DA-06-04Task Number Title DA-06-04 Area Data Management Relevant Committee ADC
Facilitate the development, availability and harmonization of data, metadata, and products commonly required across diverse societal benefit areas, including base maps, land-cover data sets, and common socio-economic data.
Description of the Work to be Performed
Engage discipline and sectoral experts in the identifica tion and promotion of data content, data formats, and schemas required for decision support and analysis in the Societal Benefit Areas. Develop and register metadata for identified data sets, specifications, services, schemas, and related best practices in the GEOSS registries. Output & Deliverables
Inventory of data, data content specifications , schemas, and product definitions commonly required and available across diverse societal benefit areas will be registered with GEOSS.

•Task POC (Doug Niebert, USGS) has lobbied to merge this task with one of the architecture tasks; that proposal was not accepted. •Instead, this task was revised as above.

Furthering the Practical Application of the Agreed GEOSS Data Sharing Principles
• CODATA is lead organization• Data Sharing statement proposed for the GEO Ministerial Declaration
at the Summit in November in Cape Town: ” We therefore support the establishment of a negotiating mechanism that would finalise the implementation of the Data Sharing Principles for GEOSS within two years”
• Draft of “White paper and implementation guidelines for the GEOSS data sharing principles” completed July 2007
• Sent out for review to the GEO ADC August 2007• Comments being received and compiled; will be incorporated into
white paper in time for GEO Plenary in Cape Town• Three hour session on white paper held at GEO ADC in September

WGISS-GEO Conclusions
Clear need for strategic view to guide CEOS WGISS contribution to GEO and GEOSS, complementing continued response to requests from CEOS Plenary, CEOS SIT, and GEO.
Multiple voices have brought up desire to structure more time for strategic discussion in upcoming WGISS meetings.
Questions/issues How can WGISS TTs, Subgroups coordinate to provide the need element for
access, interoperability, and data integration being called for by Virtual Constellations, and for reuse/repurposing for SBAs?
The VCs envisioned as perhaps eventually create fused or multi-agency products. How will those be “mediated” or “governed”?

WGISS-GEO Way Forward
As incoming Chair, I will take the action to work on the issues of WGISS Strategy for GEO, and for suitable Agenda structure, working with appropriate WGISS members.
What may I need from you before next meeting? May poll agency members for your agency interest for whatnear-term types
of project contributions is of interest (and analyze for overlapping and mutual interest in WGISS and applicability to GEO).
Will provide information on progress VC and Joint WTF , and poll for interest at every possible point.
Will work with you and listen to ideas in differently structuring WGISS-25 agenda together.
