TVEC undertook a research program in 2011 in association with DTET and VTA where 09 research studies were conducted related to a range of issues by the Researchers of the TVET sector. The research studies were on the thematic areas of tracer surveys, linkages between TVET and general education, effectiveness of SEPI (Self Employment Promotion Initiative) loan scheme, gender participation of training, NVQ implementation issues and provision of TVET for vulnerable persons.

Findings and recommendations of the studies were presented to a wide gathering of TVET stakeholders at the Research Convention held on 22nd December 2011 at the NVTI auditorium, Narahenpita. The occasion was graced by the Secretary, Ministry of Youth Affairs and Skills Development (MYASD) and was attended by senior officialsof the Ministry, TVEC and other training organisations, academia and private sector training institutions. Southern VET Plan ready for implementation

Bhutan officials trained by TVEC

Development of Southern VET Plan has been completed and available for implementation. It is a comprehensive document that analyses demand for and supply of skills in the province. Southern province is subjected to a rapid development drive with the development of a seaport in Hambantota and an international airport in Mattala. Number of industries are to be established around the seaport and the airport that would create employment at various levels. It is the responsibility of the TVET sector to train youth who could find employment in these industries. In order to facilitate this task, the Southern VET Plan estimated the persons to be trained at various occupa-tions. Training institutes are expected to refer the VET Plan and prepare their action plans in line with the recom-mendations given in the VET Plan.

The TVEC intends implementing the VET Plan in the province with the cooperation of the Provincial Council and District Secretaries of the 3 Districts - Galle, Matara and Hambantota, with effect from 1st quarter 2012.

TVET Guide 2012 now available at the TVEC Library…

The “TVET Guide 2012” which contains vocational and technical training programmes in TVEC registered public sector and accredited training programmes in private sector in 2012 is now available at the TVEC Library. This publication is prepared with the intention of assisting students, career guidance and counselling services for youth in selecting vocational training opportunities.

Labour Market Information Bulletin, June-2011

Labour Market Infor-mation Bulletin for the 1st half 2011 is now available at the TVEC. The data collected through primary and secondary sources on demand for and supply of labour is analysed and pre-sented in this publica-tion. It also provides employment and

QMS Established in CoTs

Colleges of Technology in Kandy and Anuradhapura awarded QMS Certificates upon successful establish-ment of QMS at respective College of Technology. The TVEC has developed QMS as a “Process approach” based on ISO 9001:2008 and as per SLS IWA 2:2007 guidelines for the application of ISO 9001:2008 in the Education Sec-tor. Meanwhile, the Kurunegala and Badulla CoTs also are preparing their documents to establish QMS.

NVTI-Narahenpita and the other two organisations from private sector are also preparing QMS documents to es-tablish QMS in their colleges.

Migration from NCICT to ICT Technician NVQ Level 4 Course

The subcomponent “IT for Rural Youth” was added to Skills Development Project (SDP) in 2000, and was arranged to construct a National Center for IT for five regional and 45 rural IT centers to improve access to IT skills-training programs, particularly for rural communities. As a result, access to IT facilities and training programs has been in-creased. As the outcome of the project, one national, five regional, and 59 rural IT centers were made fully opera-tional. Staff has been trained, and two conventional pro-grams were developed for the National Certificate in In-formation and Communication Technology (NCICT) and a National Diploma in Information and Communication Tech-nology (NDICT). At the time, when NCICT started, NVQ system was not finalized and to match with the current demand for IT courses, NCICT and NDICT courses were started with the funding of ADB.

In 2003 when the NVQ was implemented, measures have been taken to implement following ICT courses under Competency Based Training (CBT) mode.

Computer Application Assistant(L2&3) – 3 Months Computer Hardware Technician(L4) – 6 Months Computer Network Technician(L4) – 6 Months Computer Graphic Designer(L4) – 6 Months Desktop Publisher(L4) – 6 Months

But there was no training course for general IT content in CBT mode and the need of the industry has been arisen to match with competency requirement in “all round person” in the ICT area. Responding to the rising demand for ICT skills in the industry, TVEC has decided to develop “ICT Technician” as a NVQ level 4 course. The unit content of the ICT Technician is as follows.

It is evident that the ICT Technician is more updated and developed to deliver in CBT mode rather than the NCICT. Therefore TVEC has decided to replace NCICT with ICT Technician course and to convert the existing NCICT courses into ICT Technician level 4 courses. Also, it is planned to conduct common theory test to assess knowledge component followed by competency based assessment who are successful in the skills component.

In this regard, few refresher trainer awareness programs were conducted at the institutional level. It is required to ap-ply for the accreditation of ICT Technician course and once the accreditation obtained, students are eligible to obtain NVQ certificates through common test and competency based assessments.

Temasek Foundation and Nanyang Polytechnic Assisted to Train 160 TVET Professionals in Singapore.

The trainer training programs are the key to build qualified trainers to deliver quality training programs in TVET sector. Therefore it is necessary to equip the staff with necessary knowledge, skills and attitudes. To fulfill this need, a series of trainer training programs have been successfully conducted by Nanyang Polytechnic International (NYPi), Singapore with the financial assistance of Temasek Foundation (TF), Singapore, under the leadership of Ministry of Youth Affairs and Skills Development to train 160 staff members in TVET sector in different categories.

This grant was provided by Singapore Government based Temasek Foundation on the request and the proposal made by Mr. Janaka Jayalath, Director/Information Systems of TVEC. The focused centers and the groups were selected based on the data collected in fact finding mission and criteria proposed by the officials of TF, NYPi and Ministry in March 2011.

This training helped TVET sector staff to obtain necessary competencies and exposure to foreign system to enhance the TVET system in Sri Lanka. It is believed that foreign exposure will immensely assist to enhance the training delivery of their respective areas. Thereby it is expected to uplift the TVET sector of Sri Lanka through this staff development program. Also the kind of skills upgrading as a result of this program will benefit selected participating organizations under the Ministry of Youth Affairs and Skills Development.

Also it is expected to launch benefit monitoring and evaluation through onsite programme review by the officials to evaluate the multiple effect after the training. Also a media event in this regard is arranged to be held in March 2012 under the patronage of Hon. Minister of Youth Affairs & Skills Development and senior officials of Temasek Foundation and Nanyang Poytechnic Singapore.

Second surveillance audit of ISO certification

TVEC was successful at the second surveillance audit of ISO 9001:2008 certification, conducted by the Sri Lanka Standards Institution. TVEC was initially awarded the ISO certification by the SLSI in 2009. This time, the scope for ISO certification of TVEC has been expanded by incorporating the process for certifying of Quality Manage-ment Systems of Training Providers. Certifying process is one of the key Quality Assurance activities monitored by TVEC towards vocational training centers. Just after the success of the audit Mr. B.H.S.Suraweera, Act. Director General in his admirable speech to the staff expressed his gratitude on efforts made by the members and Management Representative, Mr. Vajira Perera in particular in achieving this success.
