SITUATION A. Background: September 5, Pinellas County’s EOC began tracking Hurricane Irma. On

September 7, a local state of emergency was declared. On September 8, an evacuation order issued for Zone A and on September 9, evacuation orders were extended to Zone B. September 10-12, the County felt the effects of Hurricane Irma with tropical and hurricane force winds and rain. Initial National Weather Service reports reflected a maximum wind speed of 87 mph (Category 1) recorded in Belleair as Hurricane Irma passed to the east. According to the National Weather Service, 2-5 inches of rainfall and a storm surge of 1.5 - 2 feet were recorded.

B. Current: The Board of County Commissioners extended the Local State of Emergency

Today (9/14) for another seven (7) days, ending Thursday (9/21).

Operations continue to focus on healthcare facility power restoration and stabilization, sheltering electrically dependent special needs who do not yet have power at home, sewer lift station power restoration and traffic control restoration.

Some facilities are being evacuated due to heat stress issues, while others are being moved back into facilities where power has been restored.

Initial recovery operations are beginning with the start-up of the FEMA Blue Roof Program and planning for the placement of FEMA Mobile Disaster Recovery Centers (DRCs) and deployment of Disaster Survivor Assistance Teams (DSATs).

C. Casualties: (1) Dead: There has been one fatality in Pinellas County attributed to Hurricane Irma,

according to Pinellas County Medical Examiner. (2) Injured: The number of confirmed injuries requiring hospitalization is being compiled. (3) Missing: The Sheriff’s Office reports no individuals have been reported missing or whose

whereabouts or status remains unresolved or unknown as a result of Hurricane Irma.

WEATHER FORECAST A. Next Operational Period:

Scattered showers and thunderstorms, mainly after 2pm. Partly sunny with a high of 89. Heat index values as high as 101. East wind around 6mph. 30% chance of rain.

B. Operational Impact: Elevated temperatures may continue to cause issues for temperature sensitive

and elderly residents who are without power.

SEVERITY OF IMPACT ON LOCAL JURISDICTIONS

A. Jurisdictions Affected:

All 24 municipalities have been impacted.

All 5 fire districts have been impacted. (East Lake, Lealman, Palm Harbor, Pinellas Suncoast, and Tierra Verde Fire Districts).

B. Impact On Individuals: An estimated 321,053 people were impacted by mandatory evacuations, over

24,000 people were sheltered. Other impacts such as unemployment and community trauma have yet to be determined.

C. Impact On Businesses: Full business and economic impacts have not been determined. Critical

commercial enterprises should be operating with possible limits to fuel availability and power outages.

F. Housing Status: Blue Roof Program will begin operations Friday (9/15) 7am – 7pm, at First Baptist

G. Other Critical Facilities:

(1) Hospitals All hospitals with the exception of Bay Pines VA Hospital have been fully restored. Bay Pines power is intermittent and running on generator.

(2) Schools Pinellas County Schools will resume on Monday (9/18).

(3) Hazardous Material Production/Storage Facilities

No incidents reported at this time.

(4) Government Offices County offices reopened on Thursday (9/14). Parks and Heritage Village to

reopen on Saturday (9/16). Additional information can be found at www.pinellascounty.org.

DAMAGE ASSESSMENT AND STATUS OF DECLARATION A. Declaration Data: A Federal FEMA Declaration for Individual and Public Assistance has been

declared for Pinellas County. Public Assistance for Categories A and B. Category B- 100% for the first 30 days and 75% after. Additional information may be found at - https://www.fema.gov/disaster/4337

A Local State of Emergency was declared by the Pinellas County Board of County Commissioners on Thursday (9/7) through Thursday (9/14). The Local State of Emergency has been extended through Thursday (9/21).

The Governor has declared a Florida State of Emergency.

Pinellas County has lifted the evacuation order per County Resolution 17-58 at 11am Tuesday (9/12).

Standard communications methods, including cellular service and 800 MHz radio system, are operating within normal parameters.

EMS Hospital Communication System is operating normally.

EOC Radio Room is operational and on the same schedule as the EOC.

Feeding Task Force continues to meet to assess need for feeding.

Coordinating shelter demobilization plan if appropriate/possible based on power restoration and damages

A mobile Polar Pod has been made available to senior facilities based on need. Currently, it has visited five senior living locations and will remain available through Friday (9/15)

Three portable chillers have been distributed to St. Marks Village and Loving Care St. Pete Assisted Living Facilities.

A six-person Florida National Guard nursing strike team has been deployed to assist with the special needs shelter at Dunedin Community Center.

Responded to request for food assistance by providing information on Disaster Supplemental Nutrition Assistance Program (D-SNAP). Continuing to respond to incoming requests.

USDA has approved the use of SNAP benefits through Saturday (9/30)

200 pallets of water and 6,000 self-ready meals have been delivered to the St. Pete Free Clinic.

Lutheran Services has been identified as the fiscal agent for Recover Pinellas. Recover Pinellas will setup a website for handling cash donations should this become needed.

Good Hope of Pinellas ALF- 30 residents were evacuated today due to temperatures reaching in the 90s in their Facility.

G. Office of Management and Budget: (Pinellas County Gov Only)

For Pinellas County Government financial tracking purposes of costs countywide, Project/Task numbers have been assigned to OPUS. These Projects/Tasks numbers must be used to track costs associated with labor, supplies, materials, and equipment. Emergency preparedness and response are the only two project types established. Additional projects types will be established for permanent work (Cats C-G) if needed, An email was distributed to employees on Thursday (9/14), which provided detailed instructions for properly completing timecards.

H. Marketing and Communications:

Marketing and Communications continues to keep the public and media informed regarding preparedness, situation updates and post-storm information.

Continues to answer questions and manage information on social media.

41 news releases have been issued; conducted five media briefings. The team is responding to local and national media requests.

Developed a team to monitor social media and issue report briefs to on-coming shifts.

Continues to work with the Public Information Office throughout the county to ensure unified messaging.

Answering citizens’ questions through social media 24/7 and continues to support response and recovery efforts through public outreach.
