- a process that consists of data collection, stakeholder consultation and the participatory development of a plan with a map
- objective is to balance sectoral interests and achieve sustainable use of marine resources
- a tool for improved decision-making

Marine Strategy Framework Directive – MSFD
adopted in June 2008
• aims to achieve good environmental status (GES) of the EU's marine
waters by 2020
• synchronized process – adopting the ecosystem approach
• initial assessment of marine environment and definition of GES 2012
• development of a programme of measures designed to achieve or
maintain good environmental status, by 2015 at the latest
