XI.d Board Member Requests In accordance with Board Policy 9250, Board members may request to represent the Board in an education-related activity and specify the desired level of support necessary for the activity. Actual and necessary expenses incurred while discharging these official duties will be paid from the County School Service Fund as permitted by law and SCOE’s travel policies. Requests will be placed on a future agenda for action. (1) Solano County School Boards Association (SCSBA) Community Collaborative
Meeting Series SCSBA is offering a series of three virtual sessions promoting student achievement through local policy with an equity lens at 6:00 PM on March 8, April 19, and May 10, 2021. Registration is $50 per member/per session. (ROLL CALL VOTE) ACTION: Consider approval for those who wish to attend the SCSBA sessions.
XI.e Suggestions on Future Board Agenda Items Board members may suggest future topics to be coordinated by the County Superintendent and presented by SCOE staff or external presenters.

RESOLUTION NO. B20-21-20 AFRICAN AMERICAN HISTORY MONTH
WHEREAS, the history of our great nation has been enriched by the cultural contributions of men and women of every race and ethnic background, and we recognize African American History Month each February by reflecting on the generations that have struggled to surmount oppression and despair, the progress our country has made thus far, and the remaining challenges still to overcome; and
WHEREAS, the dream of equality and fairness has inspired America through the accomplishments of many determined African Americans whose vast contributions in all facets of life, including education, business, science, athletics, entertainment, and government, have helped shape our Nation’s history and identity, and encouraged us to reach as far as our vision and dreams may take us; and
WHEREAS, this year’s theme, “The Black Family: Representation, Identity, and Diversity,” explores how Black families have been and continue to be thought of and represented in American culture; and
WHEREAS, our Nation can remain strong only when its people unite to strengthen the world’s commitment, cooperation, and economy by ensuring social, civil, and political rights in all aspects of society and fostering a greater understanding of, and respect for, the many rich cultures and diverse heritages that connect us in Earth’s human tapestry.
NOW, THEREFORE, BE IT RESOLVED that the Solano County Board of Education acknowledges February as African American History Month and urges educators to commemorate this occasion with appropriate instructional activities, and all students and citizens to participate in ceremonies and programs that acknowledge the adversities and obstacles that black Americans have overcome through perseverance leading to a brighter future for all Americans.

Siobhan Dill, Executive Director of Specialized Services, introduced John Dempsey, Special Education Teacher, who spoke about the Special Education program's Student of the Month Timothy Tran.
VII.b. Local Continuity and Attendance Plan Update Amy Chavez, Director of Student Services, Equity, and Support Services, gave an update on SCOE's 2020-2021 Learning Continuity and Attendance Plan and input received during recent Local Control and Accountability Plan (LCAP) stakeholder engagement meetings.

Board Member Requests Citing Board action at its September 11, 2019, regular meeting, Trustee Sharp stated that approval is not needed for California School Boards Association (CSBA) Masters in Governance (MIG) courses or California County Boards of Education (CCBE) Governance Workshops. Discussion followed. An update to Board Policy 9250 - Remuneration, Reimbursement, and Other Benefits will be considered at a future meeting. Motion was made by Trustee Sharp, seconded by Trustee Cheek, and carried by the following roll call vote to amend the agenda and remove item IX.b.(1) from the agenda. IX.c. Suggestions on Future Board Agenda Items Trustee Lavell suggested the Board conduct a self-evaluation of its own effectiveness in accordance with Board Policy 9005 - Governance Standards. Discussion followed.
IX.d. Board Member Activity Reports Members reported on their recent community and education related activities. Trustee Lavell attended a meeting of the Solano County School Boards Association (SCSBA) Executive Board to make plans for an upcoming series of workshops. More information will be forthcoming. Trustee Cheek attended a virtual meeting regarding the COVID-19 pandemic and rollout of vaccines and has been helping students with internship opportunities. Trustee Dean is taking the CSBA MIG courses for county board members, will begin her work with CSBA and CCBE legislative and advocacy committees in late January, and has been asked to be an instructor for CCBE's Governance Workshop. Trustee Cohen-Thompson has been taking the CSBA MIG courses for county board members and recommended them to the Members. Trustee Dunne attended virtual events including the completion ceremony for SCOE's adult program and installation of trustees to the Vacaville Unified School District Governing Board, and she began the first week back at school after winter break. Trustee Sharp attended the virtual completion ceremony of SCOE's adult program. Trustee Coleman looks forward to the graduation at the Juvenile Detention Facility and upcoming session on charter school reform.

ELITE Board Narrative February 2021
General Communication:
SCOE and ELITE communicate weekly by email regarding requesting and receiving documents related to
oversight. SCOE shares information from CDE with ELITE and ELITE provides information to SCOE. SCOE
and Elite also meet monthly to discuss these topics.
Updates:
Fiscal/Operations:
Elite has submitted the October 2020 Cashflow and Bank statements through December 2020. Elite has
paid for the Retirement Services late fee on 1/20/2021.
Educational Services:
SCOE has received a copy of the Elite’s School Accountability Report Card (SARC) on 1/28/2021.
Human Resources:
Staff has communicated with ELITE regarding staffing concerns since the last Board meeting.
Based on the information from ELITE to date, staff has identified five teachers who do not hold
the appropriate credential for their certificated assignment in violation of Education Code
section 47605(l)(1). In total, staff has identified thirteen misassignments resulting from these
five teachers, which are listed below:

6th Grade Spanish: Teacher 2
7th Grade Spanish: Teacher 2
8th Grade Spanish: Teacher 2
9th Grade Spanish: Teacher 2

Notably, Teacher 1 does not a hold (and has not for the duration of employment) any valid CTC
certificate, and the CTC has denied the individual’s application because of misconduct. ELITE
has since notified SCOE that it has removed Teacher 1 from its staff.

Additionally, ELITE has not provided documentation confirming all teachers completed and
cleared background and fingerprinting prior to commencing employment as required by
law. ELITE also has not provided a substitute log as requested to verify that substitute teachers
have not exceeded the maximum number of days allowed per assignment.
