July 1, 2006 to present. County Government Personnel Training Program Leader.
Fall 1998 to present, appointment has been approximately 89% Extension and 11%
Teaching.
Until Fall of 1998, appointment was 100% Extension.
Primary Duties:
Administer an educational program for county government officials regarding their duties
and responsibilities with the goal of increasing professionalism and effectiveness in
the provision of the public services. This includes a certification program for county
elected officials and their employees, publication of educational materials including
procedural handbooks, and provision of technical assistance.
Programs are also to include state and local public policy education on public finance
issues.
Act as a community development team member with state and area specialists.
Work with state and local government officials to fulfill these duties.

course is designed to improve the efficiency and professionalism with which these county
officers and their personnel manage available cash, especially with respect to planning

“Oklahoma County Treasurer’s Handbook.” Center for Local Government
Technology and Oklahoma Cooperative Extension Service, Oklahoma State University,
March 31, 1996. This is an extensive revision of the 1991 version of the handbook.

“Inside Your County Courthouse Video(s).” Leading a team of state, area, and county
extension educators to create an introduction to and explanation of the functions of
county government. Interviews, video, and narrative will be used to cover all major
aspects of county government in Oklahoma. This will include elected and non-

elected officials. The plan is to produce two videos on the same DVD. One would be
approximately eight to ten minutes long and the other approximately twenty minutes.
Received $5,000 internal grant and a $2,000 external grant. Project began in fall of
2009 and is in process.
“Healthy Communities CD.” I headed the multi-disciplinary effort (OCES RD and FCS)
to produce a compact disk describing infrastructure, economic development, and
human capital programs being offered by the OCES healthy communities team. The
CD was used for in-service training (Fall 2003) and also provided to all OCES field
offices. It also a feature at the May 2004 Southern Community Development
Educators conference. Updated with new material and used in Dec. 2005 in-service.
Development of a user friendly database interface that will allow county officials,
extension educators, interested citizens, and state law makers ease of access to a wide
range of county financial information. It will also provide more efficient production
of a number of popular reports. Completed in early 2004.
Created “budget template” software for use by individual Oklahoma counties to create
“taxpayer friendly” reports describing the local county’s finances, duties of the county
government officers, and interaction of taxpayers with county officials. This was
created during calendar year 2001 and was distributed to counties in March 2002.
In conjunction with creation of the Cash Flow Management short-course for county
officers, I created a computerized cash flow management game using Microsoft Excel
that provides hands-on learning plus competition.
Developed a new, one day, course requested by several county officer groups,
“Introducing Windows, MS Word, and MS Excel,” August 2000.
Developed and taught the pilot (first) distance education course for county officers in
Oklahoma. This “test” program was presented March 18-19, 1999 to a live audience
and three remote audiences via two-way distance education technologies. All eight
elected county officers were represented at the sights.
Developed a spreadsheet program during 1998 and 1999 that can serve as both a teaching
tool and public policy tool for county commissioners regarding county road funding.
The spreadsheet contains the several formulas used to allocate designated state taxes
and fees to individual counties for county roads. It also contains fields in which the
user can change the parameters and see the changes in funding that result. Thus,
individual commissioners, the commissioners association and others can quickly see
the direct effects of proposed policy (legislative) changes in funding formulas.
County Treasurers’ Voluntary Certification Program. Motivated by the mandatory
certification program of county assessors and an awareness of the need for greater
professionalism, county treasurers, among others, asked Cooperative Extension and
the Center for Local Government Technology to create a set of courses to constitute a

certification program. With help from our CLGT partners, I designed (and now
oversee) the seven course program that has been adopted by the County Treasurers’
Association of Oklahoma.
Computer Workshop and Software. Seeing the need for and benefit of computer
spreadsheets for county treasurers and county clerks, I designed and conducted
workshops titled, “Introduction to Computers and Spreadsheets.” Conducted in an
Ag Hall computer lab, the workshops are hands-on and practical. After covering
introductory material for the novice, prepared spreadsheet files are introduced that the
clerk or treasurer can take back to their office and put to use immediately. For
example, treasurers learn to use a spreadsheet to allocate interest earnings among
accounts and clerks learn to allocate sales tax receipts to ear-marked accounts per law.

