The Standards Committee and steward are encouraged to consider and discuss the proposal to change "quarantine pest" to "regulated pest" throughout the ISPM in order to recognise that some countries may wish to ensure that regulated non quarantine pests are also managed in post-entry quarantine noting that in order to be a regulated non quarantine pest it must be "... regulated within the territory of the importing contracting party...". Increasing the coverage of the standard to include regulated non quarantine pests may result in an increasing number of consignments entering quarantine and an increasing the associated costs of maintaining a post-entry quarantine facility. Could the report of the Standards Committee include a summary of the discussions/considerations surrounding this point please?

There is no reference to recommended periods for holding plants in PEQ. It is suggested that some guidance is developed in the future in the form of an additional appendix on suggested holding periods for different plant types.

Substantive Canada would like the term “containment” to be considered when specifying requirements for Post Entry Quarantine (PEQ) stations as it will better reflect the current use of the term worldwide, for example through the development of containment standards for facilities handling plant pests in several countries. The current definition for “containment” in ISPM No. 5 Glossary of phytosanitary terms is “the application of phytosanitary measures in and around an infested area to prevent spread of a pest” which does not take into account holding consignments of plants in a PEQ station. In the world of Biosafety, there is a difference between confinement and containment where confinement is generally referring to confining (or restricting movement) animals in a pasture when they are not shedding any infectious particles. With respect to PEQ stations, we are looking at containing plant pests within the PEQ station (preventing their accidental release or escape). Canada would like the Technical Panel for the Glossary to review the definition of the term “containment” to consider this aspect.

Type of station "screen house or glasshouse" is very restrictive as tunnels, concrete buildings etc. can also be used. What is important are the physical requirements for each facility, e.g. impermeable roof, insect proof or impermeable sides etc. see specific comments in the annex.

Sine embargo, según el Glosario de Términos Fitosanitarios (2009) el término más vigente para “estaciones de cuarentena posentrada” corresponde a “estación cuarentenaria”. Mismo que se define como aquella “Estación oficial para mantener plantas o productos vegetales en cuarentena [FAO, 1990; revisado FAO, 1995; anteriormente estación de cuarentena post-entrada]”.
En ese sentido, México considera necesario adecuar todo el texto de la norma para referirnos al término más vigente que es “estación cuarentenaria” y lo mismo debe de aplicar en todo el texto para las siglas CPE.
También, se considera apropiado adecuar el texto de la norma para referirnos mejor a las “plagas reglamentadas” en lugar de plagas cuarentenarias, tomando en cuenta la definición dada en la NIMF No. 5 para plaga reglamentada la cual incluye tanto a las plagas cuarentenarias como las plagas no cuarentenarias reglamentadas.
Tengo duda de hasta que nivel de especificidad quieren la norma, ya que en algunos aspectos son muy generales.....por ejemplo: en perfil de los requisitos, numeral 12, indican que La estación de CPE también debería asegurar que los envíos de

plantas se mantengan de tal forma que faciliten una mejor observación o inspección, pruebas.....CONSIDERO QUE DEBEN INDICAR CUÁL ES ESA FORMA, queda muy abierta la propuesta.
en el numeral 13...deben describir cuál es el lugar más apropiado para ubicar áreas de cuarentena, aunque en el numeral 28 se menciona debe ser indicado en el numeral 13. Asimismo en el numeral 15 no se indica cuál es el periodo para concluir la cuarentena y liberar las plantas...por ejemplo, puede ser el tiempo en que una plaga conocida de esas plantas termine su ciclo biológico...creo que puede ser entendible, aunque normalmente lo que hay que hacer con estas normas es precisamente hacerla entendible ya que algunas son muy complejas.
El numeral 23 se me hace muy impractico...quiere decir que de último momento puedes adecuar infraestructura o bien diseñar una nueva para estos casos...cuánto tiempo no se lleva este tipo de trabajo y la construcción? creo que deben ser más prácticos.
También deben incluir un sistema de comunicación interna, de tal manera que durante la jornada de trabajo la gente no tenga que salir del interior de la cuarentena.
En el numeral 61, deben incluir un sistema de presión de aire negativo.

Adicionalmente, la NRMF No. 22 de la NAPPO Directrices para la construcción y operación de una instalación de contención para insectos y ácaros que se utilizan como agentes de control biológico, debe ser incluida en la sección de referencias y si quieren incluir mas detalle a lo que se requiere para infraestructura u operación aquí pueden referirla....incluso tiene de detalles sobre el tipo de tuberia y como debe ser tratada el agua de desecho...esta parte no la veo en la norma y creo que deben incluirla en los numerales del 57 al 65.
Debes también proponer planes de contingencia en caso de algún escape y de alarma en caso de que alguna puerta de acceso quede abierta.
Considero que con esto la norma queda completa y queda ajustada; en lo general se cubren los requisitos para insectos y ácaros como agentes de control biológico, pero no para microorganismos entomopatógenos.
La NRMF NAPPO esta enfocada a microorganismos y ahí req. condic. + especiales no dice nada de agua de desecho y es imp. Tomarlo en cuenta que el H2O pasen x un área que las limpie y luego salga limpio y sin ninguna fuga de lo que hay dentro.
