Korea Research Institute of Standards and Science (KRISS) is a government-funded, public researchinstitute that has actively worked on fundamental science and key technologies as a world-leading nationalmetrology institute.

KRISS undertakes to maintain traceability in measurement to the SI unit system through calibration andother services, as well as to improve measurement capabilities. It contributes to develop more accuratemeasurement and tests for industry and society. People at KRISS

KRISS’s reputation relies upon its great people and excellent experts. Approximately 400 KRISS people work at

its 500,147 square meter site in Daejeon. The researchers are grouped into four divisions for R&D, four

divisions for Service & Management. Each division is made up of specialized centers and dedicated to

improving its measurement capabilities and services.

R&D Activities

Since its establishment in 1975, KRISS has participated in a wide range of research and development projects

relating to national standards, as well as measurement science and technology, to meet the demands of

industry. According to the funding sources, current R&D projects can be categorized into:● Basic research projects funded by the government contribution;● Contracted research projects with Ministries of Government, including the Ministry of Education,

Science and Technology, the Ministry of Knowledge Economy, and the Ministry of Environment;● Contracted research projects with other governmental agencies and industries.

The Center for Thermometry is responsible for the realization and dissemination of Kelvin for temperature.The center mainly works on the realization and dissemination of the international temperature scale of1990 (ITS-90), and on the measurement standards for humidity/moisture and thermophysical properties.The center is also driving researches on the thermodynamic temperature measurement, water permeabilitythrough thin membrane, thermal properties of liquid, and evaluation of the thermoelectric Peltier module.

The Center for Photometry and Radiometry is responsible for the realization and dissemination of two SI units:the Candela for luminous intensity and the Kelvin for temperature above silver point. The Center for Photometryand Radiometry is working to realize and disseminate photometric and radiometric quantities based on anabsolute cryogenic radiometer and a blackbody source. The Center is also working on colorimetry, fiber opticand display-related metrology. Recent research activities include UV and infrared radiometry, LED measurementand application, display metrology, quantum radiometry, and solar cell metrology.

The Center for Electricity & Magnetism is responsible for establishing, maintaining, and enhancing thenational electrical and magnetic field standards in DC and low-frequency regime. The center disseminatesthese standards through comprehensive calibration service and technical assistance programs, which helpto strengthen competitiveness of industires in a wide variety of fields. The center is recently drivingresearches on novel quantum standards based on the quantum effects and the state-of-the-art digitaltechnologies, which are expected to be the next-generation electrical standards with ultimate accuracies.

The Center for Electromagnetic Wave is in charge of national electromagnetic standards covering frequencyrange from approximately 1 MHz to 300 GHz and helps industry quality process by providing measurementstandards of global standard quality. This center is also devoted to R&D for accuracy realization of SI derivedunits such as power, impedance, and antenna characteristics. These R&D efforts will support for strengtheningindustrial competitiveness and economic growth.

The Center for Inorganic Analysis is in charge of the development and maintenance of the nationalmeasurement standards for the chemical analysis of inorganic elements and organometallic species in avariety of matrices. The center concentrates on development of measurement technologies for food,environmental and industrial materials analysis, while maintaining and advancing fundamentalmeasurement standards to establish traceability of chemical and biological analysis. Analytical primarymethods using mass spectrometry, optical spectrometry, titrimetry, chromatography, neutron activationanalysis, and electrochemical analysis are being developed, critically evaluated, and applied for rigorousinorganic chemical analysis.

The main goal of the center for Energy Materials Standards is to establish measurement standards, and toevaluate the reliability of industrial structures. The center aims to maintain traceability to the SI units as wellas primary reference procedure and to evaluate measurement uncertainties of mechanical properties. Thecenter also develops Certified Reference Materials (CRMs) and provides CRMs to the related industries. Inaddition, the center develops reliability evaluation techniques to improve the safety and lifetime of industrialstructures for energy production, transportation, and storage system, etc.

The mission of the Center for Nanometrology is to provide robust foundations for nanometrology that will meetthe needs of the emerging nanomanufacturing industries and scientific communities. This mission is conductedwith cross-disciplinary research focused on innovative measurement science in nanotechnology usingnanoscale magnetic imaging, nanoprobes, and polarized optical beam.

