There’s no slowing the pace o oshore wind developmentacross Europe… but at what cost?
It’s no secret that the oshore wind industry iscontinuing to gain momentum in 2011 and theuture looks hugely promising. In spite o the globalfnancial crisis, throughout 2009 and 2010 more windpower was installed in the EU than any other power technology; in the frst hal o last year alone, there
was close to 4GW o wind power being constructed in16 wind arms.
Looking to the uture, these statistics pale incomparison with uture capacity opportunities;ollowing the Round 3 consented projects, currentinstalled capacity is a raction o what the UK canexpect to see coming online in the next ew years.Mainland Europe, meanwhile, gained an additional308 new oshore wind turbines in 2010 – an increaseo 51% in installed wind power capacity on theprevious year.
“European installations of offshore wind powermay surge 70 percent in 2011, topping 2010’srecord 51 percent gain,” the EWEA has recently
noted.
However, the rapid development of offshore windin Europe has raised some real concerns forongoing worker safety . Despite having a generallygood health and saety record, the oshore windsector has still suered a number o serious injuriesand atalities in the last ew years. So while a healthand saety strategy is always going to be difcult toestablish in new industries, it is imperative to identiyand address the current and uture challengesnow that are being presented by oshore winddevelopment.
Oshore wind installations coming online in the nextew years will be radically dierent in many waysrom those we’re seeing now – signifcantly bigger inturbine size, with a much greater number o turbinesin one installation, and up to ten times urther romthe shore than current oshore wind arms. Thiswill result in radically new operating strategies beingdeveloped. You need to make sure your workersare trained and equipped properly to handlethese changes safely.
While there are a number o industry collaborationsattempting to establish universal health and saetyguidelines, there is arguably limited communicationbetween these disparate groups. Ensuring that thesecollaborations include a wide cross section o thewind industry is crucial to maximise the eectiveness
and applicability o each separate organisation.
The next 2-3 years are crucial in identifyingthe emerging HSE challenges that will faceconsented, and planned, farshore projects. Central to these challenges will be the debate over personnel management and the ways this will needto change. There is wide consensus that the currenthealth & saety strategies governing oshore windprojects will not be sustainable or indeed applicableto radically larger projects that commence ar romshore. From initial project construction stages tofnal completion, the strategy that HSE leaders utilisewill have to be advanced in new ways to ensure aconstant and efcient monitoring o the risks that are
aced by both contractors and in-house personnel.
