ThisdocumentdoesnotdescribethisapplicationprocessorlimitationsthattheUASBoardhasputonUASoperationsoncampus.Rather,thisdocumentdescribesthestandardoperatingproceduresthatemployeesandstudentsareexpectedtofollowwhenoperatingUASoncampusorasrepresentativesoftheUniversity.
CrewTrainingRequirements
Crewmember Posit ions
Observer (OBS) InitialqualificationoftheOBSwillbeginwiththesuccessfulcompletionofFAAAviationGroundSchool.Thestudentwillthenneedtocomplete30minutesofflighttimeinanOBSroll.Afterthecompletionofthemandatory30minutesofflighttime,acheckridemaybeadministeredbyaqualifiedinstructor.Thecheckridewillconsistofafullpreflight,launchandrecoveryandwillevaluatethestudent’sknowledgeofproceduresandresponsibilitiesaswellastheirabilitytoperformtheOBSduties.OnceastudentOBShaspassedtheircheckride,theymaybedesignatedasanOBSbytheCSUCIUnmannedSystemsBoard.
Mission Commander (MC) OnlyqualifiedObserverswillbeallowedtobeginMCtraining.ThestudentwillthenneedtocompleteafamiliarizationflightandaseparateevaluationflightperformingthedutiesofanMCwhileunderinstructionbeforeheorshemaybedesignatedasaMCbytheCSUCIUnmannedSystemsBoard.
Air Vehicle Operator (AVO) InitialAVOqualificationtrainingwillbeconductedbyaninstructordesignatedbytheCSUCIUnmannedSystemsBoard.StudentAVO’smustsuccessfullycompleteacertifiedFAAAviationGroundSchoolbeforethefirstflightofanunmannedaircraft(doesnotincludesimulators).Aminimumof10simulatorhoursand30minutesofflighttimewillberequiredforeachAVO.Atleast5hoursofsimulatortimemustbecompletedbeforetakingthecontrolsonaflightevent.Aftersatisfyingtheminimumrequirementsundertheguidanceofaqualifiedinstructoranddeemedreadytoprogressbythatinstructor,astudentwillberequiredtopassacheckride.Thecheckridewillconsistofafullpreflight,

launchandrecoverywhileundertheevaluationofaqualifiedinstructor.Studentswillbeevaluatedontheirknowledgeof:
• theunmannedaircraftsystem• preflightprocedures• sitesafetyprocedures• emergencyproceduresandprotocols• crewresourcemanagement
Studentsshouldbeabletodemonstratepositivecontroloftheaircraftandbeabletotakeoffandlandwithinaspecifiedspace.FinaldesignationasanAVOwillbeatthediscretionoftheCSUCIUnmannedSystemsBoard.
Pilot in Command (PIC) ThePICmustbeasufficientlyexperiencedAVOthatisqualifiedintheaircraftheorsheissigningfor.ThePICmustbedesignatedinwritingbytheCUSCIUnmannedSystemsBoardpriortosigningforanyaircraft.
Ground Crew • GroundCrewpersonnelshallattendaMaintenanceTrainingcoursetaughtbyaCSUCIqualified
instructor.Thecoursewillcover:• Systemsetup• CompassCalibration• ComputerInterface• Replacementparts• PropellerSafety• ShopSafety• SoftwareUpdates• RecordsManagement
Oncethecourseiscomplete,apracticaldemonstrationofthetopicslistedaboveshallbecompletedunderthesupervisionofaqualifiedinstructor.FinaldesignationasaGroundCrewmemberwillbeatthediscretionoftheCSUCIUnmannedSystemsBoard.
Ground Crew Chief TheGroundCrewChiefmustbeasufficientlyexperiencedGroundCrewmemberexperiencedintheaircraftsystemtobeworkedon.GroundCrewChiefdesignationswillbegivenatthediscretionoftheCSUCIUnmannedSystemsBoard.

Description:Forthepurposeofsee-and-avoid,visualobserversmustbeutilizedatalltimes.TheAirVehicleOperator(AVO)andObserverwillensurethereisasafeoperatingdistancebetweenmannedandunmannedaircraftatalltimes.Sinceallflightswilloccurbelow320’AGL,itisunlikelythatairtrafficwillbesharingthesameairspace.TheObserverwillmaintainvisualline-of-sightcontactwiththeaircrafttoensuretheareaisclear.

