1. Introduction
1.1 PRELUDE
This rally will be run in compliance with the FIA International Sporting Code and its appendices, the 2019 FIA Regional Rally Sporting Regulations, the regulations for the FIA Asia-Pacific Rally Championship, the National Sporting Regulations of the Ikatan Motor Indonesia (IMI) which comply with the FIA regulations and these Supplementary Regulations. Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins (issued by the organiser or the Stewards) The 2019 IMI National Rally Championship 1

4. Entries

4.2 Entry prosedure
The entry application will only be accepted on the official entry form, if accompanied by the total entry fees or by a receipt issued by the Organizer All details on the entry form must be completed by close of entries on Friday, 28 June 2019. If the application is sent by facsimile or e-mail, the original must reach the Organizers, at the latest, one week after close of entries. Foreign License holders must hold an authority from their National Sporting Authority or obtain its stamp on the entry form
4.3 Number of Entrants accepted and Classes
4.3.1 The maximum number of entries is 60 cars, including participants from the IMI National Rally Championship. If more than 60 entries are accepted, the organizers has the right to decide which entry (among the IMI National Rally Championship drivers) will be accepted.
4.3.2 Eligible cars are the ones which comply Article 4 of the 2019 FIA Regional Rally Sporting Regulations and Article 4 of the 2019 FIA Regional Rally Sporting

4.6 Refunds Entry fees will be refunded in full only : 4.6.1 To candidates whose entry has not been accepted. 4.6.2 In the case of the rally not taking place. 4.6.3 The Organizers may refund 50% of the entry fee to those competitors who, for reasons of “force majeure” (duly certified by the ASN), were unable to start in the rally.
No other refunds will be made.
5. Insurance
The entry fees include the insurance coverage toward third party liability. The insurance covers :

The insurance cover will come into effect from the start and will cease at the end of the rally or at the moment of retirement, disqualification or exclusion. The service vehicles are not covered by the insurance policy of the rally and will remain the sole responsibility of their owners. 6. Advertising and Identification
6.1 Restriction
Tobacco advertising in Indonesia is not permitted
6.2 Organizers Advertising The Car numbers, rally plates and advertising shall be affixed on the car before scrutineering. Space for the organizer advertising must be reserved on the car, unless the entry fee without stickers proposed by the organize is paid. The organizer advertising shall be affixed in the condition no cutting which may change the image, the Organizer have privilege to reffix in case it might not appropriate. A fine of Rp.1.000.000,- / Sticker will be imposed for any breach of this regulation.
6.3 Identification Number
6.3.1 Rally Plate & Competition Numbers, name will be provided by the organizer, in accordance with Article 18 of the 2019 FIA Regional Rally Sporting Regulations, & must be affixed as specified in Appendix 4.
6.3.2 The rear side window car number (Article 18.5 of the 2019 FIA Regional Rally Sporting Regulations) and the rear window car number will also be provided.
6.3.3 Service vehicle plate shall be place on the inside of the wind screen in the top left corner.

6.4 APRC Logo 2019 FIA Regional Rally Sporting Regulations V4 (APRC) require the area below the door number stickers be reserved for the APRC logo and possible series sponsor. Specific details are in Appendix 4.
7. Tires
7.1 The use of studded or spiked tires is prohibited under pain of exclusion. Refer also to Article
60 of the 2019 FIA Regional Rally Sporting Regulations.
7.2 Tires used in reconnaissance must be designed primarily for use on tarmac road. They must not exceed a tread depth 8.5 mm. straight circumferential grooves may be no wider than 10mm, all other grooves at any angle to the circumference may be no wider than 7 mm. competitors are permitted to use tires remoulded on competition casings with tread patterns complying with the above.
8. Fuel
8.1 The use of complying FIA type fuel is permitted but will not be made available by the Organizers.
. 8.2 Fuel Storage
The Organizers have constructed a fuel storage compound at the Service Park adjacent to the refuel area. Crews are required to store all their fuel in this storage compounds before, during and after the rally. Fuel can only be removed from the storage compound immediately prior to the arrival of the competing car at the refuel area. On completion of refueling, containers must be returned to the fuel storage compound.
8.3 Refuel Zone
Refueling can only be done at Refuel Zones located in Rambong Sialang Service Park or Remote / Additional refuel zone If thre is any on the Itinerary. Competitors are reminded that refueling may only take place within the refuel zones identified in the Road Book. Transport of the fuel requirement to the Supplementary ( remote ) refuel locations is the responsibility of the vehicles Service Crew. Competitors should check their vehicle’s fuel consumption against the distances shown in the Itinerary.
9. Reconnaissance
9.1 Procedure for registration
Before starting the reconnaissance, all crew must provide full details of the reconnaissance car to the Oganizer which can be done at the Rally Secretariat on Monday and Tuesday, 23-24 July 2019, see the Program of the rally

