Directionsforthefollowing6(six)items:Readthefollowingtwopassagesandanswertheitemsthatfolloweachpassage.Youranswerstotheseitemsshouldbebasedonthepassagesonly.Passage-1Accountability,orthelackofit,ingovernancegenerally,andcivilservices,inparticular,isamajorfactorunderlyingthedeficienciesingovernanceandpublicadministration.Designinganeffectiveframeworkforaccountabilityhasbeenakeyelementofthereformagenda.Afundamentalissueiswhethercivilservicesshouldbeaccountabletothepoliticalexecutiveofthedayortosocietyatlarge.Inotherwords,howshouldinternalandexternalaccountabilitybereconciled?Internalaccountabilityissoughttobeachievedbyinternalperformancemonitoring,officialsupervisionbybodieslikethe—Central-VigilanceCommission-and-ComptrollerandAuditor—General,andjudicialreviewofexecutivedecisions.Articles311and312oftheIndianConstitutionprovidejobsecurityandsafeguardstothecivilservices,especiallytheAllIndiaServices.TheframersoftheConstitutionhadenvisagedthatprovisionofthesesafeguardswouldresultinacivilservicethatisnottotallysubservienttothepoliticalexecutivebutwillhavethestrengthtofunctioninlargerpublicinterest.TheneedtobalanceinternalandexternalaccountabilityisthusbuiltintotheConstitution.Theissueiswheretodrawtheline.Overtheyears,theemphasisseemstohavetiltedinfavourofgreaterinternalaccountabilityofthecivilservicestothepoliticalleadersofthedaywhointurnareexpectedtobeexternallyaccountabletothesocietyatlargethroughtheelectionprocess.ThissystemforseekingaccountabilitytoSocietyhasnotworkedout,andhasledtoseveraladverseconsequencesforgovernance.Somespecialmeasurescanbeconsideredforimprovingaccountabilityincivilservices.Provisionsofarticles311and312shouldbereviewedandlawsandregulationsframedtoensureexternalaccountabilityofcivilservices.TheproposedCivilServicesBillseekstoaddresssomeoftheserequirements.Therespectiverolesofprofessionalcivilservicesandthepoliticalexecutiveshouldhedefinedsothatprofessionalmanagerialfunctionsandmanagementofcivilservicesaredepoliticized.Forthispurpose,effectivestatutorycivilserviceboardsshouldbecreatedatthecentreandinthestates.Decentralizationanddevolutionofauthoritytobringgovernmentanddecisionmakingclosertothepeoplealsohelpstoenhanceaccountability.Q.1)Accordingtothepassage,whichofthefollowingfactor/factorsledtotheadverseconsequencesforgovernance/publicadministration?
