PROJECT PROFILE This new facility is being constructed adjacent to
the current 62-year-old Stamford Police
Headquarters which it will replace. The new
four-story building will provide space for
administrative and general offices, detention
cells and processing, storage and processing of
evidence, firearms training range, patrol
functions, training rooms and police support
functions. An attached four-story parking garage
will provide parking for 214 vehicles and contain
the Police Department’s maintenance garage
and Motorcycle Unit. Sitework for the project
includes the removal of 18,000 cubic yards of
rock.

TOWERS AT MERRITT RIVER
PROJECT PROFILE O&G managed the shell and core construction of two
new office buildings and an 1,800-car parking
garage, located at the intersection of the Merritt
Parkway and Route 7 in Norwalk, Connecticut. Phase
1 of the project (the parking garage and first tower)
was completed in only 15 months and included the
pouring of 41,700 cubic yards of concrete. The
second tower followed immediately thereafter. The
entire facility consists of 640,000 SF Class A office
space set atop a five-level 710,000 SF parking
garage.

SONO COLLECTION RETAIL DEVELOPMENT
PROJECT PROFILE O&G is the concrete contractor for the new 700,000
SF SoNo Collection Retail Development in Stamford,
Connecticut. The SoNo Collection will be an
unparalleled shopping destination that will serve as
a community gathering place and provide additional
visibility and revenue to the City of Norwalk and the
State of Connecticut.
Centrally located off of I-95 and Route 7, the center
will fi ll a retail void and stitch Central and South
Norwalk together into a vibrant, pedestrian and bike
friendly district. It will complement existing
businesses, and create a larger community that is
the perfect balance of history and hip.
O&G’s contract includes structural concrete footings,
walls, columns and shear walls as well as the
erection of 1.2 million square feet of pre-cast fi
ligree parking garage. 88,000 cubic yards of concrete
will be installed; 8,000 tons of rebar; and a total of
2.2 million square feet of fl atwork including the slab
on fi ligree, slab on deck and slab on grade.

UCONN NORTH PARKING GARAGE
PROJECT PROFILE O&G was awarded a contract by the University of
Connecticut to design and build a 1039-car precast
concrete parking garage on the Storrs campus. The
structure had to be ready for parking cars within
seven months or stiff liquidated damages would be
assessed. The substantial completion deadline for
this fast-track project was met without sacrificing
quality or disrupting campus operations.

Support projects by assisting new projects in the development of a site
specific safety (loss control) program and:
1. Evaluating the effectiveness of the project safety program
development, implementation, utilization and enforcement and
2. Providing assistance in identifying hazards and potential hazards.
Once a hazard, or potential hazard, has been identified, corrective
measures are developed that will either:
1. Eliminate the hazard through engineering practices,
2. Protect the hazard,
3. Protect individuals from hazard exposure.
Site surveys are conducted and documented on a regular schedule to
identify any non-compliance issues involving safe work habits and/or
regulatory compliance. Contractor/employers of individuals identified as
being exposed to or involved in non-compliance issues are counseled and
assisted in correcting any non-compliance issues.
Projects are supported with specific training programs and/or training
materials for the individuals associated with the project, including the
means and methods of achieving consistent regulatory compliance, in
addition to maintaining safe work habits.
Projects are supported with assistance in accident investigation(s)
following any incident involving bodily injury, property damage, property
loss and/or loss of production. From the accident investigation,
measures are developed and utilized that will assist in the Company’s
effort to avoid similar incidents in the future. Accident results and
corrective actions re-disseminated to involved individuals and other
individuals in the company or in similar circumstances.

Gregory S. Oneglia
Vice Chairman
Greg Oneglia, Vice Chairman and Corporation Counsel, contributes both extensive legal experience in the
construction field and practical jobsite experience to the projects undertaken by O&G.
A graduate of Union College, Greg received his law degree from the University of Connecticut School of Law and
is a member of the Connecticut Bar Association.
Greg was formerly employed by Murtha, Cullina, Richter and Pinney, one of Hartford’s largest and most prestigious
law firms. Upon joining O&G, he worked as an assistant project manager on the Municipal Parking Garage in
Hartford and then as project manager for the twelve-floor, 280,000 SF Bushnell Plaza Stage II Apartment/Office
complex in Hartford. Greg’s dual capabilities as contracts administrator and project executive assure the attention
to detail that produces a high quality project.

