The CBEHPP (Community Based Environmental Health Promotion Program) Training of
Trainers workshop has been an extraordinary exchange of information related to Water,
Sanitation, Hygiene and Nutrition between the facilitators and the participants and between the
participants themselves.

EXECUTIVE SUMMARY
The CBEHPP Training of Trainers (ToT) of five days targeted Kayonza District Staff
represented by Environmental Health officer of 10 Health Centers and Sector Social Affairs of 8
sectors, namely Kabarondo, Ndego, Mukarange, Rukara, Gahini, Ruramira, Nyamirama, and
Murama. The training took place at SILENT HILL HOTEL /Kayonza from 24 th to 28th October
2016. The training was attended by eighteen (18) participants (9 female and 9 male).
The training was officially opened with a welcome remark by Kayonza District vice Mayor
Social Affairs Mr. HARELIMANA Jean Damascene. He reminded the audience of the main
objective of the Community Based Environmental Health Promotion Program (CBEHPP) in
Rwanda which is to reduce the disease burdens (estimated at 80%) that are attributable to unsafe
water supply, sanitation and hygiene. He also pointed on overall goal and objectives of Gikuriro
program.
The participants were taken through a pre-test and post-test to assess the level of knowledge in
hygiene and sanitation promotion and understanding of the CBEHPP program as well as the
CHC methodology. The average score of the pre-test was 68 out of 100 and the score went up to
82 out 100 with the post-test score.
The training was carried out in a participatory manner, in line with the CBEHPP training manual
of the MoH with visual aids. The training methodology changed the attitude of all participants
who were actively involved. At the end of the workshop, the trainees discussed of the training’s
key points and elaborated an action plan to be followed in the implementation of CBEHPP. The
pre test and post test scores presented in the chart shows a commendable improvement in terms
of knowledge on the CBEHPP. The action plans produced at the end of the training have shown
the acquired understanding and ability to plan and manage the CBEHPP implementation. The
trainees have shown a sign of commitment to empower communities through implementation of
the CBEHPP program in their respective Sectors.

The action plan was the last session of the training, where participants and facilitators discussed
and agreed on main activities, format and calendar for CBEHPP implementation in their
respective Sectors.
Mr. GASASIRA HUDHAIFA Private Sector Development Advisor at SNV RWANDA closed
the 5 days’ workshop inviting all the participants to use the knowledge and skills acquired from
the training to implement the program in their respective Sectors with a high determination
The report gives also a conclusion that highlights on the importance and relevance of the training
as well as the recommendation made by participants. Also, a number of pictures or photos have
been presented not only to beautify the report but to visually show the effectiveness of the
training.
Introduction
The Gikuriro program in Rwanda is a USAID-funded program focusing on capacity building
and integrated Nutrition and WASH service delivery to improve nutrition, hygiene and sanitation
through existing structures at the community and decentralized levels and Government of
Rwanda’s (GoR’s) Community Based Nutrition Program (CBNP) and Community Based
Environmental Health Promotion Program (CBEHPP). CBEHPP is being implemented by the
MoH with the support of development partners to improve health and reduce the burden of
hygiene related diseases through strengthening the capacity of officers in charge of Social
Affairs at village level (ASOCs). The ASOCs are working under close mentoring and
supervision of the EHOs who are based at the health centers (HCs). Within the CBEHPP
program, the Community Health Club (CHC) approach is used to promote sustainable safe,
hygienic and healthy lifestyles at village level, facilitated by the village ASOCs to engage the
community. With the implementation of CBEHPP/CHC dialogue sessions and recommended
practices (home works) after each dialogue sessions; the communities are collectively
empowered and have the same focus to identify their personal and domestic hygiene and
environmental health related problems with the aim of finding home based short and long term
solutions. It is within the same interest that Kayonza District and SNV organized a ToT on

CBEHPP for the sector Staff they all gathered in Kayonza at SILENT HILL Hotel from 24 th to
28th October, 2016.
1. Opening and closing remarks
The Vice Mayor Social Affairs Mr. HARELIMANA Jean Damascene in his welcome remarks
appreciated the attendance of the participants from different Sectors of Kayonza District, and
recognized USAID, CRS and SNV for having supported the implementation of CBEHPP and
also thanked the facilitators of the training. He briefly emphasized on the goal of GIKURIRO
program which is of improving the nutritional status of women of reproductive age and children
less than five years of age, with an emphasis on the 1,000 day window of opportunity from
pregnancy until a child’s second birthday.
He concluded his remarks by introducing the facilitators of the TOT and inviting all the training
participants to use the analytical perspectives and keenly participate into the discussions so that
they may be able to acquire the necessary knowledge and skills which will help to properly
implement CBEHPP in their respective targeted communities, and he declared the ToTs
workshop open. On completion of the training activities Mr. GASASIRA HUDHAIFA from
SNV thanked the participants for their active participation in the training and thanked the
facilitators for their spirit of commitment and expertise which has made the workshop successful,
and then he declared the workshop closed.
2. Training objective and outcomes
2.1 Training objective
The main goal of the training is to build capacity for the Sector Social Affairs and Environmental
Health Centers who will be the key managers of CBEHPP in their Sectors . It also targeted to
further understand the program methodology and targets compare the levels of hygiene behavior
change with other methodologies so as to understand why CBEHPP has been chosen and
understand the CHC approach and become familiar with some sociological concepts.

3.2 Training outcomes
1. Understand why CBEHPP is preferred as national program for WASH promotion in
Rwanda.
2. Know and understand the use of the tools for CBEHPP/CHC implementation (Training
manual, visual aids, membership card, and registration book).
3. Be able to conduct a village mapping and a household inventory on WASH practices.
4. Appreciate the use of participatory methods and activities to engage their audience.
5. Understand the existing health, nutrition and WASH problems versus socioeconomic
status of communities.
6. Produce an achievable plan of action for CBEHPP/CHC implementation in their
respective districts
4. Training Methodology
In order to balance theory and practice and stimulate an interactive participation of the
participants, different approaches including presentation, demonstration, discussion, mapping,
sketches, songs, slogans, drama through group activities were adopted. The participants chose
some participants to be their leaders for the period of the training and agreed also on a number of
rules that were to be observed by all participants to ensure smooth running of the training.
5. Training Proceedings
5.1 Training Facilitators
The ToT was facilitated by a team of two facilitators namely Mr. RUGIRA Jean Baptiste, and
Mr. NGARAMBE Alphonse all CBEHPP/CHC experts with more than 4 and 5 years of
experience respectively in capacity building, implementation, monitoring and research in WASH
Community based programs and approaches.

The beneficiaries of the ToTs were KAYONZA District, Sector staff namely Kabarondo, Ndego,
Mukarange, Rukara, Gahini, Ruramira, Nyamirama, and Murama represented by Sector Social
affairs and Environmental Health officers. (Table 1).

5.3 Expectations from the trainees expressed before the training
In the beginning, participants were asked to list their expectations from the training. The main
purpose is the comparison of what the participants expected before training versus the outcomes
at the end of the training. Generally, they expected to acquire knowledge and skills to implement
CBEHPP strategies for promoting hygiene in their respective communities, knowledge on
management and monitoring of health clubs, knowledge on the structure of CBEHPP and
strategies for sustainable safe hygiene practices.

All participants were active and demonstrated their acquired knowledge primarily during the planning session and post test at the end of the TOTs.
