Ch. 1. 1. The Tao that can betrodden is not the enduring and
unchanging Tao. The name that canbe named is not the enduring andunchanging name.
2. (Conceived of as) having noname, it is the Originator of heaveand earth; (conceived of as) havin
a name, it is the Mother of allthings.
3.Always without desire we must be
found,If its deep mystery we would

sound;But if desire always within us
be,Its outer fringe is all that we
shall see.
4. Under these two aspects, it isreally the same; but as developmen
takes place, it receives the differennames. Together we call them theMystery. Where the Mystery is the
deepest is the gate of all that issubtle and wonderful.
2. 1. All in the world know the
beauty of the beautiful, and in dointhis they have (the idea of) whaugliness is; they all know the skill
of the skilful, and in doing this theyhave (the idea of) what the want o

skill is.2. So it is that existence and non-
existence give birth the one to (theidea of) the other; that difficulty andease produce the one (the idea of)
the other; that length and shortnessfashion out the one the figure of theother; that (the ideas of) height and
lowness arise from the contrast othe one with the other; that themusical notes and tones becomeharmonious through the relation oone with another; and that beinbefore and behind give the idea oone following another.
3. Therefore the sage manages

affairs without doing anything, andconveys his instructions without the
use of speech.4. All things spring up, and thereis not one which declines to show
itself; they grow, and there is noclaim made for their ownership;they go through their processes, and
there is no expectation (of a rewardfor the results). The work isaccomplished, and there is noresting in it (as an achievement).
The work is done, but how no onecan see;
'Tis this that makes the powernot cease to be.
3. 1. Not to value and employmen of superior ability is the way to

keep the people from rivalry amonthemselves; not to prize articles
which are difficult to procure is theway to keep them from becominthieves; not to show them what islikely to excite their desires is theway to keep their minds frodisorder.
2. Therefore the sage, in theexercise of his government, emptiestheir minds, fills their bellies,weakens their wills, and strengthenstheir bones.
3. He constantly (tries to) keep
them without knowledge andwithout desire, and where there are

those who have knowledge, to keepthem from presuming to act (on it).
When there is this abstinence froaction, good order is universal.4. 1. The Tao is (like) the
emptiness of a vessel; and in our employment of it we must be on our guard against all fulness. How deep
and unfathomable it is, as if it werethe Honoured Ancestor of allthings!
2. We should blunt our sharppoints, and unravel thecomplications of things; we should
attemper our brightness, and brinourselves into agreement with the

obscurity of others. How pure andstill the Tao is, as if it would ever
so continue!3. I do not know whose son it is.It might appear to have been before
God.5. 1. Heaven and earth do not ac
from (the impulse of) any wish to
be benevolent; they deal with allthings as the dogs of grass are dealwith. The sages do not act fro
(any wish to be) benevolent; theydeal with the people as the dogs ograss are dealt with.

its power;

6.The valley spirit dies not, aye

they issued forth,Is called the root from which
grew heaven and earth.Long and unbroken does its power

and earth continues long. Thereason why heaven and earth are
able to endure and continue thuslong is because they do not live of,or for, themselves. This is how theyare able to continue and endure.
2. Therefore the sage puts hisown person last, and yet it is found
in the foremost place; he treats hisperson as if it were foreign to him,and yet that person is preserved. Isit not because he has no personaland private ends, that therefore sucends are realised?
8. 1. The highest excellence islike (that of) water. The excellence

of water appears in its benefitinall things, and in its occupying,
without striving (to the contrary),the low place which all medislike. Hence (its way) is near to(that of) the Tao.
2. The excellence of a residenceis in (the suitability of) the place;
that of the mind is in abysmalstillness; that of associations is itheir being with the virtuous; that ogovernment is in its securing goodorder; that of (the conduct of)affairs is in its ability; and that o(the initiation of) any movement isin its timeliness.

3. And when (one with thehighest excellence) does no
wrangle (about his low position),no one finds fault with him.9. 1. It is better to leave a vessel
unfilled, than to attempt to carry iwhen it is full. If you keep feeling apoint that has been sharpened, the
point cannot long preserve itssharpness.2. When gold and jade fill the
hall, their possessor cannot keepthem safe. When wealth andhonours lead to arrogancy, this
brings its evil on itself. When thework is done, and one's name is

becoming distinguished, towithdraw into obscurity is the way
of Heaven.10. 1. When the intelligent andanimal souls are held together i
one embrace, they can be kept froseparating. When one givesundivided attention to the (vital)
breath, and brings it to the utmosdegree of pliancy, he can become asa (tender) babe. When he hascleansed away the most mysterioussights (of his imagination), he cabecome without a flaw.
2. In loving the people and rulinthe state, cannot he proceed withou

