INTRODUCTION
Organizations across the Nation perform essential functions and services that may be adversely
affected in the event of a natural or man-made disaster. In such events, organizations should have
continuity plans to assist in the continuance of their essential functions. Continuing to perform
essential functions and provide essential services is vital to an organization’s ability to remain a
viable entity during times of increased threats from all hazards, manmade or natural. Since the threat
to an organization’s continuity of operations is great during a pandemic outbreak; it is important for
organizations, in particular the Point Pleasant Schools, to have a Pandemic Management Plan in
place to ensure it can carry out its essential functions and services. While organizations may be
forced to suspend some operations due to the severity of a pandemic outbreak, an effective Pandemic
Management Plan can assist an organization in its efforts to remain operational, as well as strengthen
the ability to resume operations.
This plan provides guidance to the Point Pleasant Schools and may serve as the plan for maintaining
essential functions and services during an influenza pandemic. This guidance neither replaces nor
supersedes any current, approved Point Pleasant Schools continuity plan; rather it supplements it,
bridging the gap between the traditional, all-hazards continuity planning and the specialized
continuity planning required for a pandemic by addressing additional considerations, challenges, and
elements specific to the dynamic nature of a pandemic.
In the event of a suspected exposure of the coronavirus the Superintendent of Schools will consult
with the Ocean County Health Department. If it is determined that there is a health risk to the
school community, the Superintendent of Schools will notify in writing the Executive County
Superintendent of the decision to close schools in the Point Pleasant School District. At this time,
the schools will operate as outlined in the following plan.
If determination is made to close schools by the Superintendent of Schools, all staff will report to
the regular assignments unless directed otherwise by the Superintendent or designee. Staff may be
asked to work remotely from home.

Communications
Staff, Students and Parents:
1. The Superintendent of Schools will provide updates and the latest research information to
staff, students, and parents via Honeywell message, district website and Twitter.
2. The Superintendent of Schools will announce cancellation of all large group activities
including sporting events and extracurricular activities.
Working with the Media:
1. The Superintendent will be the media spokesperson for the district. In the event that
the Superintendent is unable to serve in this capacity, the Superintendent’s designee shall
perform this role.
2. Provide media with a written statement(s) (same as statement(s) made to parents and
students).
3. Provide staff with instructions for phone contact from the media – refer all media
questions to the Superintendent or designee.
4. Reinforce school and community response regarding the pandemic.
Training
The following training shall be completed according to assignments and responsibilities:
Administration and All Staff
● Superintendent or designee will review the Pandemic Management Plan with the
administrative staff.
● Administration will review the Pandemic Management Plan at their building faculty
meeting.
● Administrators, Child Study Team members and supervisors will review the plans for E-
learning, IEP/504 accommodations and modifications expectations as well as teacher and
student expectations for remote learning.
● Administrators and supervisors will communicate these expectations listed in the above
bullets to staff.
Business Operations
In the event of the potential for a pandemic situation, the Business office operations will continue
as follows:
Payroll:
The Business Administrator and Supervisor of accounting will ensure that payroll operations can
be run remotely.

