Potential Proponent submits Unsolicited Proposal (UP) to the Puerto Rico Public-Private Partnerships Authority (P3A) in care of the Executive Director.
Preliminary evaluation process of UP up to 60 days.
The P3A notifies the decision on the preliminary evaluation to the
voluntary proponent within 10 working days.
The P3A will determine if it meets all the requirements of the Act, Regulation and public
policy to proceed with the evaluation. At the discretion of the P3A, the initial 60-day term
may be extended for an additional 60-day term.

Desirability & Convenience Study
The P3A, in its discretion and without this being necessary, may
accept, conduct or commission the pertinent Desirability and Convenience Studies that will
allow the P3A to determine if it is advisable to establish the
proposed project.
Information
The P3A will ask the proponent to submit any necessary
information on the proposed project to see if it can be
successfully implemented.
Contracting process is carried out pursuant to
Section 9 of the Act.
The P3A will begin the process of selection and request for
proposals in accordance with Section 9 (b)(i) of the Act and
Regulation.
The Proponent of the Project will be invited to
participate in the competitive selection
process and will be awarded an advantage or
other benefit in the selection process for
developing and submitting the UP.
NOTE: An UP must be accompanied by a nonrefundable evaluation fee of five thousand dollars ($5,000) payable to the Authority, pursuant to Section 9 (b)(ii) of the Act. This flow chart describes the general UP process without the exceptions provided in the Section 9 (b)(ii) of the Act.
