Discussion & Questions

• Will the Council take over this standards setting responsibility? What should the role of QTCO be then?

• White paper places M&E in NSA - what’s will the relationship between NSA and New skills council be?

• Moving QA to QCTO? Set up a new structure believing things will change?

• It takes at least 5 years for a new organisation to mature. How can we fast track what we have instead of proposing new structures.

• The system is confusing because there are many bodies - consolidate instead of building new structures

• What is the mandate of all structures - align for common purpose SAQA/QCTO/SETAs

• Silos - who’s looking at the big picture of what’s needed in the long term?

• Change management-risk and cost/benefit analysis

• Have we elevated SETAs to a national priority and are their skills relevant?

• Is the system failing us?

• Are we not duplicating the system collectively? Look at the skills research . Why need 21 SETAs in the Western Cape? Can’t we prioritize?

• Need more Qualitative than Quantitative approach

• Clear policy and a longer plan on where the economy is going-NDP

• Common vision of where we want to go as a nation

• Do we have the structures to align with that plan?

• Re-look at the skills system at its entirety

• The SETA life span 5 years must be reviewed • Focus on legislative changes and clustering of SETAs –

what forms the basis of clustering

• What will happen to current foot soldiers

• A single system is not ideal
