HSWA 1974 after Flixborough, combined prev existing legislation e.g. Factories Act etc. Secondary legislation (regulations) unpick the Act and provide clarity on duties in particular circumstances and industries with expected standards to meet the law e.g Work at Height, PUWER, LOLER, CDM HSE primary enforcing body for HSWA and associated regulations along with (based on H&S Enforcing Regs) LA (offices, shops etc), MCA (maritime incidents e.g. coastal waters), ORR (Rail). HSE inspectors day job investigate WR incidents and take enforcement action, from Notices to taking Prosecutions. So.. If these agencies carry out investigations and PR why police involved in Work Related Deaths?
