SCHEDULED PUBLIC HEARING FOR WEDNESDAY,OCTOBER 14,2016 AT 6:00 P.M. TO CONSIDER APROPOSED LOCAL LAW TO OVERRIDE THE TAXLEVY LIMIT.
The Town Board of the Town of Middletown, Delaware County, New York, held
their regular monthly meeting on Wednesday, September 14, 2016 at the Town Hall,
located on#42339 State Route 28, Margaretville, NY.The following Board Members were present:
Supervisor .."....CarlP. Daviscouncil Members. ....Jake Rosa, Brian sweeney, Mike Finberg and
Kenneth TaYlor
Also present were: Attorney for the Town Carey Wagner, Savannah Brannen, Beth'Ann
Farreil, Zoey Antonefte, John Paul Beers, Frank Canavan, Hwy Sup't John Biruk, Tom
Coddinglon - Walton Reporter, Ernie Steiglehner and Richaxd Rossi,
ATTACHED Agenda prepared by supervisor Davis and Town clerk.Supervisor Davis called the meeting to order at 6:00 p.m.
Minutes of 08/03/16-Monthly Workshop Meeting and Minutes of 08/10/16-Town
Board Meeting were approved as submitted, by a motion made by J. Rosa, seconded by
M. Finberg. 1i;.tyes - Cart P, Davis; Jake Rosa; Brian Sweeney; Mike Finberg and
Kenneth Taylor - (0) Nays.Supervisor's Monthly Financial Report for ATDA$; Town Clerk's Monthly
Reporr for 0?12016; Building & Zoning Monthly Report for 0712016 and Justice Court
Monthly Report for A7D0l6 were approved as submitted, by a motion made by J. Rosa,
seconded Uf f. Taylor. (5) Ayes - CarI P. Davis; Jake Rosa; Briau Sweeney; MikeF'inberg and Kenneth Taylor - (0) Nays.
Supervisor Davis opened the floor for public comment. Richard Rossi asked
about the rules and regulation of the Scenic Byway. No one else wished to address the
Board.Hwy Sup't John Biruk presented the ATTACHED 2016 Annual Inventory of
Highway Equipment to the Town Board.
Motion was made by M. Finberg, seconded by B. Sweeney to approve the
ATTACHED Resolution#1 of 2016 - Resolution of the Middletown Town Board
Accepting Proposed Local Law to Overide the Tax Levy Limit Established in General
Municipal Law g3-c and Scheduling Public Hearing for Same. (5) Ayes - Carl P. Davis;
Jake Rosa; Brian Sweeney; Mike Finberg and Kenneth Taylor - (0) Nays.
Motion was made by K. Taylor, seconded by J. Rosa to schedule a Public Hearing
for Wednesday, October 14, 2016 at6:00 p.m. before the regular board meeting to
consider a proposed Local Law to Override the Tax Levy Limit. (5) Ayes - Carl P.
Davis; Jake Rosa; Brian Sweeney; Mike Finberg and Kenneth Taylor - (0) Nays.
Voucher #12 in the amount of $50,112.00 to Mark Project and Voucher #13 in the
amount $30,115.00 to Mark Project for the CDBG Housing was approved for payment by
a motion was made by J. Rosa, seconded by B. Sweeney. (5) Ayes - Carl P. Davis; Jake
Rosa; Brian Sweeney; Mike Finberg and Kenneth Taylor - (0) Nays'
The monthly vouchers were audited and ordered paid by a motion made by M.
Finberg, seconded by K. Taylor. (5) Ayes - Carl P. Davis; Jake Rosa; Brian Sweeney;
Mike Finberg and Kenneth Taylor - (0) Nays. Vouchers approved were #'s 508-562,
totaling 9167,652.76.Motion for adjournment was made by K.Taylor, seconded by B. Sweeney. (5)
