IP/EI warning Oct 06
WARNING ON USE OF AVIATION FUEL FILTER MONITORS (FUSES) ‘QUALIFIED TO’ IP 15831 4TH EDITION OR EARLIER EDITIONS
FILTER MONITORS ‘QUALIFIED TO’ IP 1583 4TH EDITION OR EARLIER EDITIONS CANNOT BE REGARDED AS FAIL-SAFE DEVICES FOR PREVENTING WATER BEING DELIVERED TO AIRCRAFT
IT HAS ALSO BECOME APPARENT THAT WATER ABSORBENT POLYMER FROM SUCH ELEMENTS MAY MIGRATE DOWNSTREAM AND CONTAMINATE AIRCRAFT FUEL SYSTEMS
CF Risk Assessment
• Risk assessment procedure and Record of Airworthiness Risk Management (RARM) initiated in July 2007 and approved by DGAEPM/DTAES in 2008,
• Outcome of RARM judged the situation as low risk and low probability based on current CF fuel handling procedures,
• Emphasized good fuel practice and elimination of free water from fuelling systems and equipment,
• Replace filter cartridge containing SAP media (CDF/Aquacon™) with a filter elements without polymer material,
• This recommendation affects fixed fuel infrastructure, mobile equipment and portable filtration systems.

Water Absorbing Monitor (CDF)
These filter elements used in filtration systems contain a polymer incompatible when exposed to water/FSII additive
Cause of Contamination
Monitors SAP + FSII/water may create gel-like substance
*****CAUTION***** In fuels containing anti-icing additive (Di-EGME, FSII,
Prist®), stagnant water bottoms can absorb large amounts of the anti-icing additive. This water/FSII solution can
disarm water-absorbing elements allowing water to pass downstream *Velcon
Recommendation
- FOW to replace CDF in all filter vessels used in mobile and fixed infrastructure equipment,
- Qualification Testing for RT (18000 L) vessel conducted at Velcon in July 2008
Recommendation
Good Housekeeping is essential
1. Drain vessel daily to remove water, 2. Change out of filter elements at 15 psid or when time expired,3. Inject anti-icing additives after filtration whenever possible if using CDF cartridges.