Accounts Payable/Receivable:
The Supervisor of Accounting will ensure that critical open invoices can be entered remotely.
The Accounts Payable accountant will continue to enter all invoices received and will process
purchase orders and POs will be printed upon the district re-opening. All payments will be
retroactively approved at the next Board of Education Meeting.
Insurance Benefits – Medical, Dental and Vision:
There is access to all benefits. There is no disruption in service.
Director of Facilities
Takes appropriate measures to minimize, to the greatest extent possible, the risk of viral
transmission in the school facilities with vigorous cleaning policies and practices which include
(but are not limited to) on a daily basis:
● Filling of soap and hand sanitizers
● Ensuring all paper towel holders are filled and functioning at all times
● Sweeping and wet mopping of all floors
● Vacuuming of rugs
● Cleaning and sanitizing of hard surfaces, including fountains, door knobs, work areas,
computer keyboards, counter tops, railings, stairwells and writing tools
● Cleaning and sanitizing of bathrooms – toilets, sinks, walls, floors
● Cleaning and sanitizing of cafeterias – kitchen, tables, chairs, food lines
● Cleaning of vents
● Assures clean and sanitized buildings that are free of illness
● The Director of Facilities, with the assistance from the School Business Administrator,
assures the provision of power, heat and ventilation, water, sewer and janitorial services.
Director of Transportation and Food Services
● Maintains the food service environment, including serving stations, food storage areas, and
food preparation areas. Ensures servers are free from illness.
● Provides a contingency for the continued provision of food for free and reduced breakfast
and lunch students.
● Coordinates with Transportation Department for delivery of free and reduced student
breakfast and lunch
● Assures clean and sanitized buses and drivers that are free of illness.
Continued Meal Service Plan
Since March 16, 2020, the Food Services Department has made and will continue to make daily
meals for each student who qualifies for free and reduced breakfast and/or lunch per the Master
Eligibility List (MEL). During the closure meals have been dropped off to the address of each
student who qualifies for a free or reduced lunch on Mondays with 3 days of meals and Thursdays
with 2 days of meals. In the event the meals could not be delivered by the Transportation
Department the district would utilize the grab and go process at Ocean Road Elementary School,
Nellie F. Bennett Elementary School and Point Pleasant High School, at designated locations
outside of the respective schools, between the hours of 11:00 a.m. – 12:00 p.m. Memorial Middle

School students would go to the high school for their meals. The district will continue to
communicate with eligible parents as to which method the district will use if a change is warranted
for any reason. The meals are being delivered by the district’s Bus Drivers and Paraprofessionals.
All parents of eligible students were notified on March 16, 2020 to let them know the approximate
time of delivery each day and to make sure they will be accepting the meal. The families were
told that the delivery will be placed in front of the family’s door. As a precaution, the family was
asked to not take the delivery into their home until the staff member dropping off the delivery
departed. This was done to ensure minimal contact as possible between the staff member and the
family.
During summer recess the meals will be provided to the students by a parent volunteer organization
in Point Pleasant Borough called Panthers Lets Eat. The mission of the group is to provide children
and their siblings who are on the free/reduced lunch program healthy meals when school is not in
session.
School Business Administrator
● Monitors and maintains the following departments prior to and during any emergency:
business Office/Payroll, Facilities (Buildings and Grounds), Food Services, and
Transportation
● Plans for cross-training for “core” and “essential” jobs.
● Develops continuing nutrition plan
● Responsible for the supervision of the Director of Facilities, and Director of Transportation
and Food Services.
Facilities Operations In an effort to augment our commitment to providing a safe and healthy environment for our
students, staff and greater school community, the following enhanced cleaning procedures will
take effect immediately:
● Increase the frequency of routine interior and exterior touch-point cleaning, including,
but not limited to, cafeteria tables, door handles, panic bars, door pulls, doorknobs and
counter tops.
● Increase the frequency of routine restroom cleaning of all touch points including, but not
limited to, faucets, flushometers, door handles, door pulls, hand dryers and soap &
sanitizer dispensers.
● Increase the frequency of extensive classroom cleaning of all touch points including, but
not limited to, door handles, doorknobs, pull handles, desktops, tabletops, ledges,
windowsills and chairs.
● All touch point cleaning is to be completed utilizing our VIREX II-256 Disinfectant.
● Ensure all District buses are cleaned regularly with use of the antibacterial wipes.

General Cleaning Procedures
Area: Classroom, Classroom Bathrooms, LGR, Teacher’s Lounge
● Begin with fully supplied cleaning cart
● Look at the room top to bottom
● Check lights/ceiling tile/blinds
● Make a mental note to yourself to repair/replace light bulbs, ceiling tile the next day
● Any replacement/repairs you can’t perform, put in writing to supervisor
● Start cleaning from ceiling to floor
● Empty trash cans,recycle as required / clean interior-exterior of cans, reline as needed
● Perform high dusting with correct feather dusters, work down from ceiling
● Clean whiteboard per teacher’s instructions, wipe down trays with correct product

