Introduction of Project
JICA Funded Provincial Road Development Project Operating under the Ministry of Local
Government & Provincial Councils has launched a Project for the rehabilitation of Provincial
Road Network at Central & Sabaragamuwa Provinces.
The Project is implemented in 41 Road contract packages in 03 Phases through local
contractors. Ministry has established a Project Management Unit (PMU) headed by the
National Project Director in Colombo for the implementation of the Project. Respective
Provincial Councils has set up two Project Implementation Units (PIUs) headed by the
Provincial Project Director in Central and Sabaragamuwa Provinces.

Justification and Objectives
To contribute to the development of local economy through the improvement of the service
level of Road Network by rehabilitating and upgrading of secondary roads (C and D class
road) and bridges in Central and Sabaragamuwa Provinces.
Capacity building of the Ministry, PMU, PIU and Roads Agencies in Provincial Councils and
Road Contractors, in order to maintain the road network efficiently.

2. Consulting services for selection of Roads, Design works and Construction
Supervision.
3. Capacity building of the Ministry, Roads Agencies in Provincial Councils and Road

Present Status of the Project (End of December 2013) :
Civil Works :
11 Contract Packages (06 Packages in Central Province & 05 Packages in
Sabaragamuwa Province) under Phase I Contracts, are in progress but behind the
schedule. Some Contracts were in Final stage. However, original contract period is 18
months, at the moment 30 months lapsed by these contracts. The cumulative
Physical Progress of the Phase I contracts for end of December 2013 is around
73%.
16 Contract Packages under Phase II-1 & Phase II-2 contracts in Central Province
(Originally 07 Contracts, after slicing small packages) were awarded and works are in
progress. The cumulative Physical Progress of the Phase II-1 & Phase II-2
contracts of Central Province for end of December 2013 is 46%. However, 2/3 of
Schedule period were elapsed for these contracts.
11 Contract Packages under Phase II-1 & Phase II-2 contracts in Sabaragamuwa
Province were awarded and works are in progress. The cumulative Physical
Progress of the Phase II-1 & II-2 contracts of Sabaragamuwa Province for end
of December 2013 is also around 43%. However, 2/3 of Schedule period were
elapsed for these contracts too.
Procurement of Road Maintenance Machinery & Equipments :
Procured and provided Road Maintenance Machinery & Equipments to Road
Maintenance Divisions in Central & Sabragamuwa Provinces for capacity
development of respective provincial road organizations.
Procurement of Road Maintenance Machinery in Central Province was completed
and Handed over to Central Province. Procurement of Road Maintenance Machinery
in Sabaragamuwa Province is in progress.

Major Issues/ Problems :
Major Problems Action Taken/to be Taken
01. Procurement of Phase II Contracts in
Central Province were delayed due to
exorbitantly high bid prices received
from bidders.
02. All Contractors failed to achieve
their own targeted progress, due to
inadequate resource mobilization
03. Contract payments in Last quarter of
2013 were delayed due to insufficient
financial allocation. This badly
affected to the progress of Project.
04. Allocation granted in year 2014
also not sufficient.
To overcome this problem, the TEC and CAPC has
recommended to re-bidding the contracts after slicing to
small contracts.
To reduce the delay PMU and PIU staff are also working
with the Engineer’s staff during preparation of Estimates
and Bidding documents.
In order to improve the Contractor’s cash flow, the
following steps were implemented.
01. The minimum Interim Payment Value mentioned in
the Conditions of The Contract (COC) has been
reduced from 4% to 2% to enable the contractors to
be entitled for Interim Payment Certificates (IPCs).
02. As per clause 14.7 in the COC, 56 days have been
allocated for the Engineer and the Employer’s staff to
release the payments for IPC but both parties expedite
their works and release the payments as early as
possible.
03. Most of the contractors were not performing to their
own targets. These contractors are given fortnightly
targets and monitored regularly for the compliance.
Regular meetings are conducted at PMU with higher
management of constructing companies and weekly
targets are set to expedite the progress. Contractors
who are continuously failing to show progress will be
summered again to explain there failures. It has been
decided to issue warnings followed up with “notices
for termination” if the slippage is more than 15%.
Contractors were encouraged to reschedule their
activities to minimize the effects of adverse weather
conditions.
01. Request letters sent to the Ministry of Finance, General
Treasury & Dept. of National Budget to obtain
additional allocation.
02. Balances of 2013 contract payments were paid using
year 2014 allocation.
Necessary actions already taken at increase the year 2014 allocation.
