Executive Summary Since the outbreak of COVID-19 in late January 2020, Hong Kong has experienced 4 spikes in number of confirmed cases the last 10 months. To curb the spread of the disease, the Hong Kong Special Administrative Region (HKSAR) government has implemented stringent border control and anti-pandemic measures. At the time of publication, with some exceptions, inbound travelers are required to observe a compulsory 14-day quarantine period upon arrival and group gatherings of only 2 people in public places. All measures have significantly reduced the number of visitors to and the level of economic activities in Hong Kong. Movements of macroeconomic indicators clearly reflected the negative impacts of these measures. According to the Census and Statistics Department, Gross domestic product (GDP) of Hong Kong has declined in the last five consecutive quarters. The prolonged social events started in June 2019 caused GDP to decline by 2.8% and 3.0% year-on-year (YoY) in Q3 and Q4 2019. The pandemic further suppressed economic growth in the first three quarters of 2020. GDP declined by 9.1%, 9.0% and 3.5% YoY in Q1, Q2 and Q3, respectively. Unemployment rate has reached a 16-year high of 6.4% in the period Aug.–Oct. 2020. Some industries — construction, food and beverage, retail — even recorded a double-
digit unemployment rate. An extended period of economic downturn created significant pressures on Hong Kong consumers. To gauge the financial impacts of the pandemic on Hong Kong consumers, TransUnion (TU) began conducting a Financial Hardship Survey (FHS) in March 2020. According to Wave 9 study findings, 70% of respondents reported negative income impact as 14% lost their jobs and 59% experienced reduced working hours. Amongst the impacted respondents, 61% are concerned about paying their obligations. In particular, 43% of impacted respondents may not be able to meet their obligations in the next 4 weeks, and 41% is short of at least HKD 8,000. Even though the consumer-level 60+ days past due (DPD) delinquency rate has stabilized after peaking in Q1 2020, lenders should closely monitor performance of respective consumer lending product. Although Hong Kong is under tremendous economic stress, performance of the consumer lending market is still robust. The Q3 2020 Industry Insights Report (IIR) of TransUnion Hong Kong has revealed key trends of the consumer lending market. Ninety percent of Hong Kong’s credit-active population is within prime and above risk segments. The risk distribution has remained stable since 2016. Compared with Q3 2019, the majority of credit-active consumers have seen score improvement in Q3 2020. This shows the pandemic has minimal impact on the overall risk level of the consumer lending market. The credit-active population has continued to expand in the last three years; the new-to-credit (NTC) population is growing faster than the 20+ adult population. As a significant portion of credit-active consumers own multiple credit products, lenders should seek a holistic view of the consumer wallet profile to better understand potential changes in payment behaviors during the economic downturn. Average balance per consumer for two popular wallet profiles: 1) credit card and personal loan, and 2) credit card, personal and revolving line, reveal the debt burden of consumers remains stable YoY. Overall, the Hong Kong consumer lending market remains healthy in the midst of economic recession, but its growth has been dampened by the pandemic. Outstanding balances of all products, except loans on card, has declined in Q3 2020. The slight growth in loan on card balance shows that consumers perceive it as a source of liquidity. In terms of risk, delinquency rates of consumer lending products have stayed at a low level. However, lenders should not underestimate the impacts of gradual increase in delinquency rates over the year given the prolonged economic recession. Trended credit data and advanced analytics can help lenders to make more informed risk management decisions.

The pandemic has lowered consumer spending, and a decline in average balance per consumer of 9.4% YoY substantiated this observation. The pandemic also impacted market growth. Card originations dropped significantly by 32.1% YoY in Q2 2020, the latest quarter for which data is available. Not only the number of new accounts has dropped, but average new account credit line has decreased by 8.2% YoY. This reflects card issuers are very cautious in accepting new customers and granting new credit. Given the overall decline in card balances, all generations have reduced their balances compared with Q3 2019. Millennial (born between 1980–1994) consumers reduced balances by 6.8% YoY, whereas Baby Boomers (born between 1946–1964) and Generation X consumers recorded double-digit balance decline of 18% and 10% YoY, respectively. This implies the pandemic has impacted purchasing power of all consumers. However, the balance decline for younger generations is much smaller, as they are major income sources of their families. Even though economic situations continue to deteriorate, credit card is still a low-risk product. In Q2 2020, 94% of new credit card accounts are originated from prime and above risk segments. The risk distribution remains relatively stable in the last two years. However, card issuers should not be complacent, as the
balance-level 90+ days past due (DPD) delinquency rates has increased by 10 basis points (bps) YoY in
Q3 2020. Given the pandemic will linger until mass vaccination is available, issuers should closely track performance of their credit card portfolios. Equally important, they should utilize trended credit and alternative data to enhance acquisition and retention of profitable customers.