The expected impact is to:● Develop advanced metrology to accurately measure the 3-dimensional figures of emerging

nanostructured devices;● Develop new measuring techniques and standards that are essential to analyze the material properties of

nanoscale devices;● Meet the advanced metrology needs of domestic measuring equipment and emerging nanomanufacturing

industries

The center’s tasks include:● Development of measurement technology for the 3-dimensional nanostructures of the emerging

nanodevices;● Development of convergence technology including visualization, nanomanipulation, and nanomachining

systems based on nanoprobe combined with charged particle beams;● Development of advanced ellipsometric technology for the emerging semiconductor devices after the

CMOS technology generation, and SPR ellipsometry for nano-bio applications;● Establishment of the measurement standards for the critical dimension of nanoscale devices● Instrumentation of electron probing technologies to image and/or characterize the sample;● Characterization of nanoscale magnetic system with STM, SMOKE, SEMPA, and time-resolved THz

The Division of Convergence Technology works on research that enables convergence of cutting-edgetechnologies. The division also supports creative initiatives that apply novel methods to extend the boundariesof present-day metrology. KRISS selected the Center for Brain and Cognition Measurement and Nano-BioConvergence as World Class Lab (WCL) in 2010 and 2011, respectively because of their pursuit of research ofthe highest excellence. In addition, the Center for Quantum Measurement Science introduces one creativeproject led by a junior scientist. The Center for Medical Metrology is setting up a national calibration system forbasic medical instruments and developing emerging medical techniques.

The Brain and Cognition Measurement Center is responsible for developing novel biomagneticmeasurement techniques and their applications aiming to establish a new measurement standard. Basedon the SQUID and atomic magnetometer sensor technology, the center has been developing ultra-low fieldnuclear magnetic resonance imaging (ULF-MRI) technology and next generation magnetoencephalography(MEG) systems. The ULF-MRI can be applied to high-contrast tumor detection, open surgical MRI, foodinspection, explosive detection, fuel cell study, protein/bio-chemical structure researches, etc. With maturetechniques of MEG, the center is conducting clinical brain diagnoses and high-order cognitive studiesincluding pre-surgical brain mapping, epileptic focus localization, bilateral eye movement, the effectivenessof educational stuffs, and etc. Recently, the center opened a new research area, "biomagnetic resonance",which could be utilized to develop new medical modalities visualizing brain functional connectivity orlocalizing cardiac reentry.

The Center for Medical Metrology has set up goals to establish the national traceability of medicalinstruments and to improve the reliability of medical devices for diagnosis and therapy. The Division of Technology Services is in charge of the dissemination of the national measurement standardsand R&D outcomes of KRISS to customers at home and abroad. The division is also responsible for cooperationwith KOLAS (Korea Laboratory Accreditation Scheme) for the close relation between National MetrologyInstitute and Nationally recognized Accreditation Body (NAB) of Korea. There are four centers and a nationalcenter for standard reference data under the division; the Center for Calibration and Measurement Services, theCenter for SME Partnership, the Center for Technology Transfer, the Center for Environmental MeasurementServices, and the National Center for Standard Reference Data.

The Center for Environmental Measurement Services leads the improvements of accuracy and confidence in thefield of environmental measuring laboratories by providing reliable measurement standards for industries. Thecenter develops and provides advanced environmental measurement technology on demand. The center verifiesperformance test of environmental monitoring instruments based on “the Act of environment test andinspection”, and offer technology services for maintenance of the National ambient air monitoring systems, andverification of the reliability of analytical instruments of nuclear power plants.

The National Center for Standard Reference Data (NCSRD) plays an important role at the national level forthe development, evaluation, and dissemination of standard reference data that are certified throughcritical evaluation processes according to the framework act on national standards and the basic plan fornational standards. Currently, there are 21 nationwide data centers covering specific areas.

The objectives of the NCSRD are:● Establishment of the standard reference data (SRD) development plan;● Building up the expertise pool for evaluation;● Establishment of the basis for evaluation of measurement data and information;● Building up and managing the SRD database;● Dissemination and advertisement of the SRD;● Evaluation, nomination and support of data centers;● Collaboration with foreign organizations for the development and sharing of the SRD

How to get off in Daejeon When you arrive in Daejeon (that is, when you pass through the expressway tollgate), get off at the stopin front of the previously Lotte Daedeok Hotel (at present this is part of Mokwon University). MEMO

Sundial, AngbuilguIn Korea, the first public sundial was invented during the reign of King Sejongin 1434. The hemispherical sundial is known as the “upside-down cauldronsundial” because of its shape but its correct name is Angbuilgu.

On the inside surface of the depression are 13 horizontal lines running acrossthe vertical hour lines. They indicate the 24 fortnightly periods, including thesummer and winter solstices. The shadow of the style, oriented toward theNorth Pole, shows the hour and seasonal subdivisions.The zero position ofthis sun dial was calibrated by compass so that accurate time indication waspossible.