Managing Illness in Staff, Students or Visitors
● In collaborations with the local Health department, educate staff and students
regarding symptoms of illness.
● If a person becomes ill, or if someone observes that another person is exhibiting
symptoms of influenza at work/school, make sure the ill person leaves the school
as soon as possible.
● Encourage sick students and staff to stay home until they have been without fever
for 24 hours to help prevent spreading illness to others.
● Invoke your school policy about staying home and returning to work/school.
Extended School Closings and Summer Schedules
During times when school is shut down especially during this current pandemic we are taking
extra precautions in our cleaning procedures. All touch points such as door handles, handrails,
light switches etc are being disinfected several times daily while the building is occupied. All
classrooms including all common areas such as bathrooms, locker rooms, library, cafeteria
including desktops will be fully cleaned and disinfected. Any area that is occupied after cleaned
will be re-sanitized after the occupants have left.
Procedures will consist of cleaning every area of the building using a top to bottom approach.
Using EPA certified disinfectants including Virex II 256 which was approved by the CDC
against Covid19. Our primary focus is high touch surfaces all while using enhanced PPE
requirements while in the building. All carpets will be extracted. All vinyl and Terrazzo hard
surface floors will be stripped and refinished. All furniture desktops, tables and chairs will be
thoroughly cleaned and wiped with disinfectant. Walls and locker will be cleaned and
disinfected and or painted as needed. All open work orders will be completed as well any
planned construction jobs will continue.

Instructional Plans for Remote Learning Days
*This is an updated plan in response to Governorś Murphy announcement on May 4, 2020
to extend remote instruction to the close of the school year. Specific assignments are
assigned through Google Classroom
At grades K-12, students will be expected to log-in to their teacher’s Google Classroom to
access assignments. All assignments will be posted by 8:00 a.m., however parents and
students can create their own schedule for when they will complete these assignments.
Students without internet access or computers will have notified the school ahead of time to
arrange for a district device. Please contact your child’s teacher or case manager if additional
support is needed. If students are confused with any assignments, they can email the teacher
for additional help and clarification.
Classroom Expectations
Since students have different availability and access to technology, we have provided a
flexible schedule to complete school work. Classroom work is posted at 8:00 am
everyday, and teachers are available for whole or small group and individual instruction
daily between 8:00 am and 2:30 pm, Monday through Thursday. Teachers are available
for whole or small group and individual instruction from 8:00 am -11:00 pm on Fridays.
● Teachers will assign thirty minutes daily per core subject, with independent reading
assigned outside of that thirty minutes.
● Teachers will have one virtual meeting per week with his/her entire class. This is
in addition to any small group or individual virtual meetings.
● Teachers are expected to use the online instructional tools available such as
iReady, Achieve 3000, Newsela, Flipgrid, SeeSaw, Edpuzzle, Screencastify and
others that provide differentiated learning experiences, as well as direct instruction.
Attendance
Submission of assignments will count as student attendance. Teachers will work out a plan
with students if the demand of assignments is too overwhelming. Modified assignments are
available for all students and will count toward attendance.
● If students are not attending, teachers will reach out via email to the student and
parent(s)/guardian. If a teacher does not hear back, he/she will reach out via a phone
call and document the communication efforts.
● If a teacher does not hear back from the student or parent/guardian, he/she will reach
out to the studentś guidance counselor, as well as the building administrator.
● If a school staff member is unsuccessful in reaching a student or parent/guardian
after several attempts, it may be necessary to contact outside resources to support in
making a connection. All communication attempts will be documented in writing.
All attendance decisions regarding promotion, retention, graduation, discipline etc. will be
in accordance with district policy.

