The history of the Office of the Student Regent (OSR) is the history of our collective struggle to defend

UP’s public character. It represents the arduous task of uniting the whole UP community to fight against

the national government’s plan to steadily abandon its responsibility of providing accessible and quality

tertiary education to the Filipino youth.

Since its inception, it has embodied the call of students for greater participation in the University’s

governance. It has consistently opposed national policies and government programs aimed at reducing

state subsidy for UP and education. It has stood alongside the basic sectors to march forward towardsgenuine social change.

The OSR is thus challenged to be at the forefront of the struggle to demand democratic access and

democratic governance in the University. For the past years, amidst blatant attacks on the OSR, it has

succeeded in leading the struggle of Iskolars ng Bayan for greater state subsidy and for their right to

education. Through the umbrella alliance formed with other organic regents, the UP KILOS NA, the OSR 

has spearheaded the campaign on asserting the public character of the university. The OSR shall continue

to advocate democratic access to the national university through enjoining student formations in our fight

for greater state subsidy.

The OSR in close connection with the faculty and staff regents, and the respective organizations of other 

sectors shall ensure broadest participation in all decision-making processes in the university. It should

assert transparency and accountability in all financial transactions of this institution. It should also assert

the democratic process of Student Regent selection as mandated by the Codified Rules For Student

Regent Selection upheld by the students, and shall stress the delineation of authority of the administration

over such processes, which in character should remain a purely student affair.

Lastly, the OSR shall continue to lead the struggle of the Filipino youth alongside the marginalized

sectors of the society. It should actively engage in national issues and shall play its role of defending the

rights of the taxpayers that funds it. The OSR shall seek to join alliances with different sectors and unite

with them in their struggle for land, wage, gender equality, decent housing, human rights and our right for a just and lasting peace.
