CRPF, BSF get new chiefsNEW DELHI, Feb 29:

The country’s two largest paramilitary forces CRPF and BSFtoday got new chiefs.

Former SPG chief K Durga Prasad took over as the DirectorGeneral of CRPF, while senior IPS officer K K Sharma took thereins of BSF at their respective headquarters here.

Prasad, a 1981-batch Telangana cadre IPS officer, took chargefrom his predecessor Prakash Mishra who superannuated as thechief of the about 3-lakh personnel strong force today.

He said his priorities will be to further sharpen and enhance theoperational capabilities and better training of the men and womenof Central Reserve Police Force (CRPF).

“In the last one year, things have gone in the right direction andI will like to maintain the tempo and speed up the technical upgra-dation of the force.

“I have told my troops that we need to work with all the zealand enthusiasm in a professional manner to deliver the resultsexpected from us,” Prasad said.

The officer is best remembered for raising CRPF’s elite junglewarfare unit CoBRA taking on Naxals during his stint as anInspector General in 2008. (PTI)

NEW DELHI, Feb 29:

Petrol price was today cut byRs 3.02 per litre, but diesel rateswere hiked by Rs 1.47 a litre -the second increase this monthin line with global trends.

Petrol in Delhi will cost Rs56.61 per litre from midnighttonight as against Rs 59.63.

A litre of diesel, however, willcost Rs 46.43 a litre as comparedto Rs 44.96 per litre, according toIndian Oil Corp (IOC), thenation’s largest fuel retailer.

This is the 7th straight reduc-tion in price of petrol. Petrolprice was last cut on February18 by 32 paisa a litre.

On diesel, this is the secondincrease in rate this month. Theprice were hiked by 28 paisa alitre last time.

Prior to that revision, fuel rateswere revised on February 1 whenpetrol price was cut by a marginal

4 paise a litre and diesel by 3 paisea litre after the Government raisedexcise duty to take away most ofthe benefit arising from fall ininternational oil prices.

The Government had raisedexcise duty on petrol by Re 1 alitre and that on diesel by Rs1.50 to mop up additional Rs3,200 crore during the remain-der of the current fiscal.

This was the fifth hike inexcise duty since November thatcumulatively gave theGovernment Rs 17,000 crore inadditional revenue. The five levyhikes total to Rs 4.02 per litre onpetrol and Rs 6.97 on diesel.

“The current level of interna-tional product prices of petroland diesel and Rupee-US Dollarexchange rate warrant decreasein price of petrol and increase inprice of diesel, the impact ofwhich is being passed on to the

consumers with this price revi-sion,” IOC said in a statement.

State-owned fuel retailers IOC,Bharat Petroleum Corp (BPCL)and Hindustan Petroleum Corp Ltd(HPCL) revise rates of the fuel on1st and 16th of every month basedon average oil price and foreignexchange rate in the preceding fort-night. The revision was due onFebruary 16 but the retailers choseto defer it by a couple of days.(PTI)

Prime Minister NarendraModi today said the Budget ispro-village, poor and farmers withfocus on bringing about qualita-tive change in the country andalleviate poverty through a slewof time-bound programmes.

Commenting on the Budget2016-17, he said special atten-tion has been paid to agriculture,village infrastructure, health-care, employment generationand Dalit entrepreneurship.

"This Budget is pro-village,pro-poor, pro-farmer. The mainfocus is to bringing about quali-tative change in the country,"Modi said, adding "there will bea big change in the lives of com-mon people."

He said the Budget has laid aroadmap to alleviate poverty ina time-bound manner.

"Several steps have beentaken for the farmers. The mostimportant is Pradhan MantriKrishi Yojana," he said.

Noting that electricity androads are crucial for villages, thePrime Minister said by 2019, allvillages of the country will beconnected by roads, while all ofthem will be electrified by 2018.

For MNREGA, there has beenthe biggest allocation, he said.

Talking about housing, Modisaid every poor man dreams ofowning a house and efforts willbe made to strengthen this sectorto ensure that the poor peoplerealise their dreams.

At the same time, exemp-tions have been given to thoseliving in rented accommoda-tions, he noted.

This budget has provisionsfor realising the dreams of thecommon man, the PrimeMinister said.

Referring to the problemsfaced by the poor, he said "therehas been a lot of politics over

the poor" and added it was timenow for making efforts concen-trating on uplifting them.

Pointing to the use of 'chulha'or earthen stoves and firewood forcooking by the poor, he said itadversely affected the health ofthe women as "cooking (on 'chul-ha') for a day amounts to smoking400 cigarettes per day.

"Crores of such people willbenefit through the scheme forfree LPG connections. It will notonly be beneficial for their healthbut also save the environment."

Modi said the budget also laysthrust on the national security byhaving provisions for boostingdefence manufacturing and pro-viding the armed forces withmodern and potent equipment.

With regard to the privisionof Rs 2 lakh crore for infrastruc-ture development, the PrimeMinister said it will benefit theborder areas of the country.

He then spoke about creationof employment opportunities,including Dalit entrepreneurship,by providing appropriate eco-sys-tem. "I want the youth to be notjob seekers, but job creators."

Referring to the proposalsmade for the healthcare sector,Modi said the Government hastaken several initiatives in thefield. "We want to stand shoul-der to shoulder with the people,particularly the poor, in times ofillness," he said.

Duty on components of dial-ysis machines has been reducedin the budget which will helpavailability of more such equip-ment, thus reducing travel costfor people who have to go to far-off places for the exercise.

The Government was alsogiving priority to primary edu-cation. "A qualitative transfor-mation of the education sector iswhat we are giving priority to,"he said. (PTI)
