Published Standards
13 standards shall be applied by contractors, dealing with track machines (WG 5), welding (WG 4), safety (WG 39), qualification of contractors (WG 34) and partly trackwork acceptance (WG 21)In general, standards are in voluntary domain but those declared by EC as “harmonized” consist parts which are mandatory under the European legislationA Harmonised Standard provides a presumption of conformity with the essential requirements of Directives

a) Check alignment of the three documents
b) Take advantage of experience gained in using the documents to date, including identification of missing requirements
c) Align part 1 with Railway Interoperability Directive
Decision to launch formal inquiry for revision of EN 114 969 Qualification system for track work contractors in 2012 subject to positive responses from NM

Mr. Franz Messerli, Matisa presented:• EN 14033-1 is equal to TSI specifications• Consistence for EN 14033-1 and TSI referring to the same standards• Components covered by TSI and some other harmonized standards are missing in EN 14 033-1 • TSI and EN 14033-1 show partly weak or even strong discrepancies

for time being • EN 14033 is best basis for developing mutual acceptance by NSA • Check the bilateral agreements for OTM• Proposal of alignment EN 14033 by CEN WG 5 as harmonised standard, but timetable available for TSI revision is short for them• Decision to take actions to identify the critical items for TSI revision in the time schedule adopted by ERA by Task Force

• Detailed comparison of TSI and EN 14033 cannot be done by internal resources of UNIFE and EFRTC
• Chapter 4 TSI Loc & Pas shall be analyzed point with regard to its applicability to OTM and a detailed critical comparison of each item of EN 14033 with chapter 4 TSI Loc & Pas shall be performed