Grading
Elementary Schools
Teachers will continue to assess and provide feedback to students and parents. Marking Period 4
will be a narrative summary providing parents with an overview of the strengths and areas
needing support.
Memorial Middle School and PPBHS
● Grading will continue to include participation, effort and assignments within the overall
grades.
● Students will not earn zeros. They will be marked incomplete with an opportunity to make up
any missed assignments.
● Teachers will continue to reach out to parents and students if work is not being maintained.
This communication must be documented. Teachers must contact their building administrator if
a student or parent is not responding.
● Any extenuating circumstances must be made in writing by the parent or guardian. This
requirement should be communicated to parents via your Google Classroom. Principals will
make the final decision if a student is experiencing an extenuating circumstance.
● No teacher will administer a “final”.
● No student will achieve lower than a 65% as a final grade for marking period 4.
● Electives, only at MMS, will be scored Pass or Incomplete
Special Education
Based on current guidance related to the education of students with disabilities during COVID-19
school closures, special education and related services will be provided “to the most appropriate
extent possible while students are away from their schools/programs” (NJDOE, March 2020).
Furthermore, “the provision of FAPE may include, as appropriate, special education and related
services provided through distance instruction provided virtually, online, or telephonically”
(USDOE, March 2020) to the extent that it is safe, practicable and ethical in light of the
circumstances with the anticipation that parents/guardians will cooperate and participate as
needed.
Related Services and students receiving Eligible for Speech and Language Services:
Blended Lesson (virtual and paper based) are assigned by related services staff to target IEP goals
and objectives. Services, when appropriate, will be facilitated using an on-line video conference
platform. Both individual and group sessions will be conducted based on the IEP to the maximum
extent possible during the extended school closure.
Compensatory services provided as needed (based on several factors including evidence of
regression) upon return to school. Related service providers log all services on a daily basis.

Counseling: Support will be provided via phone conference if warranted to address relevant
concerns. MS and HS students can message counselors through Gmail. Counseling lessons will
be provided through blended learning including both virtual support and paper-based activities.
Counselors will log attendance/participants and all phone and email contacts with families.
Child Study Team Case Management and Compliance:
Mandated meetings per NJAC 6A:14: CST members, related services providers and teachers will
conduct all meetings including, but not limited to, Annual Reviews, Initial Planning Meetings,
Reevaluation Planning Meetings and Eligibility Determination Meetings in accordance with
mandated timelines. When evaluations are warranted, the CST will complete any and all that
can be completed virtually. Any child study evaluations that cannot be completed remotely will
be completed when schools return to a traditional learning environment. Corresponding
eligibility conference will occur following the completion of all evaluations. All meetings are
recorded in the IEP Platform. Progress Indicators are provided to parents via IEP Platform in
accordance with individual IEPs and NJAC 6A:14. The District will monitor and implement
relevant guidance from the NJ DOE. Case managers will be available via email, phone, and
online video or chat platform to facilitate meetings, answer questions and address all concerns.
CST members, related services providers and teachers will hold mandated meetings, when
appropriate, using an on-line video conference platform or phone conference. In the event a
required member of the IEP Team is not available, the case manager, in accordance with NJAC
6A: 14 will receive written consent to proceed with the meeting if the parent/guardian is in
agreement. All related documents, including PRISE, will be shared electronically or via US
Mail. In the event the meeting cannot be facilitated as noted above, the meeting will be
rescheduled. There will be frequent communication with CST and staff regarding student
performance and participation. IEP progress reports along with report cards will be completed
and reviewed at the end of each marking period. Case managers will maintain open lines of
communication with parents via email, phone, and online video or chat platform regarding
student progress and compliance with IEPs.
Students attending Out of District Placements:
OOD schools have provided distance-learning opportunities to their students and have provided
documentation to that effect to the district. District CST will be available via email, phone, and
online video or chat platform to facilitate meetings, answer questions and address all concerns.
Child study team case managers have contacted all schools to insure that students are
participating and that instruction is being provided.
Addressing ELL and Bilingual
All ELL students are under the guidance of our ELL teachers. Recognizing the need for
flexibility for our ELL students, we have set up virtual class meetings on Zoom twice a week as
well as various individual meetings at students' request. In addition, students are made aware
that due dates for their assignments are also flexible.

