The Community

The Houston Airport System
The Houston Airport System provides a safe and dynamic air service

the greater Houston region. To bring air service to Houston's population
of more than four million, the Houston Airport System has three facilities;
George Bush Intercontinental Airport, William P. Hobby Airport, and
Ellington Airport. The three-airport system served over 49.9 million
passengers in 2011, including over seven million international travelers.

George Bush Intercontinental joined the Houston Airport System in June 1969. IAH is located approximately 23 miles north of downtown Houston, near the Sam Houston Tollway (Beltway 8 North).

Hobby Airport is located approximately seven miles south of downtown Houston, near I-45/Gulf Freeway, the major highway heading from the City to NASA and Galveston Island.
EFD
Acquired by the City of Houston in 1984 and now supports the operations of the United States military, NASA, and a variety of general aviation tenants.
Ellington Airport is located 15 miles South of Downtown Houston; off of I-45/Gulf Freeway, the major highway heading from the City to NASA and Galveston Island.
The Position
ASSISTANT DIRECTOR – PROJECT MANAGEMENT OFFICE
Our client, the Houston Airport System (HAS) is seeking a seasoned Assistant
Director – Project Management Office with extensive airport capital improvement
project experience to direct and manage a staff involved in implementing the
System’s capital improvement program. This position will report to the Chief
Development Officer of Planning, Design, & Construction. The successful candidate
must have experience managing projects from concept through contract closeout,
including design, procurement, and construction. The Assistant Director will ensure
that project reporting is established and provides management with the financial
and schedule information needed to monitor the project progress.
MINIMUM EDUCATION & EXPERIENCE
Graduation from an accredited college or university with a 4-year degree in
Engineering, Architecture, Construction Management or closely related field; and
10 years of increasingly responsible airport construction project management
experience; PMP certification or licensed Professional Engineer or Architect
preferred;
The Ideal Candidate
Extensive experience in airport construction project management. Highly
knowledgeable in construction project management principles with experience
developing project scope definitions, schedules, and budgets. Prior experience
managing or directing a construction project or program management office
preferred. Experience managing multiple construction projects (10-20)
simultaneously. The ability to develop and instruct project management training
programs for staff. Ability to coach and develop skills of the project management
team and transform the division’s culture. Knowledge of and skill in the usage of
basic project management and cost control tools such as MS Project and Primavera.
A thorough understanding and skill in utilizing project performance metrics in order
to assess “earned value,” generate reports and monitor budgets. The ability to
generate bi-weekly and monthly reports on airports’ performance against calculated
projections. Knowledge of the engineering and environmental principles and
practices in the planning, design and construction of civil airport facilities. A thorough
knowledge of federal regulations, trends and practices relating to FAA standards,
compliance, and securing grants. And the ability to work with a variety of
government, state, county and local personnel to secure information and resolve
problems.

Compensation
Commensurate with experience. Relocation available per City of Houston policies and procedures.
