SUBJECT: Composition of the Major Range and Test Facility Base
Reference: TRMC Memorandum, Composition of the Major Range Test Facility Base, January 11, 2011
In accordance with DoD Instruction 3200.18. the Test Resource Management Center is required to publish the composition of the Major Range and Test Facility Base (MRTFB) annually. The enclosed list is a revision of all MRTFB facilities and range descriptions as captured by approved change requests and administrative actions since the prior publication in January I I, 20 I I.
The TRMC also maintains composition and capability information at an additional level of detail for each MRTFB.

1.0 Background: Policy and Definitions
1.1 Policy: DODI 3200.18, Feb I , 20 I 0, USD(A T &L), SUBJECT: Management and Operation of the Major Range and Test Facility Base (MRTFB)
a. Appendix 2 Responsibilities, paragraph I: DIRECTOR, TRMC. The Director, TRMC,under the authority, direction, and control ofthe USO (AT&L), shall: d. Publish and disseminate, at least annually, a list ofT&E facilities and ranges that comprise the MRTFB.
b. Paragraph 4d: The MRTFB shall be composed of those DoD facilities and rangesrequested by the Secretaries of the Military Departments and the Assistant Secretary of Defense for Networks and Information lntegration/DoD Chief Information Officer (ASD(Nil)/DoD CIO) and approved by the Director, Test Resource Management Center (TRMC).
c. Paragraph 4e: Any action that will result in a significant change to the T&E capability
of an MRTFB facility or range shall be approved by the Director, TRMC.
1.2 Definitions: Glossary, Part II Definitions
a. T&E facility. A discrete, standalone T&E entity to include all associated physicalassets within an MRTFB Activity used to conduct test and evaluation and produce data products.
b. T &E range. Specifically bounded or designated geographic areas or volumes,including OPAREAs, that may encompass a landmass, body of water (above and/or below surface), and/or airspace; to include all associated physical assets within an MRTFB Activity used to conduct T &E and produce data products.
c. T&E capability. The ability to conduct test and evaluation using T&E resources andprocesses to achieve T &E objectives, including the throughput of workload it can support with a given set of resources.
