3. Policy. This instruction outlines the process for segregating and filing Navy andMarine Corps records and the single standard system of numbers and/or lettersymbols used throu bout the Department of the Navy for categorizing and subject
$classifying Navy an Marine Corps information. SSICSare required on all Navy and (RMarine Corps letters, messages, directives, forms and reports. Only approved codeswill be assi ned; however, expansion of the system for filing purposes ISauthorized
%following t e file maintenance procedures.
4. Maintenance and Revision. The Naval Data Automation Command (Code 81) (R
maintains the system and provides for changes. Submit recommendations forchanges to NAVDAC (Code 81) following guidance in Section 5.

SECTION 1
FILING PROCEDURES
1. Background. The size and complexity of the Navy demands standard methodsfor filing paperwork. Standardization frees personnel from learning new filingsystems when moving from one activity to another.
2. Filing procedures. To maintain files effectively and economically follow theseprocedures.
a. File Location and Control. Maintain a central control of activity files. Yourcentral control should:
(1) Assign personnel to coordinate all activity files
(2) Authorize official files and assign responsibility for files plans
(3) Locate the official files at an organizational level that ensures effectivedocumentation, makes records accessible to major users, minimizes duplicate filesand aids records disposal.
(4)Determine records retention and disposal standards using SECNAVINST5212.5C and apply to each file series and prepare local disposal instructions.
(5) Perform periodic reviews of the files procedures.
b. File Material. Do not include unnecessary working papers, early drafts, extra~copies, or information material as part of the file material. Include the following:
(1) The incoming document
(2) Copy of the outgoing correspondence
(3) Any essential supporting documents.
c. File Maintenance. File material loose in folders unless ou need fasteners toKhold pages in a particular order. Use prong fasteners rathert an staples, clips or
rubber bands to hold material.
3. Cross-referencing. When a document concerns more than one subject, name orcase, file an extra copy under each subject and give the location of the basicdocument on each copy. If extra copies are not available, use a Cross ReferenceSheet (OF-21).
4. Charging Out Files. Keep track of all documents removed from files. When adocument or an entire file is removed, put a charge out slip in its place. If thedocument istransferred among several people update the charge out slip. OptionalForms 23, 24, and 25 can be used as chargeout slips.
5. Closing Files. Close eneral correspondence files at the end of each calendar3year. Close budget an accounting files at the end of each fiscal year. Some other
files, most often case files, stay current until an action ends or event occurs. HoldL-

closed files locally in an inactive status until destruction ortransferto a FederalRecords Center using standards in SECNAVINST 5212.5C.

SECTION 2
CONSTRUCTION OF STANDARD SUBJECTIDENTIFICATION CODES (SSIC)
1. SSICSRequired. An SSICisa four- or five-digit number that stands for the subjectof a document. SSICSare required on all Navy and Marine Corps letters, messages,directives, forms and reports. The use of SSICSprovides a tested method for filingdocuments consistently and retrieving them quickly.
2. SSICS. The Navy’s SSICsystem is broken down into 13 major subject groups.These major subject groups are then broken down into primary, secondary, andtertiary subdivisions. Primary subjects are designated by the last three digits of thecode number. For example, here are three of the primary subdivisions underGeneral Administration and Management, whose major subject group code is 5000.

Some subject groups are not subdivided below the primary breakdown. Somegroups are divided into many secondary and tetiiary subjects depending on thecomplexity of the major subject.
3. Assigning the Ri ht SSIC to a Document. When you create a document, includei’the SSICthat most c osely describes the document’s subject. When assigning the
code, consider the subject, the purpose or significance, and the manner in whichsimilar documents are requested and the code used for similar documents.
4. Arranging Files by SSIC. When you close one year’s files and start new files,make up files for the SSICsthat are likely to occur most often,. Add new folderslater on as documents with new SSICSarrive for filin . The SSICSlisted in section 3
!provide all the divisions that most activities need to eep their files manageable.However, large activities may have to supplement this directive using the guidanceon subdividing SSICS.Paragraph 5 below shows ways to subdivide SSICS.
5. Subdividing SSICS. When subdivisions of SSICSare necessary for local filepurposes, you ma use the SSICwith an SNDL code, additional numbers or words,

GUIDELINES FOR REQUESTING CHANGES
1. Submit recommendations for changes (additions, deletions and modifications)to Director, Naval Data Automation Command (Code 81), Washington, DC 20374- @1662.
2. Provide the following information:

Recommended subject (for additions and modifications, )
Related areas (cite any applicable system, procedure, technical term. and/orany acronym which might ap-ply.
e. Justification for the request.
3. Use the following guidelines when considering a change to an existing number, adeletion, or a new number.
a. Any subject that has relevance to a large segment of the Navy may berecommended provided it does not duplicate or identify with a closely relatedexisting subject.
b. Accurately identify a proper placement of new subjects by ensuring that thefunctional major subject grouping, primary sub”ect grouping, secondary subject
/grouping and te~iary number are all in logical unctional sequence.
c. Narrative subject titles should be functionally descriptive, have broaddefinition and be stated concisely.
c. New words or subject titles closely related to an existing SSICmay besubmitted for insertion in Section 4of the Manual (alphabetical guide), along wtihthe associated numerical code.
d. If a numerical code isdeleted, the number cannot be used for a differentnarrative subject.
