seriouscrisis.Outofa100ofourchildrenthatstartkindergarten,only71endupinprimaryschool,only65willgouptojuniorhighschool.Outofthat,only35progresstoseniorhighschoolandonly3willendupinuniversity.Atallstages,manyofourchildrenfallouteitherbecausetheycannotaffordtogoonortheydropoutforotherreasons.
• WHATWEWILLDO• Theaimatthepre-terFarylevelsistogetallourchildrentobefuncFonally
literate,numerate,ICTcompetent,andequippedforthejobmarketand/orfurthereducaFonwithgreatersenseofcivicresponsibility.Atthehigherlevel,weaimtoequipouryouthwithanalyFcalandcompetencybasedskillsthatwillbeneededforthetransformaFonoftheeconomy.InthisregardanemphasisonscienceandtechnologyisalsocriFcalaswetransformoureconomy.

1. ATeachersFirstPolicyfocusedonraisingthesupportandqualityofourteachersthroughmonitoredandevaluatedtrainingandprofessionaldevelopment,andimprovedincenFves.
3. RedefiniFonofBasicEducaFontoextendfreeSeniorHighSchooleducaFontoeverychild.BasiceducaFonwillberedefinedasfromkindergartenuptoandincludingSHS.
4. FreeUniversalSecondaryEducaFonfullycommiUedtomakingsecondaryeducaFonfreeforeveryGhanaianchild.ByfreeSHSwemeanfreetuiFon,admission,textbook,library,sciencecentre,computer,examinaFon,uFliFes,boardingandmeals.
5. The3Rs(Reading,WRiFng&ARithmeFc)andICTProficiencyinconcertwithourteachersthroughmonitoredprogramsandassessments.ThiswillensurethatbasiceducaFonprovideseveryGhanaianwithadequateliteracy,numeracyandbasicICTskillsacersixyearsofschooling.
6. VocaFonal,TechnicalSkillsTrainingandApprenFceshiptointroduceandimproveuponexisFngskillstrainingprogrammestogiveouryoungpeoplethepracFcalskillstheyneedtogetajobaswellastodriveanewindustrialisedeconomy.
7. InfrastructureExpansionandImprovementtoundertakeamajorexpansionandoverhaulofeducaFonalfaciliFesandsupportprovisionofinnovaFveformsofeducaFondeliveryandteachingaids,includingmodernlaboratoriesandlibraries.

• ToomanyGhanaiansdie,needlessly.Currently,accesstogoodqualityhealthcareispoorandtooexpensive.WearealsofacedwiththescourgeoffakemedicinesenteringourmarketsandfurthercomplicaFngourhealthchallenges.
• WHATWEWILLDO
• OurfocuswillbetoimplementpoliciesthatwillensurenaFonwideaccesstobasicprimaryandqualityhealthcaredelivery,andinpartnershipwiththeprivatesector.AddiFonallyweneedtosolvetheproblemofinadequatefirstclassfaciliFesandhealthpersonnel.SomeofourpolicyiniFaFveswillincludethefollowing:
1. PublichealthandsanitaFontorefocusontacklingthecausesofthisandsignificantlyreducingtheimpactofmalaria.
2. HealthFinancingtoencourageotherhealthinsuranceschemesandprivatesectorparFcipaFoninfinancinghealthaccess.
3. MaternalandChildMorbidityandMortalitytoimplementtheoriginalKufuorpolicyoffreematernalhealthcareandfreehealthcareforlessthan18yearsoldundertheNHIS.
4. MentalHealthtopaymoreaUenFontomentalhealthandhelppeoplewithmentaldiseasestoreturntogoodhealthandcontributetosociety.
5. CommunityNursingandHealthtoensurethateverydeprivedcommunityhaveaCommunityNurse.TheseNurses,withasmallandbasicsurgery,willberesponsibleforprimaryhealthcareinthebeneficiarycommunity.

Ghana’seconomyisstructuredaroundtheexportofrawmaterials.WesFllexportourgold,cocoa,fruitsandournewfound
oilintheirrawstate.Wecannotindefinitelyrelyonthisstructureandthese
exhausFbleresourcestogrowoureconomyandmoderniseourcountry.

andenoughininfrastructure.Wehavealsoaccumulatedastockofincompleteandneglectedinfrastructureprojects,whichhaveprovedawasteofscarceresources.Lackofcoordinated,andintegratedplanningmeansthatinvestmentshavebeensporadic,notsynchronisedandnotthoughtthroughenough.AsourpopulaFonhasgrown,ourinfrastructurehasnotkeptpacewiththedemandsofourpeopledrasFcallyimpacFngonthequalityoflifeandthecostofbusinessandeconomicacFvity.
• WHATWEWILLDO• Ourfocuswillbetoinvestprudentlyinpublicworksinthe
followingareas:
1. Transport:wewillseektointegrateandconsolidateallmodesoftransportaFontoimproveefficiencyandcutdowncosts.
2. Roads:Inpartnershipwiththeprivatesector,wewilldevelopinterchanges,flyoversandoverpassesinoururbanareastodealwiththecostlyincessanttrafficwhilstconnecFngalltheregionalcapitalswithfirstclassroads.
3. RailwaysandPorts:wewillinpartnershipwiththeprivatesector,establishamodernrailnetworkthatwillhavestrongeconomiclinkages.WewilllinktheNorthtotheSouth(throughtheEasterncorridorAccrathroughAkosombotoKumasiandthentoPaga)tofacilitatetheexploitaFonofourironorereservesinthenorth.
4. AviaFon:Wewill,inpartnershipwiththeprivatesector,establishGhanaasahubforairtravelinWestAfricabybuildinganewinternaFonalairport.

watersuppliesinbothurbanandruralareas.OurwatersystemisanFquatedandsaddledwithfrequentbreakdownsinsupplyandneedsseriousinvestment.

Policy,whichwillgreatlyimprovesupply,hygieneandsanitaFon.
2. WewillensurethateveryGhanaianhasaccesstoclean,potablewater.

5. WewillensurethewatersectorgetstheinvestmentitneedsbydramaFcallycupngdownonnonrevenuewaterandempoweringthePURCtoeffecFvelyoverseethewaterdeliverysysteminthecountrytoensureGhanaiansgetvalueformoney.

• TheNorthernregionsinGhanasFllremainrelaFvelyunderdevelopedacer55yearsofourindependence.WhilsthavingbeenidenFfiedasthemostimportantbreadbasketforGhanadevelopmenthasbeenverylimited.Withabout7millionhectaresofpotenFalagriculturallandwithgoodsoil,onlyabout10%isunderculFvaFonandmainlybysmallholders.
• WHATWEWILLDOTheNPPwouldprovideadedicatedsourceoffinancingforthenorthern
developmentprogram.AbandonedfactoriessuchastheMeatFactoryinZuarunguintheUpper
EastRegionwillbereacFvatedaswellasotherintegratedmanufacturingacFviFessuchasleathermaking,shoemakingandmilkproducFonencouragedusingbye-productsofthemeatfactory.
