ACCESSTOGOODQUALITYEDUCATIONMATTERS

•  THECHALLENGE•  OureducaFonsystemisin

seriouscrisis.Outofa100ofourchildrenthatstartkindergarten,only71endupinprimaryschool,only65willgouptojuniorhighschool.Outofthat,only35progresstoseniorhighschoolandonly3willendupinuniversity.Atallstages,manyofourchildrenfallouteitherbecausetheycannotaffordtogoonortheydropoutforotherreasons.

•  WHATWEWILLDO•  Theaimatthepre-terFarylevelsistogetallourchildrentobefuncFonally

literate,numerate,ICTcompetent,andequippedforthejobmarketand/orfurthereducaFonwithgreatersenseofcivicresponsibility.Atthehigherlevel,weaimtoequipouryouthwithanalyFcalandcompetencybasedskillsthatwillbeneededforthetransformaFonoftheeconomy.InthisregardanemphasisonscienceandtechnologyisalsocriFcalaswetransformoureconomy.

OurspecificiniFaFvesintheeducaFontransformaFonagendawillincludethefollowing:

1.  ATeachersFirstPolicyfocusedonraisingthesupportandqualityofourteachersthroughmonitoredandevaluatedtrainingandprofessionaldevelopment,andimprovedincenFves.

3.   RedefiniFonofBasicEducaFontoextendfreeSeniorHighSchooleducaFontoeverychild.BasiceducaFonwillberedefinedasfromkindergartenuptoandincludingSHS.

4.   FreeUniversalSecondaryEducaFonfullycommiUedtomakingsecondaryeducaFonfreeforeveryGhanaianchild.ByfreeSHSwemeanfreetuiFon,admission,textbook,library,sciencecentre,computer,examinaFon,uFliFes,boardingandmeals.

5.   The3Rs(Reading,WRiFng&ARithmeFc)andICTProficiencyinconcertwithourteachersthroughmonitoredprogramsandassessments.ThiswillensurethatbasiceducaFonprovideseveryGhanaianwithadequateliteracy,numeracyandbasicICTskillsacersixyearsofschooling.

6.  VocaFonal,TechnicalSkillsTrainingandApprenFceshiptointroduceandimproveuponexisFngskillstrainingprogrammestogiveouryoungpeoplethepracFcalskillstheyneedtogetajobaswellastodriveanewindustrialisedeconomy.

QUALITYHEALTHANDSAFETY

•  ToomanyGhanaiansdie,needlessly.Currently,accesstogoodqualityhealthcareispoorandtooexpensive.WearealsofacedwiththescourgeoffakemedicinesenteringourmarketsandfurthercomplicaFngourhealthchallenges.

•  WHATWEWILLDO

•  OurfocuswillbetoimplementpoliciesthatwillensurenaFonwideaccesstobasicprimaryandqualityhealthcaredelivery,andinpartnershipwiththeprivatesector.AddiFonallyweneedtosolvetheproblemofinadequatefirstclassfaciliFesandhealthpersonnel.SomeofourpolicyiniFaFveswillincludethefollowing:

1.   PublichealthandsanitaFontorefocusontacklingthecausesofthisandsignificantlyreducingtheimpactofmalaria.

2.   HealthFinancingtoencourageotherhealthinsuranceschemesandprivatesectorparFcipaFoninfinancinghealthaccess.

3.   MaternalandChildMorbidityandMortalitytoimplementtheoriginalKufuorpolicyoffreematernalhealthcareandfreehealthcareforlessthan18yearsoldundertheNHIS.

4.   MentalHealthtopaymoreaUenFontomentalhealthandhelppeoplewithmentaldiseasestoreturntogoodhealthandcontributetosociety.

5.   CommunityNursingandHealthtoensurethateverydeprivedcommunityhaveaCommunityNurse.TheseNurses,withasmallandbasicsurgery,willberesponsibleforprimaryhealthcareinthebeneficiarycommunity.

TheChallenge

Ghana’seconomyisstructuredaroundtheexportofrawmaterials.WesFllexportourgold,cocoa,fruitsandournewfound

oilintheirrawstate.Wecannotindefinitelyrelyonthisstructureandthese

exhausFbleresourcestogrowoureconomyandmoderniseourcountry.

WhatWeMeanByEconomicTransformaFon

TransformingtheeconomywillmeaninsteadofjustexporFngournaturalresourcesandrawmaterialswewilladdvaluefor

higherrevenuebyindustrialisingandaddingvalue.

