A multiple hazard zone is an area which is at risk from or vulnerable to multiple natural hazards. The Philippines falls into this category. In 2013, for example, it experienced ive loods, eight storms in the form of tropical cyclones and one earthquake.

BACKGROUND INFORMATION
THE PHILIPPINES
• Area consists of 300 000 km2 spread over 7107 islands.
• The population was 104 million in 2017, with one-eighth of the population living in the capital of Manila.
• The GDP per capita (PPP) in 2017 was US $8300, so the Philippines is considered a middle-income country.
• Its landscape is mostly mountainous with coastal lowlands.
• The current dependency ratio is 58.2.
• In 2017, 33.4 per cent of the population were aged 0–14.
• In 2017, 73.9 per cent of the population had access to improved sanitation.
• In 2017, 21.6 per cent live below the poverty line.
EARTHQUAKE NAMED EXAMPLE: BOHOL EARTHQUAKE, 2013
The Philippines sits between three tectonic plates: the Philippine, Sunda and Eurasian plates. The 2013 Bohol earthquake was caused by the East Bohol Fault, which, as a reverse fault, relieves tectonic pressure on the Philippines. When the fault breaks, the plates on either side move closer together resulting in one sliding on top of the other.
• The earthquake occurred on 15 October 2013 at 8:12 am local time, striking the island of Bohol and province of Cebu.
• It had a magnitude of 7.1 on the Richter scale.
• It reached depths of 12 km.
• 222 people were killed and 976 injured.
• 73 002 houses were destroyed.
• The earthquake affected 3.2 million people.
• Damage to infrastructure cost US $52.06 million.
• There were widespread landslides and sinkholes affecting 25 villages.
VOLCANO NAMED EXAMPLE: MOUNT MAYON, 2018
The Philippines has 22 active volcanoes, found at the junction of the Philippine and Eurasian plates. The most active volcano is Mount Mayon on the island of Luzon.
• The volcano occurred from 14 to 28 January, with the alert level raised from II to IV (hazardous eruption imminent).
• Ash fall affected 29 villages.
• There were 36 separate lava eruptions and short pyroclastic lows.
• 62 000 residents were evacuated into emergency centres.
• 57 schools were closed, affecting 91 300 students.
• The danger exclusion zone extended to a 9 km radius around Mount Mayon for fear of large-scale pyroclastic lows.
• On 3 April, the alert level was downgraded to level II and all displaced people returned home.
TROPICAL STORM NAMED EXAMPLE: TYPHOON HAIYAN, 2013
Typhoons regularly affect the Philippines as the water temperatures in the Western Paciic surrounding the country frequently exceed 28°C. Typhoon Haiyan was the deadliest typhoon in the history of the Philippines, a country hit on average by more than 20 tropical storms a year. Typhoons are particularly limiting to the Philippines development, removing 0.8 per cent from annual GDP growth.
• The storm occurred on 7 November (8 November local time), hitting eastern Samar Island at 4:40 am local time.
• It registered Category 5 on the Safir-Simpson scale. Reports regarding Haiyan’s wind speeds vary but, according to the UN Food and Agriculture Organisation, gusts reached 300 km per hour.
• It caused a storm surge – a wall of water – that was more than ive metres high in some areas, including in the town of Tacloban.
• The estimated number of deaths was 12 300 people.
• Over 14 million people were affected across 46 provinces.
• Four million people saw their homes severely damaged or destroyed (550 000 houses destroyed and an additional 580 000 houses were severely damaged).
• The total economic cost was £13.3 billion, chiely due to industry losses from sugar cane and rice.
FLOODING NAMED EXAMPLE: LUZON FLOOD, 2013
The Philippines is regularly impacted by loods caused by secondary impacts from tropical storms or as a result of monsoon rains. The rainy season typically lasts from May to October.
• On 17 August, looding caused by the Southwest monsoon combined with Tropical Storm Trami.
• Areas received up to 137.1 mm of rainfall in 24 hours.
• Caused widespread looding and landslides across 11 provinces.
• There were a reported 16 deaths.
• 126 000 homes were damaged and destroyed across Luzon island.
• As a result, 186 700 people lived in evacuation centres.
• The loods affected two and a half million people across ive regions.