The balance growth is from existing customers, as number of accounts dropped by 2.3% YoY, and average balance per consumer has increased 5.2% YoY. LoC originations dropped sharply by 32.8% YoY in Q2 2020, the latest quarter for which data is available, and average new account balance increased by 9.0% YoY. This shows the pandemic has dampened new account growth of LoC but stimulated utilization rate of existing customers. Consumers within different generations have varied utilization rate of LoC. In Q3 2020, 47% of the LoC balance is held by Generation X (born between 1965–1979) consumers, but Millennials have grown their balances by 9.4% YoY. Card issuers should understand the growth and utilization patterns of different generations to develop appropriate solutions for their customers. Same as credit card, LoC is also a low-risk product as it has a similar risk distribution as credit card. Although delinquency rates of LoC remain stable in Q3 2020, card issuers should pay attention to potential deterioration in performance.

Source: TransUnion Hong Kong consumer credit database As of Q3 2020, only approximately 24,200 consumers carry a balance on an auto loan in Hong Kong, representing a 9.6% YoY decline. Average balance per consumer also declined by 2.0% YoY in the same period. A decreasing number of consumers and lower average balance per consumer resulted in outstanding balance declined by 11.4% YoY to only HKD 4.32 billion in Q3 2020. A positive trend for the auto loan market is origination volume increased by 4.7% YoY in Q2 2020, the latest quarter for which data is available. Even though auto loan is a niche segment of the Hong Kong consumer lending market, lenders should be fully aware of changes in credit performance of the product. Balance-level 60 +DPD delinquency rate has increased 11 bps YoY in Q3 2020. Deterioration in credit performance may continue given the prolonged economic downturn.

In Q3 2020, number of accounts has grown by 6.0% YoY to approximately 621,490. Given the economic uncertainty brought about by the pandemic, origination volume dropped significantly by 28.6% YoY in Q2 2020, the latest quarter for which data is available. Due to reporting lag of origination volume, number of mortgage enquiries is an important indicator of consumer demand. Number of mortgage enquiries has dropped 6.2% YoY in Q3 2020, implying consumers are cautious to enter the market. Property price movement is a driver of consumer demand for properties. According to historical trends, number of mortgage enquiries is correlated with property price movements. The Centa-City Leading (CCL) Index indicates Hong Kong residential property prices have declined YoY in Q3 2020. Potential property buyers may hold back purchase decisions until economic situations become more stabilized. One interesting observation lenders should note is 55% of mortgage enquiries are from Millennial (born between 1980–1994) and Generation Z (born in 1995 and onwards) consumers in Q3 2020. Obviously, the younger generations are eager to become property owners. Mortgage is a low-risk product as 92% of the new accounts are originated within prime and above risk segments. Delinquency rates have continued to remain at a relatively low level and stable in the last two years. As risk is less of a concern, lenders should focus on customer acquisition to balance risk and return.

In Q3 2020, the number of accounts slightly dropped by 0.6% YoY to 590,580. Outstanding balance also slightly declined by 1.5% YoY (in the same quarter) to HKD 99.6 billion. The decline in outstanding balance can be attributed to decrease in average balance per consumer of 2.6% YoY in Q3 2020. The sharp drop in origination volume by 18.7% YoY in Q2 2020, the latest quarter for which data is available, is another cause of the decline in outstanding balance. Banks and money lenders have stiff competition in the unsecured personal loan market. In Q3 2020, share of outstanding balance between banks and money lenders is 74% and 26%, respectively. Both banks and money lenders suffered from the overall balance decline. However, money lenders have achieved better results than banks in terms of balance growth. Money lenders grow balance by 14.7% YoY from prime and above risk segments and face a smaller decline in balance of 10.8% from below prime risk segments. The differentiating performance between banks and money lenders can be explained by the extent of regulatory requirements. Money lenders have greater flexibility in underwriting and issuing unsecured personal loans as they are subject to less stringent regulatory requirements. Risk level of unsecured personal loan should not be overlooked as 72% of the new loans are originated within below prime risk segments in Q2 2020. Consumers from below prime risk segments are more vulnerable to economic stress. A rising trend of serious delinquency rates is in line with this observation. The 60+ DPD delinquency rates have increased by 11 bps YoY in Q3 2020. As economic recession is expected to continue for the first half of 2021, lenders should closely monitor potential deterioration in credit performance of their unsecured personal loan portfolios in the next few quarters.