9.2 Reconnaissance Identification Number Each crew will be issued with one Sticker vehicle identification number which must be displayed on the top left of the front windscreen
9.3 Reconnaissance Schedule Reconnaissance schedule see Appendix 2
9.4 Specific restrictions 9.4.1 Each crew will be given a Reconnaissance Card that is valid for up to 2 (two) passes
in each special stage name according to the reconnaissance time schedule. This card must be shown to and authorized by officials at the beginning and at the end of each stage during reconnaissance.
9.4.2 Crews are authorized to drive a maximum of two times over the route of each special stage, in accordance with the Time Schedule, at a reduced speed and fully respecting the road traffic laws. Failure to comply with the reconnaissance regulations may result in refusal to start.(Refer to Article 20.2 of the 2019 FIA Regional Rally Sporting Regulations)
9.4.3 Crews are only permitted to enter a special stage at the point shown in the Road Book as the start and not under any circumstances drive in a direction opposite to that of the rally, unless instructed by an official of the event.
9.4.4 All cars must have their headlights on at all times whilst traveling on the special stages.
9.4.5. During reconnaissance, competitors must comply strictly with the road traffic laws of Indonesia and any further requirements of the Organizers as published in these regulations or a Bulletin. At all times, the safety and rights of other road users must be respected.

11. Scrutineering, Sealing and Marking
Administrative Check must be completed prior to Scrutineering. Competition Numbers, Rally Plate and Advertising decals shall be affixed on the car before entering the Scrutineering venue.
11.1 Location
Place : Rambong Sialang Service Park Time : Thursday, 25 July 2019, 0800 – 1400hrs.
11.2 Timetable Specific time will be notified by Bulletin to be published at 1700hrs, Wednesday 24 July 2019 on the Official Notice Board
11.3 Mud Flaps Mud flaps which comply with Article 252.7.7of Appendix J of the FIA International Sporting Code may be fitted to competition cars
11.4 Windows/Nets The use of silvered or tinted films is authorised only on the rear side windows, the rear window and the sunroof in accordance with Article 253.11 of Appendix J of the FIA International Sporting Code.
11.5 Crew’s Safety Equipment The crew must wear homologated crash helmets, and required to wear safety clothing and equipment in compliance with Appendix L Chapter III of the FIA International Sporting Code.
11.6 Special National Requirements The use of two-way radios is permitted. Teams wishing to do so must apply to the Permanent Secretariat at least three months prior to the event to obtain the permit.
12. Other Procedure
12.1 Shakedown Shakedown is mandatory for all FIA APRC competitors and will be held on Thursday, 25 July from 1500hrs until 1630hrs at Rambong Sialang Estate. Shakedown for other competitors is by invitation. For media and promotional purpose, competitors are required to provide a ride for a guest in their respective rally car.

Note : For Ceremonial Start, Starting position begins from the highest car number to the lowest car number. A Pre-start park, open from 1430hrs until 1530hrs, will be organized adjacent to the start zone. Cars must be placed in this park within that time period. Any car reporting outside these times will be penalized Rp. 50.000,-/ minute, Maximum Rp. 750.000,- (Refer to Article 44.1 of the 2019 FIA Regional Rally Sporting Regulations)
12.2.4 All competitors must participate in the Ceremonial Start which will held at the Deli Serdang Sports, Arts & Culture Center, Lubuk Pakam Any competitor fails to participate will be referred to the Stewards for sanction. Crews must wear their approved overalls and be present with the car in the pre-start park before the crew’s ceremonial start time.
12.2.5 After passing through the starting gate of Ceremonial Start, the participant's vehicle goes to the Rambong Sialang Service Park, can be driven by those who represent the participants and make preparation before Start Leg 1 Start of Leg 1 Saturday, 27 July 2019, is scheduled 0900hrs for the first car, from TC 0 which position is at the exit of Rambong Sialang Parc Ferme.

The Rally vehicles from Sialang Rambong Service Park will be directed by Marshals to the Start of Leg 1(TC 0) according to the Starting List for Leg 1. TC 0 located at the exit of Rambong Sialang Parc Ferme
12.4 Time Card change during the rally Through out the rally, crews will be issued with new time card at the start of each Section, which will be submitted to participants at the beginning of each section Leg 1 : Section 1, Section 2, Section 3. Leg 2 : Section 4, Section 5.
12.5 Starting system of Special Stages
12.5.1 Official Time throughout the entire rally will be West Indonesia Time / Local Time. A display of “Official Time” will be located on the Official Notice Board at Rally Headquarters.
12.5.2 In accordance with Article 37.2 of the of the 2019 FIA Regional Rally Sporting Regulations an alternate start method will apply. The start signal will be by an electronic display clearly visible to the crew from the start position. The breaking of the start line detection device (beam) prior to the starting signal shall be deemed a false start. Should either the electronic countdown system or start line detection device (beam) be inoperative, the primary system as outlined in Article 37.3 of the General Prescriptions will apply. In addition, a hand held “1 minute” board and "30 second” board will be displayed prior to the competitors start time. Special Stages, and the start marshal will count down aloud: 30" - 15" - 10" and the last five seconds one by one. When the last 5 seconds have elapsed, the starting signal shall be given.