any (purpose of) action? In theopening and shutting of his gates o
heaven, cannot he do so as a femalebird? While his intelligence reachesin every direction, cannot he(appear to) be without knowledge?
3. (The Tao) produces (allthings) and nourishes them; i
produces them and does not claithem as its own; it does all, and yedoes not boast of it; it presides over all, and yet does not control them.This is what is called 'Themysterious Quality' (of the Tao).
11. The thirty spokes unite in theone nave; but it is on the empty

space (for the axle), that the use othe wheel depends. Clay is
fashioned into vessels; but it is otheir empty hollowness, that their use depends. The door andwindows are cut out (from thewalls) to form an apartment; but iis on the empty space (within), thaits use depends. Therefore, whahas a (positive) existence serves for profitable adaptation, and what hasnot that for (actual) usefulness.
12.1.Colour's five hues from th' eyes
their sight will take;Music's five notes the ears as

deaf can make;The flavours five deprive the
mouth of taste;The chariot course, and the wild
hunting wasteMake mad the mind; and objects
rare and strange,Sought for, men's conduct will
to evil change.2. Therefore the sage seeks to
satisfy (the craving of) the belly,
and not the (insatiable longing othe) eyes. He puts from him thelatter, and prefers to seek theformer.
13. 1. Favour and disgracewould seem equally to be feared;
honour and great calamity, to beregarded as personal conditions (o

the same kind).2. What is meant by speaking thus
of favour and disgrace? Disgrace isbeing in a low position (after theenjoyment of favour). The gettin
that (favour) leads to theapprehension (of losing it), and thelosing it leads to the fear of (still
greater calamity):this is what ismeant by saying that favour anddisgrace would seem equally to befeared.
And what is meant by saying thahonour and great calamity are to be
(similarly) regarded as personalconditions? What makes me liable

to great calamity is my having thebody (which I call myself); if I had
not the body, what great calamitycould come to me?3. Therefore he who would
administer the kingdom, honourinit as he honours his own person,may be employed to govern it, and
he who would administer it with thelove which he bears to his owperson may be entrusted with it.
14. 1. We look at it, and we donot see it, and we name it 'theEquable.' We listen to it, and we do
not hear it, and we name it 'theInaudible.' We try to grasp it, and

do not get hold of it, and we name i'the Subtle.' With these three
qualities, it cannot be made thesubject of description; and hencewe blend them together and obtaiThe One.
2. Its upper part is not bright, andits lower part is not obscure.
Ceaseless in its action, it yet cannobe named, and then it again returnsand becomes nothing. This is calledthe Form of the Formless, and theSemblance of the Invisible; this iscalled the Fleeting andIndeterminable.

Front; we follow it, and do not seeits Back. When we can lay hold o
the Tao of old to direct the things othe present day, and are able toknow it as it was of old in thebeginning, this is called(unwinding) the clue of Tao.
15. 1. The skilful masters (of the
Tao) in old times, with a subtle andexquisite penetration,comprehended its mysteries, andwere deep (also) so as to eludemen's knowledge. As they were thusbeyond men's knowledge, I willmake an effort to describe of whasort they appeared to be.

2. Shrinking looked they likethose who wade through a stream i
winter; irresolute like those whoare afraid of all around them; gravelike a guest (in awe of his host);evanescent like ice that is meltinaway; unpretentious like wood thahas not been fashioned intoanything; vacant like a valley, anddull like muddy water.
3. Who can (make) the muddywater (clear)? Let it be still, and iwill gradually become clear. Whocan secure the condition of rest? Lemovement go on, and the conditioof rest will gradually arise.

4. They who preserve thismethod of the Tao do not wish to be
full (of themselves). It is througtheir not being full of themselvesthat they can afford to seem wor and not appear new and complete.
16. 1. The (state of) vacancyshould be brought to the utmos
degree, and that of stillness guardedwith unwearying vigour. All thingsalike go through their processes oactivity, and (then) we see themreturn (to their original state). Whethings (in the vegetable world) havedisplayed their luxuriant growth,we see each of them return to itsroot. This returning to their root is

what we call the state of stillness;and that stillness may be called a
reporting that they have fulfilledtheir appointed end.2. The report of that fulfilment is
the regular, unchanging rule. Toknow that unchanging rule is to beintelligent; not to know it leads to
wild movements and evil issues.The knowledge of that unchanginrule produces a (grand) capacityand forbearance, and that capacityand forbearance lead to acommunity (of feeling with allthings). From this community ofeeling comes a kingliness ocharacter; and he who is king-like

goes on to be heaven-like. In thalikeness to heaven he possesses the
Tao. Possessed of the Tao, heendures long; and to the end of hisbodily life, is exempt from alldanger of decay.
17. 1. In the highest antiquity,(the people) did not know that there
were (their rulers). In the next agethey loved them and praised them.In the next they feared them; in thenext they despised them. Thus iwas that when faith (in the Tao)was deficient (in the rulers) a wanof faith in them ensued (in thepeople).