Outstanding balance dropped by 43.7% YoY to HKD 2.72 billion in Q3 2020 — when tax loan customers gradually paid off loans over the year. This can be confirmed by the decline in number of consumers carrying a balance of 34.9% YoY to 20,700, and a drop in average balance per consumer by 13.5% YoY to HKD 131,500 within the same quarter. Origination volume decreased by 92.2% YoY in Q2 2020, the latest quarter for which data is available, as this is not the tax paying period. Lenders should pay attention to changes in credit performance as balance-level 60+ DPD has increased 7 bps YoY in Q3 2020. The extended economic downturn has significant pressures on income of Hong Kong consumers which affect their repayment abilities.

Source: TransUnion Hong Kong consumer credit database Unsecured revolving line is on a declining trend the past two years. In Q3 2020, number of accounts has declined by 13.9% YoY to approximately 450,000, and outstanding balance dropped significantly by 35.2% YoY to HKD 18.5 billion. Consumers continue to deleverage as evidenced by the 18.0% YoY decrease in average balance per consumer the same quarter. Origination volumes dropped sharply by 36.3% YoY in Q2 2020, the latest quarter for which data is available. The decline is due to lower consumer demand and tighter credit supply. There is keen competition between banks and money lenders in the unsecured revolving line market. The respective share of outstanding balances by banks and money lenders is 75% and 25% in Q3 2020. Money lenders have captured 9% balance share from banks over the last two years. Both banks and money and lenders suffered from balance decline, but banks experienced a much larger drop in balance across risk tiers. In Q3 2020, balance from below prime risk segments held by banks dropped 44.8% YoY, whereas balance from prime and above risk segments dropped by 37.6% YoY. The risk distribution of unsecured revolving lines is concentrated within below prime risk segments. Sixty-nine percent of new revolving line accounts originated from below prime risk segments in Q2 2020. Given the risk concentration of unsecured revolving lines, lenders should keep track of the credit performance of the product. Amidst the recent economic downturn, balance-level 60+ delinquency rate has increased 9 bps YoY in Q3 2020. Deterioration in credit performance will persist until the economy has gradually recovered from recession.

Report Overview and Definitions
The TransUnion Industry Insights Report is a quarterly overview summarizing data and trends and providing
insights on the Hong Kong consumer lending industry.
Data has been pulled from TransUnion’s consumer credit database, which profiles nearly every credit-active consumer in Hong Kong. The report analyzes all open accounts reported to TransUnion that have been verified in the past 10 years. All accounts not reported as closed with zero balance (as indicated with a closed date, an installment balance of zero, or a remark indicating a final status such as foreclosure or settlement) are included in the report’s metrics.
The report provides a full view of all data records (not a sample) over the nine most recent quarters.
Both account-level and consumer-level views of key metrics and trends are included in the report.
The report covers data and trends for the national population overall, as well as breakdowns within consumer credit-score risk tiers.
The report analyzes individual consumer loan product types—bankcard, private label, auto, mortgage, and consumer lending—while looking at aggregate views of all revolving and non-revolving loans as well.
Risk Tier Definitions
In this report we use the global standard risk tier terminology, based on ‘clean’ score breaks that align with the lettered riskgrades traditionally used in Hong Kong, as per the table below.

Report Timing
Each quarter’s data and calculations are generated from the data available on the last day of the quarter.
There is a time lag between the date when a new account is opened and when lenders report new accounts
to credit reporting companies. As a result of this time lag, a significant number of new accounts opened
during a quarter may not yet be reported as of the quarter end date. To enable more accurate and complete
reporting of new accounts, we measure all new account counts and balances in this report one quarter in
arrears. With this approach, the quarter prior to the current report date reflects the most recent data.
A Note About the Calculation of Total Utilization
To derive total utilization, we recommend the following formula:
Total Utilization = 1 - [Total Open-To-Buy
Total Credit Lines]
We recommend against calculating utilization as the ratio of total balance to total credit lines because the
total balance measure includes balances on closed accounts that have balances, while total credit lines are
zeroed out for closed accounts. Our reasoning is that credit lines should only be calculated where credit is
actually available—a closed account cannot be used for further purchases, and hence should have a credit
line of $0.