12.5.3 The Starting order for the First Leg is established as follows: 1. FIA Seedings 2. FIA International eligible Competitors 3. National Championship Competitors The Starting order for Leg 2 according to the classification order
12.5.4 There will be 2 minutes start-interval between all competitors for the whole rally. Gap between APRC Competitors and the National Rally Championship competitors will be determinded by the Stewards.
12.6 Early check-in at the end of a leg Crews may check in early without incurring any penalty at : Leg 1 : Section 3 : TC- 6A, TC- 6B, TC- 6C Leg 2 : Section 5 : TC-10A,TC-10B, TC-10C, TC-10E
12.7 Accident Procedures Crews should refer to the page at the front of the Road Book which deals with the action that must be taken in the event of an accident. Failure to follow these procedures will be reported to the Stewards of the Meeting.
12.8 Retirement Any crew retiring permanently from the Rally must report such retrirement to the orginizers as soon as possible using “Withdrawal Form “ at the of the Road Book. Any crew failing to comply will be liable to sanction at the Stewards discretion.
12.9 Finish Procedure and Final Parc Fermé The Rally activities on Rambong Sialang will end at the Rambong Sialang Regroup 4, TC-10 C From Rambong Sialang Regroup 4, competitors must drive towards Finish Park, TC-10E at Deli Serdang Sports, Arts & Culture Center, Lubuk Pakam After the Finish Ceremony, crew from the vehicle which determined by the Stewards to do the Post Event Scrutineering appoints a driver to drive the car under the the Organizers supervision to Post – Event Scrutineering location In the event that a car cannot be driven, this must be reported to the Course Officer who will arrange transportation with a recovery vehicle.

Appendix 5- Extracts from FIA Appendix L relating to overalls, helmets and other safety requirements
Competitors are reminded to review the requirements of FIA Appendix L, Chapter III-Drivers Equipment relating to Helmets, Flame-Resistant Clothing, Frontal Head Restraints and safety belts. These regulations apply to Shakedown as well. Frontal Head Restraints (FHR) FIA approved FHR systems are mandatory. The wearing of any device intended to protect the head or the neck and attached to the helmet is prohibited unless the device has been homologated according to the FIA Technical list no. 29 and 41. Flame-Resistant Clothing. All crews must wear overalls as well as gloves (optional for co-drivers), long underwear, a balaclava, socks and shoes (see also Art. 11.3 of these regulations) homologated to the FIA 8856-2000 standard (FIA Technical list no. 27).

CHAPTER VII TRAFFIC
Part One
Road Users Procedures
Article 21
(1) Every road users shall take the left side of the road. (2) In a specific condition exception can be taken against conditions as mentioned in par. (1). (3) Conditions and procedures undertaken for exception as mentioned in par. (2), shall follow
the State Regulations.
Article 22
(1) For safety, security, smoothness, and orderly purposes of the traffic and public
transportation system, regulation is carried out for the following items : a. Traffic engineering and management; b. Motorized vehicle transportation system; c. Stopping and parking; d. Utilization of the obligatory instruments and equipments of the motor vehicle, warnings
with sounds and lights; e. Procedures for livestock herding and non-motorized vehicle in using the public roads; f. Procedures in determining the maximum and or minimum speed for motorized vehicle; g. Drivers’ behavior towards the pedestrian; h. Determining the axis load to be less than the permissible maximum axis load; i. Procedure for transporting passenger and/or goods, and trailing and coupling with other
vehicle; j. Determining the prohibited traffic; k. Indicating the construction and maintenance of the holding area for public transportation;
(2) The aforementioned conditions in par. (1), shall follow the State Regulations.
Article 23
(1) The driver of the vehicle during the operation of the vehicle, has to :
a. Have the capability in running the vehicle properly; b. Placed the pedestrian safety on the first priority;