2. How irresolute did those(earliest rulers) appear, showing
(by their reticence) the importancewhich they set upon their words!Their work was done and their undertakings were successful, whilethe people all said, 'We are as weare, of ourselves!'
18. 1. When the Great Tao (Wayor Method) ceased to be observed,benevolence and righteousnesscame into vogue. (Then) appearedwisdom and shrewdness, and thereensued great hypocrisy.

kinships, filial sons found their manifestation; when the states and
clans fell into disorder, loyalministers appeared.19. 1. If we could renounce our
sageness and discard our wisdom,it would be better for the people ahundredfold. If we could renounce
our benevolence and discard our righteousness, the people wouldagain become filial and kindly. Iwe could renounce our artfulcontrivances and discard our (scheming for) gain, there would beno thieves nor robbers.

Those three methods (ofgovernment)
Thought olden ways in elegancedid fail
And made these names their wantof worth to veil;
But simple views, and coursesplain and true
Would selfish ends and manylusts eschew.
20.1.
When we renounce learning wehave no troubles.
The (ready) 'yes,' and(flattering) 'yea;'
Small is the difference theydisplay.
But mark their issues, good andill;
What space the gulf betweenshall fill?
What all men fear is indeed to be

feared; but how wide and withouend is the range of questions (askin
to be discussed)!2. The multitude of men loosatisfied and pleased; as if enjoyin
a full banquet, as if mounted on atower in spring. I alone seelistless and still, my desires havin
as yet given no indication of their presence. I am like an infant whichas not yet smiled. I look dejectedand forlorn, as if I had no home togo to. The multitude of men all haveenough and to spare. I alone seem tohave lost everything. My mind isthat of a stupid man; I am in a stateof chaos.

Ordinary men look bright andintelligent, while I alone seem to be
benighted. They look full odiscrimination, while I alone adull and confused. I seem to becarried about as on the sea, driftinas if I had nowhere to rest. All menhave their spheres of action, while Ialone seem dull and incapable, likea rude borderer. (Thus) I alone amdifferent from other men, but I valuethe nursing-mother (the Tao).
21.The grandest forms of active
force
From Tao come, their onlysource.Who can of Tao the nature tell?

Our sight it flies, our touchas well.
Eluding sight, eluding touch,The forms of things all in it
crouch;Eluding touch, eluding sight,There are their semblances, all
right.
Profound it is, dark andobscure;Things' essences all there
endure.Those essences the truth enfold
Of what, when seen, shall thenbe told.
Now it is so; 'twas so of old.Its namewhat passes not away;So, in their beautiful array,
Things form and never knowdecay.
How know I that it is so with all
the beauties of existing things? Bythis (nature of the Tao).

22. 1. The partial becomescomplete; the crooked, straight; the
empty, full; the worn out, new. Hewhose (desires) are few gets them;he whose (desires) are many goesastray.
2. Therefore the sage holds in hisembrace the one thing (of humility),
and manifests it to all the world. Heis free from self-display, andtherefore he shines; from self-assertion, and therefore he isdistinguished; from self-boasting,and therefore his merit isacknowledged; from self-complacency, and therefore heacquires superiority. It is because

he is thus free from striving thatherefore no one in the world is
able to strive with him.3. That saying of the ancients tha'the partial becomes complete' was
not vainly spoken:all realcompletion is comprehended under it.
23. 1. Abstaining from speechmarks him who is obeying thespontaneity of his nature. A violent
wind does not last for a wholemorning; a sudden rain does not lasfor the whole day. To whom is it
that these (two) things are owing?To Heaven and Earth. If Heaven

and Earth cannot make suc(spasmodic) actings last long, how
much less can man!2. Therefore when one is makinthe Tao his business, those who are
also pursuing it, agree with him iit, and those who are making themanifestation of its course their
object agree with him in that; whileeven those who are failing in botthese things agree with him wherethey fail.
3. Hence, those with whom heagrees as to the Tao have the
happiness of attaining to it; thosewith whom he agrees as to its

manifestation have the happiness oattaining to it; and those with who
he agrees in their failure have alsothe happiness of attaining (to theTao). (But) when there is not faithsufficient (on his part), a want ofaith (in him) ensues (on the part othe others).
24. He who stands on his tiptoesdoes not stand firm; he whostretches his legs does not wal(easily). (So), he who displayshimself does not shine; he whoasserts his own views is nodistinguished; he who vauntshimself does not find his meriacknowledged; he who is self-

2. I do not know its name, and Igive it the designation of the Tao
(the Way or Course). Making aneffort (further) to give it a name Icall it The Great.
3. Great, it passes on (in constanflow). Passing on, it becomesremote. Having become remote, i
returns. Therefore the Tao is great;Heaven is great; Earth is great; andthe (sage) king is also great. In theuniverse there are four that aregreat, and the (sage) king is one othem.

