On Friday, April 19th, RSBITE members and guests attended a swank dinner party to celebrate the 50th anniversary of the founding of the Riverside/San Bernardino Traffic Engineers’ Association, now RSBITE. About 120 persons attended the event, each of whom dressed up for the occasion.
On entry, couples and groups were invited to have their photographs taken, which became a souvenir portrait in a picture frame.
After a social hour and delicious dinner, the attendees were treated to a magic performance by Mike Perovich, former Caltrans District 8 Director; and a comedy routine by Dee Ubhayakar. After the show, attendees danced the

The guest speaker was Mike Soubirous a retired Lieutenant with the California Highway Patrol (CHP), who spoke to the members about partnering with Law Enforcement. He and his former colleague, RSBITE Member JR Morgan, discussed collaboration between law enforcement personnel and engineers to improve traffic safety on our streets.
Mr. Soubirous presented a few examples of working with engineers to help solve traffic safety problems. He and JR worked together to address mobile home unit discarded on the side of the road, which due to red tape could not easily be disposed of. They were able to re-classify it from a vehicle to an abandoned storage shed so that County staff had the
authority to remove it.
Mr. Soubrious described a collision pattern on a winding road that he had observed as a patrol officer, regarding trucks not using turnouts. Upon further investigation, it was discovered trucks were not using the turnouts because they were not paved, so they were not considered turnouts by the CVC. He and the transportation engineers then worked together to add more asphalt and include rumble strips with other traffic safety improvements.
A third example cited by Mr. Soubrious was on-street parking in front of cluster mailboxes, making access problematic for the mail carrier. The engineering staff agreed to restrict parking by painting red curb in front of the mailbox.

in took the place of the person who was unable to attend.)
• Often, a pre-paid participant who finds he/she is unable to attend will send someone in his/her
place; this is allowed and does not constitute a refund.
• The Board has the discretion to deviate from this policy on a case-by-case basis.

Gianfranco Laurie, P.E.Gianfranco Laurie, P.E.Gianfranco Laurie, P.E.Gianfranco Laurie, P.E. is an Associate Engineer with KOA Corporation in their Ontario office. He has experience in civil, traffic and transportation planning. His recent projects include roadway realignment, preemption at highway-rail grade crossing and regional bike program. In addition, he is
a Co-Senior Project Advisor for the Civil Engineering students at Cal Poly Pomona. He is an active RSBITE member and currently holds the Section’s Scribe position which prepares monthly meeting reports.
Dr. Mohammad Qureshi, Dr. Mohammad Qureshi, Dr. Mohammad Qureshi, Dr. Mohammad Qureshi, P.E., T.E.,P.E., T.E.,P.E., T.E.,P.E., T.E., serves as Chief of the Traffic Division at the County of San Bernardino Department of Public Works. Prior to joining the County he served as Senior Project Manager and Regional Director for LIN Consulting, Inc where he managed their Tustin office. He has over 17 years of experience in professional practice and academia. With LIN Consulting, he has managed a variety of projects that include both traffic studies and the preparation of plans, specifications, and estimates (PS&E).
Dr. Qureshi is a graduate of the University of California, Berkeley and the University of Tennessee, Knoxville. He also has an extensive academic background. He served as a faculty member at two universities – the University of Missouri-Rolla (UMR), renamed the Missouri University of Science & Technology, and Jackson State University. At UMR Dr. Qureshi taught various courses in transportation engineering as part of the Civil Engineering curriculum. Most notably he taught a required fundamentals of transportation engineering course which addressed the planning, design and operation of transportation facilities (emphasis on streets and highways) and elective courses in highway design, traffic engineering, air transportation and public transportation. In addition to teaching, he served as a principal investigator or co-principal investigator on several research studies for the Missouri Department of Transportation that examined rail-highway crossing policy, guidelines for single point urban interchanges and multiple left-turn lanes, and the benefits of signal timing improvements upon the Missouri State Route 100 corridor in St. Louis.
Dr. Qureshi is also active in his profession. He currently serves as the Chair of the Transportation Safety Committee of the Transportation and Development Institute of the American Society of Civil Engineers (ASCE). He also serves as member of the Signalized Intersection and Unsignalized Intersection subcommittees of the Transportation Research Board’s (TRB) committee on Highway Capacity and Quality of Service (HCQS). In 2012, he began serving as the Secretary of the Two-lane Roads subcommittee of the HCQS. The committee on HCQS has stewardship over the Highway Capacity Manual for TRB.