Executive Vice President Estimating
As Vice President of Estimating and Purchasing for O&G Industries, Ernie Torizzo has overall responsibility for the
operations of these departments. His knowledge of all aspects of construction includes a complete estimating
capability from conceptual estimating to quantity survey estimates, to guaranteed maximum price construction for
all disciplines.
Ernie began his career at O&G as an estimator and gained practical field experience working four years as a project
manager on the Bristol High School and John F. Kennedy Junior High School. He was responsible for all phases of
these projects including planning and scheduling, coordination of all trades and direct field supervision. He then
became senior estimator and purchasing agent responsible for all major projects. His experience in commercial,
industrial, health care and public works projects has broadened his estimating experience. Ernie has estimated and
controlled the cost programs on some of O&G’s most prestigious projects.
Ernie received his Bachelor of Science degree in electrical engineering from Union College.

his doctorate in law from the University of Connecticut. Ken serves as Secretary of O&G Industries and is in
charge of all financial and data processing functions of the company.
Ken Merz has advanced in the company through the disciplines of both engineering and financial administration.
He was project manager on the Waterbury Turnkey Housing Project. He brings to our organization in-depth
experience in engineering, financial and legal affairs. His ability to function in all of these disciplines is of great value

Aaron L. Mednick
Vice President Operations - Building Division
Aaron Mednick, Vice President of Operations for O&G Industries' Building Division, is responsible for the
contracting and construction management segments of the company's business. Aaron has a civil engineering
degree from the University of Michigan. During his time with O&G, Aaron has been responsible for projects totaling
in excess of $1 billion.
As a Program Manager for the $530 million Bridgeport School Program, he was responsible for overseeing the
construction of 5 new elementary schools and additions and renovations to another 13 elementary schools.

Chief Financial Officer
Richard J. Hall is the Chief Financial Officer of O&G Industries, Inc. He has worked for the corporation for 21
years and he oversees the company’s financial and accounting functions. Prior to joining O&G, he worked for 4
years with Coopers & Lybrand, an international public accounting firm.
Mr. Hall holds a Master’s Degree in Taxation from the University of Hartford’s Barney School of Business and he
holds a Bachelor’s Degree in Accounting, with highest honors, from Central Connecticut State University. He is a
member of the American Institute of Certified Accountants and the Connecticut Society of Certified Public
Accountants.

Garrahy Courthouse Parking Garage

Introduction
O&G Industries, Inc. (O&G) has prepared a bid package for the Garrahy Courthouse parking garage located
at 75 Clifford Street in Providence, Rhode Island. The project includes the construction of a 1,250 space,
precast concrete parking garage consisting of seven levels (six aboveground and one below grade) with
approximately 4,500 sf of retail/commercial space on the Richmond Street end of the garage.
Project Organization and Personnel
The O&G team of professionals will utilize a variety of proven management systems for control, oversight,
quality, safety and communication of this work and will interface with the Owner, subcontractors and
suppliers to provide a successful project experience. O&G will provide a project superintendent, project
manager, foreman and laborers to perform the scope of work.

The following projects illustrate O&G’s experience with parking garage facilities in an urban environment:

Statement.
Phase I – Site Enabling
The goal of Phase I is to make way for construction of new parking garage while allowing for the continued
operation and functionality of the adjacent Garrahy Courthouse complex under safe conditions.
O&G will install temporary fencing along the site boundaries inclusive of areas parallel to Friendship,
Clifford and Richmond Streets. O&G will coordinate the removal of the parking meters along the bordering
streets with the Providence parking administrator.
Simultaneously, O&G will establish a working laydown yard at Lot 35, as provided by the I-195
Development Corporation. Perimeter fencing will secure the yard during construction. Temporary lighting,
power, and trailers will be installed at Lot 35. The majority of laydown yard will be stripped and processed
stone installed to ensure stability and avoid dust and tracking of materials to the project site. The stripped
soil will be stockpiled for future restoration. Silt fencing will also be installed along the laydown perimeter
to prevent migration of materials. Construction entrances will be established on Friendship and Clifford
Streets.
A dust control plan will be developed to mitigate dust on the project site. Developing an ingress/egress
onto the site with a processed stone driveway will help eliminate dust and migration of materials onto
city roads. In addition, occasional watering of the areas will provide dust mitigation, as required.
Temporary sanitary facilities will be placed on the site. Site demolition will begin in May 2018, and will
include the removal and disposal of existing bituminous paving materials, chain link fence, miscellaneous
parking equipment, site lighting, storm drainage, sidewalk electric vaults and miscellaneous landscaping.
Selective demolition of the sally port will begin in June 2018. The sensitivity of this area will be the priority
of the project team during demolition. Existing conditions will be documented as to successfully
reconstruct the sally port after garage construction. Prior to demolition, a ten (10) foot high security fence
with view slats will be installed to secure the sally port from the construction site. Portions of this security
fence will be removable in order to accommodate the future duct bank work. Once the area is secured,
O&G will construct and maintain a temporary pedestrian walkway from the southwest entrance of the
Garrahy courthouse to Friendship Street. The walkway will be covered for overhead protection and will
be kept free and clear during construction. Temporary parking for the judges will be located off site across
Clifford Street. The judges will continue to enter through the loading area. Although the sally port
footprint will be reduced with this work, the functionality of the area will be maintained during project
construction. The functionality of the existing loading/receiving/trash area for the courthouse complex
will remain viable for the duration of the project.
Selective demolition shall include the sawcutting and removal of bituminous paving in anticipation of the
duct bank relocation and the partial removal of existing masonry walls surrounding the sally port. O&G
will carefully remove the wall cap and store for reuse. Portions of the wall footings and wall brick will be
disposed. The existing camera pole and cameras will be removed and securely stored for future
reinstallation. In addition, the existing electrically operated rolling gate, overhead track and operator unit
will be removed for future reinstallation. O&G will take care to preserve the existing drain structure and
associated piping.
Installation of earth retention will commence from Friendship Street to Clifford Street to allow for
excavation, foundation construction and construction of the below grade parking area from
approximately May to June 2018.
Simultaneously, O&G will work to coordinate utility relocation with the City of Providence, Cox
Communication and National Grid. Closings of sidewalks and roadways, if necessary, will be coordinated
with the City of Providence and the Police Department.
O&G will coordinate the relocation of the National Grid duct bank and Cox Communication line running
across the site to the new location shown on the drawings. In addition, O&G will also coordinate the
removal of two (2) existing, abandoned underground electrical vaults with National Grid following the
installation of the new utilities. This task is a critical milestone in the construction of this project. It is our
intent to coordinate the installation of the electric duct bank and Cox communication line within the sally
port area during weekend hours in order to avoid loss of functionality.
Phase II – Parking Garage Construction
Phase II includes the construction of a new parking garage facility for the City of Providence and the
Garrahy Courthouse staff, employees and Judges with a mercantile shell space for future tenant(s) fit out
at street level.
Construction will begin with the removal of contaminated soil. Should temporary stockpiling be required
for Type A and Type B soils, O&G will follow proper protocol as established in the documents. Following
contaminated soil removal and site work, compacted aggregate piers will be installed. It is anticipated
that compacted aggregate pier installation will take approximately fifty (50) days and will begin prior to
site work completion. As such, the piers will be installed with completed to the desired depth (footing
bottom) and filled with stone for easy removal during additional site work activities.
Excavation at the B1 tier will commence and under slab utilities can be roughed in. Waterproofing will be
installed prior to placement. Cast-in-place concrete work will begin including the installation of footings,
shear walls, grade beams and structural slab. When concrete comes to strength, precast erection will
begin including walls along the perimeter.
A 250-300 T crane will be erected on the southwest corner of the property. During crane erection, Clifford
Street will need to be closed between Richmond Street and Dorrance Street while the two hundred (200)
foot boom is erected. This will take approximately two (2) days at erection and dismantling.
It is estimated that the earliest placement of precast would occur on December 10, 2018 depending on
submittals and fabrication schedule and complete approximately 75 days later. On a daily basis,
approximately 14-15 precast picks moving from the laydown area at Lot 35 to the site will occur. Precast
will be delivered curbside at either Friendship or Clifford Streets. Once the pick is made, the empty trailer
will return to Lot 35. Although the parking lane may be utilized to perform these tasks, it is not anticipated
that the street will need to be closed.
The crane will initially reside between column lines 6-7 and rows C and D. The crane will place precast in
bays between column lines 7-8 and rows B-C-D to the full six (6) stories. The crane will back up and
continue erecting precast between rows B-C-D through column 3, at which time the crane will relocate
and place precast between rows A-B starting at column lines 7-8 and progressing to column lines 3-4.
Lastly, the crane will install precast north to south between column lines 2-3 until the crane is moving off
site at the southwest corner onto Clifford Street.
During the erection of the last bay of precast, the crane will reside at the southwest corner of the site
backing onto Clifford Street for the last 36 picks. Clifford Street would need to be closed for approximately
five (5) days to accommodate the final placement and crane dismantling. Utility rough in will begin
following the installation of precast in two (2) bays to full height.
Dewatering will continue through precast placement to three (3) floors between column lines 5 and 8.
As indicated on the attached schedule, other divisions will be installed during precast installation moving
from column 8 to 1.6.
The installation of decorative metal and phenolic wall panels is estimated to begin in April 2019 following
precast installation. During installation, it is anticipated that a parking lane on Friendship and Clifford
Streets will be utilized to accommodate material delivery and erection.
Phase III – Site Improvements
Site improvements will be completed between March and September 2019 and include site drainage, the
construction of new city sidewalks, curbing and driveway aprons, louvered screen fencing with operable
gates, reconstruction of the brick Sally port enclosure walls, the loading/receiving area and landscaped
pedestrian walkway of the adjacent Garrahy Courthouse complex. In addition, final paving, landscaping
and site lighting will be installed.