Heaven; Heaven takes its law frothe Tao. The law of the Tao is its
being what it is.26. 1. Gravity is the root olightness; stillness, the ruler o
movement.2. Therefore a wise prince,

go far from his baggage waggons.Although he may have brillianprospects to look at, he quietly
remains (in his proper place),indifferent to them. How should thelord of a myriad chariots carry
himself lightly before the kingdom?If he do act lightly, he has lost his

root (of gravity); if he proceed toactive movement, he will lose his
throne.27. 1. The skilful traveller leavesno traces of his wheels or footsteps;
the skilful speaker says nothing thacan be found fault with or blamed;the skilful reckoner uses no tallies;
the skilful closer needs no bolts or bars, while to open what he has shuwill be impossible; the skilfulbinder uses no strings or knots,while to unloose what he has boundwill be impossible. In the same waythe sage is always skilful at savinmen, and so he does not cast awayany man; he is always skilful a

saving things, and so he does nocast away anything. This is called
'Hiding the light of his procedure.'2. Therefore the man of skill is amaster (to be looked up to) by hi
who has not the skill; and he whohas not the skill is the helper of (thereputation of) him who has the skill.
If the one did not honour his master,and the other did not rejoice in hishelper, an (observer), thoughintelligent, might greatly err abouthem. This is called 'The utmosdegree of mystery.'

divided and distributed, formsvessels. The sage, when employed,becomes the Head of all the
Officers (of government); and in hisgreatest regulations he employs noviolent measures.
29. 1. If any one should wish toget the kingdom for himself, and to

effect this by what he does, I seethat he will not succeed. The
kingdom is a spirit-like thing, andcannot be got by active doing. Hewho would so win it destroys it; hewho would hold it in his grasploses it.
2.The course and nature of things
is such thatWhat was in front is now behind;
What warmed anon we freezingfind.
Strength is of weakness oft thespoil;
The store in ruins mocks ourtoil.
Hence the sage puts awayexcessive effort, extravagance, and

easy indulgence.30. 1. He who would assist a
lord of men in harmony with theTao will not assert his mastery inthe kingdom by force of arms. Suc
a course is sure to meet with itsproper return.2. Wherever a host is stationed,
briars and thorns spring up. In thesequence of great armies there aresure to be bad years.
3. A skilful (commander) strikesa decisive blow, and stops. Hedoes not dare (by continuing his
operations) to assert and completehis mastery. He will strike the

the Tao do not like to employ them.2. The superior man ordinarily
considers the left hand the moshonourable place, but in time owar the right hand. Those sharp
weapons are instruments of evilomen, and not the instruments of thesuperior man;he uses them only
on the compulsion of necessity.Calm and repose are what heprizes; victory (by force of arms) isto him undesirable. To consider thisdesirable would be to delight in theslaughter of men; and he whodelights in the slaughter of mecannot get his will in the kingdom.

3. On occasions of festivity to beon the left hand is the prized
position; on occasions of mourning,the right hand. The second icommand of the army has his placeon the left; the general commandinin chief has his on the right;hisplace, that is, is assigned to him asin the rites of mourning. He who haskilled multitudes of men shouldweep for them with the bitteresgrief; and the victor in battle has hisplace (rightly) according to thoserites.
32. 1. The Tao, considered asunchanging, has no name.

2. Though in its primordialsimplicity it may be small, the
whole world dares not deal wit(one embodying) it as a minister. Ia feudal prince or the king couldguard and hold it, all wouldspontaneously submit themselves tohim.
3. Heaven and Earth (under itsguidance) unite together and senddown the sweet dew, which,without the directions of men,reaches equally everywhere as oits own accord.
4. As soon as it proceeds toaction, it has a name. When it once

has that name, (men) can know torest in it. When they know to rest i
it, they can be free from all risk ofailure and error.5. The relation of the Tao to all
the world is like that of the grearivers and seas to the streams frothe valleys.
33. 1. He who knows other meis discerning; he who knowshimself is intelligent. He who
overcomes others is strong; he whoovercomes himself is mighty. Hewho is satisfied with his lot is rich;
he who goes on acting with energyhas a (firm) will.

2. He who does not fail in therequirements of his position,
continues long; he who dies and yedoes not perish, has longevity.34. 1. All-pervading is the Great
Tao! It may be found on the lefthand and on the right.2. All things depend on it for
their production, which it gives tothem, not one refusing obedience toit. When its work is accomplished,
