Government of India decided to take up Dam Rehabilitation and Improvement Project (DRIP) - II and II which is approved by the Department of Economic Affairs (DEA)
and concurred by World Bank with a funding pattern in ratio 70:30 (World Bank: Agency). Constitution of Dam Safety Review Panel (DSRP) and Dam Safety Inspection by DSRP is
mandatory for implementation of project. The State Government has already constituted DSRP and Common pool as per the guideline of CWC stated in Memo No.
DS/1/CP/31/2009/1052, Bhopal, Dated 18/09/2019.
There are 27 number dams envisaged to be rehabilitated in Madhya Pradesh under DRIP
phase II & II. DSRP visits only 11 number projects could be completed due to travel
restrictions in the wake of Corona Pandemic. A review meeting between the officers of
Central Water Commission (CWC) and Madhya Pradesh Water Resources Department
(MPWRD) held on 9th Dec 2020 under the Chairmanship of ACS, MPWRD, in which officers of C.W.C. suggested to form new DSRP panels with the experts from Madhya
Pradesh. So, The State Government is pleased to reconstitute new DSRP and Common
pool as per the Minutes of Review meeting on preparedness of Madhya Pradesh for
DRIP phase II & III as stated below.

Chapter 10. COMPREHENSIVE DAM SAFETY REVIEW c
Comprehensive Dam Sakety Review iss a procedure for assessing the dam safety as an entirety, which comprises a detailed study of dam engineering with specialist supports, and assessment of the records and reports from investigation, design, construction,
commissioning, operation, instrumentation monitoring and surveillance
activities.

The need for comprehensive safety review
of a dam has also been emphasised by the
MinistryDevelopment and Ganga Rejuvenation in
the National Dam Safety Bill 2017, which is
in the active stage of consideration for

of Water Resources, River A comprehensive dam sakery review should
assess the integrity of a dam against known
failure modes, review of monitoring
program, program on-site inspections, and
review mechanisms for the various types of
dams based on current acceptable safety
criteria (e.g. engineering standards, dam safety guidelines) or risk management criteria, which may defer from original construction time of the dam.
The draft National Dam Safety Bill 2017
requires owners of specified dams to
arrange ftor comprehensive satety evaluation
of their dams through an independent panel of experts.
Comprehensive dam safety review report is
produced to document the results of safety
review and to recommend remedial or
As pointed out in 1COLD Bullcin 154, the main purpose of the comprehensive safety
maintenance work. Dam owners may use
risk assessment techniques with safety
reviews to determine the urgency and extent
of works and to prioritise remedial works
review is to obtain an overall view of the
actual state of safery of the dam, and
determine whether any rehabilitation (structural as well non-structural) measures, modifications or alterations, are
necessary to ensure that the level of safery is appropriate, and ensure that the principle of continual improvement is observed.
for their dams
In view of ever changing economic
importance of the dams as well the changing
hazard perceptions for the downstreamn, the
comprehensive safety reviews of the dams
are generally being conducted globally at
regular intervals of typically 5-30 years (Switzerland- 5 years, China, 6-10 years,
Canada, 5-10 years, United Kingdom -10
years, Japan-30 years etc.).
The Dam Safcty Review Panel should be constituted to carry out a comprehensive
assessment of the dam system and provide
answers to the following questions:
Does the dam conform to current
regulatory requirements? Are All over the world the usual practice of
supervision of dams is based on the "four-

In India, it is proposed that DSRP cvaluations of cach large dam are undertake once in 10 years.