Program Leader, County Government Personnel Training Program (CTP), July 1,
2006 to present. Coordinate and help provide 44 short-courses for certification
programs plus county officer handbooks and technical assistance. Supervise the
work of full-time and part-time professional staff, clerical staff, and student
workers, as well as, work cooperatively with six statewide county officer
associations and be the liaison of the Commission on County Government
Personnel Education and Training.
Work with area specialists and county extension directors to provide customized
public finance and other local government information as needed.
Provided leadership to the Association of County Commissioners’ Education
Committee to expand and update their Certification program in 2005 - 2007.
There appears to be good potential for significantly greater participation by county
commissioners throughout the State.
Created and presented a new county officer certification class, “Building Your
Budget,” that applies to all county officials (elected and non-elected). This class
focuses on individual department budget construction. 2005.

County jail expenses have become a major challenge for county governments. Grady
County’s debt repayment was the subject of a report completed in June 2003.
More assistance was provided in April 2004. Pawnee County is also being
assisted in examination of the cost of operating a jail. Provided an analysis of
county finances for Noble County as part of their effort to construct and plan for
operating of a new jail. Likewise, serving as chair of citizen advisory committee
to Payne County Commissioners regarding new jail.
Presented programs regarding local government, particularly county government, to
Greer, Cimarron, Coal, and Payne County leadership development groups as a
part of the Initiative for the Future of Rural Oklahoma. (FY 2003)
Developed and presented a new, full day course for county treasurers, “Investments
and Collateral.” (FY 2003)
Helped develop a 3.5 day short-course for county assessors regarding the appraisal of
oil and gas production equipment.
Prepare and present, as needed, county financial trend reports for individual counties.

associations and other client groups. For example: (1) Cost/benefit analysis of
county consolidation, (2) Compare and contrast the two county budget methods,
(3) How local government bonds are issued and accounted for in Oklahoma.
Revise and update pre-existing educational materials addressing the functions of
county government. These include handbooks and reports regarding the duties
and responsibilities of county government officials and county finance.

Conduct county excise board training as a complementary activity to county
equalization board training presented by the Center for Local Government
Technology.
Provide Extension staff and the public with educational materials regarding public
policy issues such as State Question 669, the initiative to limit ad valorem taxes
on real property.
As opportunities arise, work with multi-disciplinary teams to provide useful extension
programs. An example, is the yearling quarter horse price analysis being
conducted with animal scientists.
As Oklahoma’s representative on the Heartland Economic Development Conference
and Roundtable Discussion planning committee, help plan and conduct the annual
conference. The goal is to train professional and lay economic developers and
motivate regional cooperation.

differences in tax rates, socio-economic factors, location, economic base, and related
variables.
Jail Operation Cost Survey was performed in September and October 2009 in response to
a request from Sequoyah County. Fourteen Oklahoma counties were surveyed.
Meaningful data from received from seven. Supplemented with internet research of
secondary data, the brief report met the immediate need.
County Jail Finance. Secondary research specifically geared to Grady, Noble, and Payne
Counties but transferable to many counties in the state and perhaps nationally.
Impact of e-commerce on local government, particularly with respect to sales tax
collections.
Work with Darrel Kletke to evaluate present and proposed agricultural use value
methodologies for the Oklahoma Tax Commission. A FY ’97 contract.

Analysis of quarter horse implicit price characteristics being conducted with Drs.
Odell Walker, Dave Freeman, and Don Topliff.
Analysis of factors affecting county funding of cooperative extension work in
Oklahoma. This work is of interest to Drs. Browning and Campbell. It can probably be
published in an outlet such as the Journal of Extension.
Development and analysis of county government revenue and expenditure
database. Specific objectives are identification of economies of size in public service
delivery and influence of the general economy on county government finance. Such
information is of increasing interest to government leaders.