LaunchandRecoverySummary:The3DRoboticsIris+usesaverticaltakeoffandlandingsystemcontrolledbyeitheranRCcontrollerorautonomouslyusingautopilotandGPS.
Takeoff: Priortostartingengines:
• TheAirVehicleOperator(AVO)shallensurethattheaircrafthasbeenthoroughlyinspectedandisinagoodflyingcondition.
• TheAVOshallverifythatanaltitudelimitof320feetAboveGroundLevel(AGL)andarangelimitof980feetisloadedintotheaircraftparameters.
• TheAVOshallchecklocalweatherforhighwinds(20ktsorgreater)andstormsinthearea.Operationswillbeterminatedifweatherconditionsdonotmeetminimumrequirementsof:
• Windspeedlessthan20kts• VisualMeteorologicalConditions(VMC)• TheAVOshallensureanObserverisposted.• TheObservershallensuretherequiredsitesafetyequipmentisreadilyaccessible.• TheAVOshallensurethatpersonnelareatleast20feetawayandthatallchecklistsare
complete.• TheObservershallnotifyCamarilloTower/SantaRosaIslandNationalParkServicePersonnelof
thecommencementofUASflightactivitiesandattheconclusionofflightactivitiesaswellasprovidethetowerwithagoodcontactnumberincaseofanemergency.
After engine start: • Allpersonnelnotinvolvedinflyingshallremainatleast20ftawayfromflightpersonnelandthe
aircraft.• Oncethethrottleisengagedbeyond50%,theaircraftwillbegintoliftofftheground.• Duringflight,theobservershallassisttheAVObyadvisingofanypersonnelontheground,any
airtraffic,andclearoutanypersonnelintheeventofanemergency.
Recovery: Whenreadytoland,theAVOmaychoosetoeither:
• ActivatetheLANDswitch-Thisswitch,whenactivatedtellstheaircrafttolandatitscurrentposition.
• ActivatetheReturntoLaunch(RTL)switch-Thisswitchisprogramedtomaketheaircraftreturntothelaunchpointautomaticallyandland.
• Landtheaircraftmanuallyusingthethrottle• IfinAUTOmode,theaircraftwilllandatthepre-programmedposition

Priortoinitiatingthelandingsequence,theAVOwillensurethatnon-flightcrewpersonnelareatleast20feetawayandthelandingareaisclearofhazards.Afterlanding,theengineswillbeshutdownbytheAVOandthebatterywillbedisconnected.

LostCommunicationProceduresSummary:TheseproceduresoutlinetheactionstobetakenintheeventtheAirVehicleOperator(AVO)orObserverlosesradiocommunication.
• IntheeventthatVHFradiocontactislostbetweentheAVOandAirTrafficControl(ATC),theAVOwilluseacellphonetocontactCamarilloTower.IfoperatingonSantaRosaIsland,theAVOwilllandtheaircraftandarunnerwillbesentbacktotheNationalParkServiceHeadquartersbuildingtogetnewradiosandre-establishradiocommunication.Flightoperationswillceaseuntilradiocommunicationcanbere-established.
• TheAVOandObserverwillgenerallybewithinafewfeetofeachotherandinconstantvocalcommunicationthroughouttheflight.IntheeventthattheAVOandObserverareunabletocommunicatewitheachother,theflightwillbestoppedandtheaircraftwillbebroughtbacktoland.

LostLink/MissionProceduresSummary:TheseproceduresoutlineactionstobetakenintheeventaflightcrewencountersalossoflinkbetweentheRCcontrollerandtheaircraftoralossofGPSsignal.Thecausalfactorsofeachofthesesituationswillbethoroughlyinvestigatedandremediatedpriortoanysubsequentflightattempts.EachoftheseoccurrenceswillberecordedandthedatawillbeprovidedtotheFAA.TheIris+ControllermonitorsboththeconnectionstrengthwiththeaircraftaswellasGPSsignalstrength.Shouldeitherappeartobedegraded,theaircraftwillbebroughtbacktoland,andthesituationwillbeinvestigated.
• LostLink–IftheaircraftlosescontactwiththeRCtransmitter,itwilllandautomatically,indicatedbyablinkingyellowstatusLED.IfitlosesRCsignalduringamission,itwillreturntothelaunchpointbeforelanding.TheAirVehicleOperator(AVO)willnotifypersonnelintheareaofthesituationandtheObserverwillensurethelandingzoneisclear.
• LossofGPS–IftheaircraftlosesGPSsignalinaflightmodethatrequiresGPS(loiter,auto,return-to-launch,guided),itwilllandautomatically,indicatedbyablinkingblueandyellowstatusLEDandahigh-high-high-lowtone.TheAVOwillnotifypersonnelintheareaofthesituationandtheObserverwillensurethelandingzoneisclear.

Description :
• CrewCoordination–Theflightcrewwillcommunicateviaverbalresponses.Ifthedistancebecomestoogreatforfacetofacecommunications,thecrewwillusehandheldradios.

8. EngineOut–Intheeventofanengineout,theAVOshallnotifyanypersonnelneartheaircraftatthetimeaswellascutpowertotheremainingengines.TheAVOandObserverwillthenproceedouttothecrashsitewithafireextinguisher,apairofprotectiveglovesandafireproofbox.

Ifafirehasstarted,attempttoputoutthefirewiththefireextinguisherifitissafetodoso.Ifthefirehasspreadbeyondcontrolwithafireextinguisher,evacuatetoasafeareaimmediatelyandcall911.
Afterthefireisout,oriftherewasnofireatall,thebatteryshallbeinspectedforintegrity.Ifthebatteryisintactanditissafetodoso,theaircraftmayberemovedfromthesiteandbroughtbacktothehomebase.Ifthebatteryshowsanysignsofleakage,bulging,orsmoking,thebatteryshallbehandledwithprotectiveglovesandplacedinafireproofboxfortransportanddisposal.
9. FlyAway–Intherareeventofanuncontrolledflyaway,theAVOshouldmakeeveryattempttoregaincontroloftheaircraftwhiletheMCnotifiesCamarillotoweroftheapproximatealtitude,direction,andbatterytimeremaining.
Duringanyeventwheretheaircraftisdisplayingunusualactivity,orisinanemergencysituation,alwaysbereadytoswitchtostabilizemodeandlandtheaircraftmanuallytopreventanunsafesituation.