ByindustrialisingoureconomywewillfacilitatesignificantjobcreaFonbytheprivatesector.Aboveall,wewillensurethattheprivatesectoristherealengineofgrowththatwillcreateopportunityandjobsforall,whilstGovernmentwillprovidethestrategicleadershipandenablingenvironmenttomake

thistransformaFonhappen.11

1.FormalizaFonoftheEconomyThehighlyinformalnatureofoureconomyhasresultedinanarrowtaxbase,encouragesindisciplineandinhibitsjobcreaFon.TheNPPwillformalizeoureconomyby:

2.ATradePolicyThatCreatesJobs•  Wehaveatariffregimedesignedtomaximiserevenuebutwhichinfactdamageslocalindustry

andasaresultGhana’seconomy.Theshort-termrevenuegainsfromsuchtaxesareaUainedattheexpenseoflong-termproducFonandjobs.ConsequentlymanyofourSMEsarenotinproducFonandindustry,wheretheycanandshouldbe.

•  Wewillreviewtaxlawstoreducecostsofequipmentandimportedrawmaterialsformanufacturing,health,ICT,realestate,etc.

•  WewillimplementatradepolicythatworksforGhanaincreaFngjobsandis

andenoughininfrastructure.Wehavealsoaccumulatedastockofincompleteandneglectedinfrastructureprojects,whichhaveprovedawasteofscarceresources.Lackofcoordinated,andintegratedplanningmeansthatinvestmentshavebeensporadic,notsynchronisedandnotthoughtthroughenough.AsourpopulaFonhasgrown,ourinfrastructurehasnotkeptpacewiththedemandsofourpeopledrasFcallyimpacFngonthequalityoflifeandthecostofbusinessandeconomicacFvity.

•  WHATWEWILLDO•  Ourfocuswillbetoinvestprudentlyinpublicworksinthe

followingareas:

1.   Transport:wewillseektointegrateandconsolidateallmodesoftransportaFontoimproveefficiencyandcutdowncosts.

2.   Roads:Inpartnershipwiththeprivatesector,wewilldevelopinterchanges,flyoversandoverpassesinoururbanareastodealwiththecostlyincessanttrafficwhilstconnecFngalltheregionalcapitalswithfirstclassroads.

3.   RailwaysandPorts:wewillinpartnershipwiththeprivatesector,establishamodernrailnetworkthatwillhavestrongeconomiclinkages.WewilllinktheNorthtotheSouth(throughtheEasterncorridorAccrathroughAkosombotoKumasiandthentoPaga)tofacilitatetheexploitaFonofourironorereservesinthenorth.

•  THECHALLENGE•  Wearefacedwithpoor

watersuppliesinbothurbanandruralareas.OurwatersystemisanFquatedandsaddledwithfrequentbreakdownsinsupplyandneedsseriousinvestment.

•  WHATWEWILLDO1.  WewillimplementastrengthenedNaFonalWater

Policy,whichwillgreatlyimprovesupply,hygieneandsanitaFon.

2.  WewillensurethateveryGhanaianhasaccesstoclean,potablewater.

3.  WewillconFnuetheprogramoftheKufuorgovernment,whichundertookmajorwatersystemsimprovementsnaFonwideincludingCapeCoast,Mankessim,Koforidua,Kumasi,Kwanyaako,Ada,SogakopeandTamale.Over9,000newboreholesand500newpipewatersystemswereiniFated.

4.  Tofurtherimprovethesupplyofwater,wewillconstructmoredamsalongsomeofourmajorrivers,buildasecondwatertreatmentplantinthelowerVoltabasinandensuremoreGhanaianshaveaccesstopotablewater.

5.  WewillensurethewatersectorgetstheinvestmentitneedsbydramaFcallycupngdownonnonrevenuewaterandempoweringthePURCtoeffecFvelyoverseethewaterdeliverysysteminthecountrytoensureGhanaiansgetvalueformoney.

•  TheNorthernregionsinGhanasFllremainrelaFvelyunderdevelopedacer55yearsofourindependence.WhilsthavingbeenidenFfiedasthemostimportantbreadbasketforGhanadevelopmenthasbeenverylimited.Withabout7millionhectaresofpotenFalagriculturallandwithgoodsoil,onlyabout10%isunderculFvaFonandmainlybysmallholders.

•  WHATWEWILLDOTheNPPwouldprovideadedicatedsourceoffinancingforthenorthern

developmentprogram.AbandonedfactoriessuchastheMeatFactoryinZuarunguintheUpper

EastRegionwillbereacFvatedaswellasotherintegratedmanufacturingacFviFessuchasleathermaking,shoemakingandmilkproducFonencouragedusingbye-productsofthemeatfactory.
