IN NEWS The Supreme Court agreed to consider on July 30 a batch of petition to have a
Constitution Bench examine the validity of a constitutional amendment providing 10% economic
reservation in Government Job and Educational institutions.
EXAM POINT OF VIEW
The Bill, as passed by the Lok Sabha, was passed by the Rajya Sabha on 10 January 2019 with 165
votes in favour and 7 against. The Bill received assent from President Ram Nath Kovind on 12
January 2019. It was notified in The Gazette of India on the same date. The 103rd
Amendment came into effect on 14 January2019.
Constitution (103rd Amendment) Act of 2019 has provided 10% reservation in government jobs
and educational institutions for the “economically backward” in the unreserved category.

Highlights of the Act
Amendment of Article 15:
In Article 15 of the Constitution, after clause (5), the following clause shall be inserted, namely:—
„(6) Nothing in this article or sub-clause (g) of clause (1) of Article 19 or clause (2) of Article 29 shall
prevent the State from making,—
(a) any special provision for the advancement of any economically weaker sections of citizens other
than the classes mentioned in clauses (4) and (5); and
(b) any special provision for the advancement of any economically weaker sections of citizens other
than the classes mentioned in clauses (4) and (5) in so far as such special provisions relate to their
admission to educational institutions including private educational institutions, whether aided or
unaided by the State, other than the minority educational institutions referred to in clause (1) of
Article 30, which in the case of reservation would be in addition to the existing reservations and
subject to a maximum of ten per cent. of the total seats in each category.
Amendment of Article 16:
In Article 16 of the Constitution, after clause (5), the following clause shall be inserted,
namely:—
“(6) Nothing in this article shall prevent the State from making any provision for the reservation of
appointments or posts in favour of any economically weaker sections of citizens other than the
classes mentioned in clause (4), in addition to the
existing reservation and subject to a maximum of ten per cent of the posts in each category.”
Explanation;
For the purposes of Article 15 and Article 16, “economically weaker sections” shall be such as
may be notified by the State from time to time on the basis of family income and other indicators
of economic disadvantage.‟
What is constitutional bench of Supreme Court?
Constitution bench is the name given to the benches of the Supreme Court of India which consist of at least
five judges of the court which sit to decide any case “involving a substantial question of law as to the
interpretation” of the Constitution of India or "for the purpose of hearing any reference" Constitution
benches normally have five judges, but there have been benches with seven, nine and even 13 judges.

IN NEWS Government all set to implement “One nation-one ration card” scheme
throughout India by 30th June, 2020.
EXAM POINT OF VIEW
One Nation One Ration Card (RC) will ensure all beneficiaries especially migrants can access PDS
across the nation from any PDS shop of their own choice. Benefits: no poor person is deprived of
getting subsidised foodgrains under the food security scheme when they shift from one place to
another. It also aims to remove the chance of anyone holding more than one ration card to avail
benefits from different states. Significance: This will provide freedom to the beneficiaries as they
will not be tied to any one PDS shop and reduce their dependence on shop owners and curtail
instances of corruption.
Challenges:
Prone to corruption: Every state has its own rules for Public Distribution System (PDS). If
„One Nation, One Ration Card‟ is implemented, it will further boost corruption in an already
corrupted Public Distribution System.
The scheme will increase the woes of the common man and, the middlemen and
corrupt PDS shop owners will exploit them.
Tamil Nadu has opposed the proposal of the Centre, saying it would result in undesirable
consequences and is against federalism.

Chiefs of Staff Committee. Operation Parakram launched after the terror

West Bengal Government launched a crop insurance scheme, Bangla Shashya Bima (BSB). The reason for the launch of 2019 'Kharif' season is to protect farmers from losses due to natural disasters. Their main aim is to provide a steady income in case of unstable market prices. The scheme launched in collaboration with Agriculture Insurance Company of India (AIC)
The Appointment Commitments of the Cabinet has approved the re-appointment of NS Viswanathan as
Deputy Governor of RBI for a period of one year with effect from 4 July. Earlier on June 24, RBI Deputy
Governor Viral Acharya resigned six months before the scheduled end of his term to return to New York
University.
Doctor‟s Day celebrated every year in India on July 1st. Theme of Doctor‟s Day
2019 is “Zero tolerance to violence against doctors and clinical establishment”.
Indian Medical Association announces the theme every year.
Ministry of New and Renewable Energy observed „Swachhta
Pakhwada‟ Ministry of New and Renewable Energy (MNRE). The
institutions successfully observed Swachhta Pakhwada (cleanliness
fortnight) from June 1-15 2019. The campaign inaugurated by
Secretary, MNRE Shri Anand Kumar. The Minister participated in
tree plantation drive in CGO Complex, New Delhi. The MNRE
various initiatives like Shramdan (cleanliness drive), “Swachhata
Pledge”, organization of Seminar on Biogas/Biomass- Waste to
