My role as Community Sport & Recreation is to
encourage the community to come together in various
sporting and recreation activities.
In consultation with various people in the community so
far I have developed a monthly sporting program and
recreational program which encourages community
participation for both Home and West Island residents.
Programs such as Lip Sync Battle and continuation of the
Cocos Olympics are just some of these examples.
This is my third time around with the Shire of Cocos but
new to this specific role. I have been off island for 10
years and have worked in other local authorities in a
community development capacity. I have thoroughly
enjoyed the challenges and acquired various skills during
this time which I hope to utilise in my current role.
I look forward to an exciting 12 months in the community
and additionally to the feedback from our community to
make this role of sport and rec more exciting.

MAY COUNCIL MEETING: The may Council meeting will
be held on Home Island at 1pm on Wednesday 22 May.
At this meeting Council will be considering the report from
the Community and Stakeholder engagement on the
Direction Island Resort Proposal and considering options.
We will also be presenting Council with the new
Community and Stakeholder Engagement Framework
which outlines the Shire’s commitment to and process for
seeking community input into decision-making. The
Framework is based on the International Association for
Public Participation (IAP2) spectrum of engagement
which ranges from “Inform” “Consult” “Involve”
Collaborate” and “Empower”.
The Framework is underpinned by nine principles
including transparency and a genuine commitment to
follow through. Anyone wishing to get a copy of the
Framework can contact the Shire prior to the meeting.
Should Council adopt the Framework it will be available
on our website after the meeting. Council will also be
considering a lease for a kiting business at the South End
based on the South End Commercial Use Policy recently
adopted.
These are just a few of the items in the agenda I think
may be of interest to the Community, however we invite

anyone interested in Council decision-making to review

membuat keputusan. Framework ini berdasarkan
International Association for Public Participation (IAP2)
yang contoh perhubungan, yang berbeza dari “Beritahu "
"Berhubung" "Melibatkan" “Berkerjasama" dan
"Memperkasakan".
Framework ini disokong oleh principle sembilan termasuk
ketelusan dan komitmen yang tulus untuk diikuti. Sesiapa

BUDGET 2019/20: It is budget time again and the first
step for Council is to consider the differential rates. This
will be an item of business at the May Council meeting.
In the coming two months Council will be reviewing our
fees and charges, our operational budget and capital
works projects based on our Corporate Business Plan

important responsibilities of a Council and it will be a busy
time for them.

Rain, rails and Junior Rangers Photo above: West Island Junior Rangers learn how to estimate distance using a Range Finder; a Cocos buff-banded rail (right)
We have just completed our bi-annual monitoring of the Cocos buff-banded rail on Horsburgh and Direction islands. We are
happy to report there are plenty of rails on Horsburgh, about double the original number of 39, which were translocated from
Pulu Keeling in April 2013. The few rails on Direction have self-colonised (arrived independently) so we expect it will take a lot
longer for their numbers to build up, but we think there are about 4-6 individual rails.
The recent rain has put plenty of water in the 3 small soaks in the north-west corner of Horsburgh, there are 6 migratory black-
winged stilts who can be seen and heard on the large lagoon and the white terns are busy protecting their solitary egg that
they lay in some very precarious territory. We are very grateful to have escaped any paper wasp stings so we would like to
thank Happy Jacks for their recent wasp treatments on Horsburgh. We commend the CKI Shire, pondok owners and community
for keeping unmanaged fires out of this grassy island so the rails and other wildlife can prosper.
For our rail monitoring survey we use a GPS and a compass to record a rail detected by either sight or sound, use a Distance
Finder to gauge how far away it is and DISTANCE software to get a population estimate. We always carry plenty of gadgets with
us as Rangers (see picture below left) and this was the theme at our recent Junior Ranger Activity in April. The Cocos kids did a
great job of locating hidden seabird cut-outs using a GPS, estimating the distance of fallen coconuts using the Distance Finders
and communicating with team mates using a UHF radio. Well done to the Home and West Island Junior Rangers and we look
forward to our next activity in the July school holidays.

Quote of the Day
“Every day may not be good, but there is something good in
every day ”.
Unknown.
Thought for the Day
Why don't elephants use com-puters? Because they’re afraid of the mouse! Why can’t a leopard hide? Because he is always spotted. A man walks into a doctor’s office. He has a cucumber up his nose, a banana in his left ear and a parsnip in his right ear. The doctor says “you’re not eating right”. What’s the difference between a piano and a fish? You can tune a piano but you can’t tuna fish! What happens to a frog’s car when it breaks down? It gets toad away.

Indoor Plants that Improve Health & Wellness
House plants might not seem like they do much of anything, but they play a large role in purifying the air all around us. Plants improve air quality by absorbing particulates from the air while taking in carbon dioxide.using photosynthesis, they turn this into oxygen which is released back into the air.
Aloe Vera Aloe is an excellent all-p u r p o s e succulent plant that’s easy to care for. Use
the leaves to treat sunburns, and wounds. With some watering every week or two, an aloe plant can grow to three feet tall. The smaller species like aloe vera, which will thrive in a bright corner.