ESL teachers are linked to the mainstream teachers’ google classrooms. The ESL teacher can
monitor the progress of each student by viewing the gradebooks and daily assignments and make
modifications as needed. Also, directions for assignments can be clarified or translated to the
students’ native language.
Students are assigned lessons utilizing Youtube videos, CommonLit’s digital library, EPIC,
iReady and other interactive websites to help with speaking, grammar and vocabulary skills.
One of our priorities is communicating with the families of our ELL students to ensure they have
access to correct information and needed services. We update families on a regular basis via
email, phone calls, or home visits. Written copies of parent communication are available in their
native language if necessary.
Alternate methods of instruction are used throughout the district for Ells on all levels of
instruction. Students' background, experience, culture and education history are assessed and
instruction is provided at that level. The district ESL teachers as well as many mainstream
teachers are SIOP trained and professional development is provided for all teachers. ESL
teachers are available to staff for support and addressing the needs of ELL students both in and
out of the classroom.
Our students have been provided chromebooks to use at home and free access to wifi to ensure
all of our students have internet access. We have weekly online conferences with classes in
addition to frequent one-to- one conferences. Technology support is available through the
district technology staff.
Equitable Access
The district will provide equitable access to materials and resources as outlined in the
district policy. Teachers have surveyed all students/families to identify access to online
learning and any barriers that would interfere with a remote instructional plan. We will
leverage the learning platforms and tools that we have available to deliver the most
appropriate content under the potential circumstances we may face. Options may include
borrowing a Chromebook or iPad (agreement will be signed) or picking up a hard copy
packet of work that is mirroring the on-line assignments. Students with Individual
Education Plans, as well as students identified as ELL, will have specific modifications for
learning based on available technology or unique needs of the students. Special education
teachers and ELL teachers will be responsible for documenting these needs and reporting
any additional needs to their supervisors or building principals.
Access to Technology and Internet Access
The Point Pleasant School District provided a device to any family in need to bridge the digital
divide for online learning. Families in the community were also directed to the various programs
offered through companies such as Verizon and Comcast that would provide free or reduced
pricing for Internet access. To date, the school district has distributed over 300 laptops.

The Point Pleasant School District utilizes the Google platform. Google is an autonomous
system that will run on any browser, including cell phones. Programs such as Google
Classrooms, add-ons, and extensions enhance the learning process. Students use other online
sites and programs such as YouTube, Khan Academy, Achieve 3000, Pearson Bridge and others.
Students can access online testing, video conferencing and collaboration with teachers/peers.
The students obtain assistance from their teacher(s) regarding technical difficulties. In return,
the staff through a special email, has direct access to the district technology department. Parents
can gain additional assistance through their school’s principal, assistant principals, and guidance
counselors.
School Nurses
School District Nurses will maintain open lines of communication with parents via email,
phone, and online video conference platform to answer questions and/or concerns. They
will communicate and help organize community resources to support families in need.
Collaboration with parents and physicians will take place as warranted to ensure the health
and safety of all students. School Nurses will consult with staff on how to best support
their students as well as themselves.

Summer Programs
Extended School Year Program
In the event that school closure continues into the summer, the District’s Extended School Year
will be provided via blended instruction to address individualized student’s goals and objectives.
The program will include four hours of virtual and independent work in addition to related
services provided as indicated in the student’s IEP. Transportation and 1:1 paraprofessionals
will not be provided. The program will maintain code mandated teacher/student ratios. Teachers
will utilize virtual platforms such as Google Meet, Google Classroom and email to meet with
students and post lessons. Other on-line platforms will be utilized as resources for
material/lesson delivery. Teachers will log attendance/participation and all phone and email
contact with families.

Summer School Expansion Programs
The district will provide, if able to and with guidance from the governor and commissioner of
education, a comprehensive summer school program that will include the following:
● on-line credit recovery programs for high school students
● small group remedial programs K-12 to address learning loss
○ small group administration of district assessments to help target instruction for
any summer school programs
● Expansion of the existing Title I summer and math literacy camps
● Small groups focused on mindfulness and social emotional learning
Preparation for Preliminary High School Graduation for the Class of 2020
An initial plan has been developed to have an outdoor ceremony, weather permitting. The plan
uses the social distancing guidelines recommended by the CDC for students and attendees. The
plan would limit the number of spectators to two people/student. Additionally, the students
would be spaced out on the football field and both sides of the field would be utilized for guests.
The plan was made in conjunction with the Point Pleasant Police Department to ensure that
adequate police coverage would be in attendance to patrol the crowd and enforce the CDC
guidelines and any other requirements from Governor Murphy.
If this type of ceremony is not allowed, the high school administrators are preparing to hold a
virtual ceremony. Plans are still in progress for that scenario.
