SECTION 1: INTRODUCTION
Projects Vision:
Providing Maritime Education and Training to meet the National requirements of Brunei Darussalam.
Projects Mission:
Facilitate maritime education and safety training, providing certificate and placement for highly skilled
manpower at support level.
Producing qualified marine engineers and deck officers at the Management and Operational Level for the
purpose of running ships engaged in the near coastal voyages and ships engaged in foreign trading and shore
based shipping personnel.
Projects Rationale / Objective:
BMA is a career oriented training center aiming to strive to be globally recognized in providing quality
maritime, engineering, nautical studies and other relevant offshore training.
It aims to facilitate to create a pool of seafarers who could contribute to fulfilling the national aspiration of
being self-reliant in the manning and operation of the Near Coastal Voyage (NCV) and foreign trading ships
of Brunei Darussalam.
It also a training center that can providing relevant training required by offshore personal.
Maritime Training Institutions provide the training needs, requirement for training facilities and training
equipment requirement from the International convention on Standards of Training, Certification and
Watchkeeping for Seafarers (STCW), Convention of the International Maritime Organization (IMO) and
other applicable International Conventions and National requirements.
The STCW and its amendments has created the requirement for the creation of a water front training center,
equipped with lifeboat and life raft launching facilities, facilities for conductance of seamanship training, sea
survival techniques, fire prevention and fire-fighting, proficiency in survival craft and rescue boat and other
maritime training and offshore as may become necessary.
Purpose:
The under-mentioned facilities are required to conduct the mandatory STCW pre-sea and post-sea courses
and other courses as may be required under the International Labour Organization (ILO) conventions and
other national requirements.
The facilities will also cater to the offshore personnel safety training requirements.

Concept:
The basic design principle for the waterfront training facilities is to balance the commitment on energy saving
building combine with high functionality facilities on campus.
The main building is situated ideally to take advantage of the river view, features a 360 circular shaded glazed
facade to allow enough natural lightings into the building. Its main building features an open concept
concourse flexible for different usage such as gallery and exhibition. This building will also house a full mission
Ship Handling Simulator, Electronic Chart Display and Information System (ECDIS) simulator and Global
Maritime Distress and Safety System (GMDSS) simulator for Deck Cadets training purposes.
All facilities are interlinked to provide integration on communication and vibrant environment for training of
pre-sea and post-sea courses.
