced Draft Fans

9. AIR COMPRESSOR

Free air delivery test (compressor output assessment test), Estimation of specific

power consumption # Compressor wise, Estimation of actual compressed air

consumption, Pefformance of intercoolers and after coolers, Pressure drop survey,

Energy consumption pattern motor loading survey.

10. D M plant

DM water plant is common for all units. DM plant auxiliary consumption audit.

11, Flue Gas Desulphurisation Plant (FGD)

Scrubber pumps, Aeration fans, Booster fans & GGH,

12. AIR CONDITIONING:

Evaluation of net refrigeration capacity and specific energy consumption,

Operating efficiency and pedormance evaluation of the pumps, Pefformance of

cooling towers, power consumption of CT Fans, Performance evaluation of air

handling units, Pressure drop and insulation survey of chilled water lines,

Performance of condensers and evaporators,

13, LIGHTING:

Exploration of energy conservation possibilities, measurement of power

consumption of lighting loads, study of lux level at various area and the

recommendation of optimum lux levels, study of recommendation of suitable

energy efficient lighting system, Study and recommendation for maximum possible

use of natural light,

14, SPECIFIC ENERGY CONSUMPTION AUDIT:

After taking the data from all the above systems audit of overall the auxiliary power

consumption & fuel (coal/oil/gas) consumption to be carried out.

15, ACCURACY OF INSTRUMENTS:

Calibrated instruments with the valid certificates are to be used for analysis and to

eliminate any doubt on the measurement

16. ENERGY AUDIT REPORT AND RECOMMENDATION:

The recommendation shall include simply payback calculation for those

suggestions which require investment for implementation and all the proposal shall

be grouped into the following categories:

-Shon term: without or with minimum investments

-Medium term: simply payback within 1-3 years

-Long term payback period more than 3 Years.

17. Other than final energy audit report if any data /information pertain to

efficiency of

the plant deemed necessary, three years after completion of Audit the firm has to

submit the same without any cost.

18. Whole work is to be carried out in three parts -18.1 Preliminary checking and data collection

LB.2 Analysis for efficiency and submission of provisional draft report after

discussions

on provisional draft report with the Performance department,

18.3 After discussion on provisional draft report with the Pedormance depaftment,

Auditing agency may submit final energy audit report.

19. Preliminary data /actual measurement of data at site - All possible preliminary

information / historical data will be furnished by Performance department however

19.1 In case of unavailability of any information/data firm has to collect the same

by own resource / staff from desired locations, Pedormance department will

coordinate with the concerning head of the circle.

19.2 In case of unavailability of any information/data at Auditing agency may

collect then same with their own resource from other identical units after obtaining

consent from Performance depaftment.

19.3 In case of unavailability of any information/data in respect of characteristics of

anyauxiliaries Auditing agency may use current data for analysis.

Energy Audit repoft shall be made as per BEE-GTZ guidelines/Formats for thermal

power plant