c. Show the vehicle registration document or testing document of the vehicle, driving license, and the passed approval document, or other legal approval document, during the inspection as mentioned in Article 16;
d. Obey conditions towards the road classification, traffic signs and marks, traffic signal instruments, and resting hour of the driver, traffic movement, stopping, and parking, technical requirement and on the road feasibility of the vehicle, the operation of the motorized vehicle, signaling by sound and, maximum and or minimum traveling speed, procedure for transporting passenger and goods, trailing and coupling with other vehicle;
e. Use the safety belt for the four or more wheels vehicle driver, and use helmet for the driver of the four or more wheels vehicle without housings.
(2) The passenger of the four or more wheels beside the driver has to use the safety belt, and
the rider of two wheels vehicle or the driver of the four or more wheels without housings has to wear helmet.
Article 24
(1) For safety, security, orderly, and smoothness purposes of the traffic and public
transportation system, road user has to : a. Behave properly in order to prevent any disturbance, endanger to traffic liberty of safety,
or might cause damages to road construction or facility; b. Place the vehicle or other goods on the road accordingly;
(2) The driver and the owner of the vehicle shall take the responsibility for the vehicle and its contents on the road.
Part Two Road Usage Excluding

Article 25
(1) The occupation of the road for any specific purpose, and for any activity undertaken that have the probability to disturb the safety, security and the smoothness of the traffic shall only be held under permission.
(2) The aforementioned condition and procedure in par. (1) shall follow the State Regulations.
Part Three Pedestrian
Article 26
(1) Pedestrian shall occupy the sidewalks and cross the road at the access provided for the
purpose. (2) The aforementioned condition in par. (1) shall follow the State Regulations.

Part Four Traffic Accident
Article 27
(1) Any driver involved in the traffic accident has to : a. Stop the vehicle; b. Help the victim of the traffic accident; c. Report the accident to the nearest Police Station of the Republic of Indonesia.
(2) If the driver fails to follow the aforementioned conditions in par. (1) a and b, he still has to
report to the nearest Police Station of the Republic of Indonesia.
Article 28
The driver shall be responsible for the losses suffered by the passenger and or the owner of the goods and/or the third party, caused by his negligent or fault in operating the vehicle.
Article 29
The aforementioned condition in Article 28 shall not be valid due to : a. Any forced condition that cannot be avoided or beyond capacity; b. Caused by the victim himself or the third party; c. Caused by the movement of any person and/or animals even though prevention has been
taken
Article 30
(1) Every driver, owner, and or the public transportation company shall be responsible to any damages of the or bridge or other part of the traffic facility caused by the operating vehicle.
(2) The aforementioned condition in par. (1) shall not be valid due to any forced condition as mentioned in Article 29a.
Article 31
(1) If the victim is deceased, the driver and/or the owner of the public transportation has to give aids to the in the form of medical and/or funeral assistance.
(2) If injury to the body of victim or his health, aids given to the victim shall be in the formal of the medical assistance.
Part Five Insurance
Article 32
(1) Every public vehicle is subjected to insure against itself and to the loss suffered by the third
party due to the operation of the vehicle. (2) The aforementioned condition in par. (1) shall follow the State Regulations.

(1) Public Transportation Company is subjected its employees against the traffic accident risks. (2) The aforementioned condition in par. (1) shall follow the State Regulations.

5. Re-Start after Retirement
Any crew which has retired from one Section can re-start the Rally from the Start of the next Section. and still run over the General Championship. Given time since the participant was stopped until the end of the section is calculated as follows:
5.1 The crew will be penalized with a 2 minute 30 second for 15 min. lost one Time Control and added 3 minute penalty to the fastest time achieved in its Class / Group to each missed Special Stage.
5.2 Each subsequent section that is not followed is given a 2 minute 30 second penalty plus special stages in that section
5.3 In case none of the participants in the Class / its Group run the SS, then the Stewards will set a time for the participants with fairly as possible, taking into account the participants Class / Group and added 3 minutes of it.
5.4 The fastest SS time plus 3 minutes is the Maximum Time in this SS for the Class or Group, the participants which got longer SS time, will get the Maximum SS Time
5.5 And this provision does not apply only to the SS where there are participants in accordance with the Class / Group who stopped or do not finish the SS and still count the time to restart, but applies to all Class / Group
5.6 If the crew does not wish to re-start at Start next Section, the Notification Of Withdrawal Form located in the rear of the Road Book must be completed and lodged to the Organizer as soon as possible before the next Section Schedule.
5.7 The latest report time for the participant to Restart at Regrouping in each section is a First Car start Time schedule of each Section, or will be decided by the Stewards.
5.8 Stewards can determine or to change the position of Restart participants start by considering the safety factor.

8. Ceremonial Finish
The Rally will conclude at the Rally Regroup in Control (Official Finish) at the Rambong Sialang Parc Ferme, TC10D After the Final Scrutineering, all Competition Participants head to Ceremonial Finish Park which is located in Deli Serdang Sports, Arts & Culture Center, Lubuk Pakam Each crew shall nominate a driver to drive the car to the Finish Ramp for the Ceremonial Finish and Prize Giving. In case that the car is not drive able to the Ceremonial Finish, this shall be reported to the Clerk of the Course who will arrange transport by recovery vehicle
