Preliminary Design
Involve internal stakeholders & subject matter experts from multiple disciplines in scoping, preliminary design, review,…
Include Hydrology and Hydraulics Study to determine culverts and bridges.
Develop conceptual traffic control plan and sequence of work.
Involve right of way staff early. Discuss impacts & access.
Include preliminary bridge design. Utilize Bridge Division for review.
Look for work to be considered in milestone calculations.
Include SUE & Geotech (pavement & bridge).
Look for ways to minimize risk and opportunities for innovation and accelerated construction.
Start bicycle, pedestrian, ADA and aesthetics conversations early.
Use appropriate surveying for phase of project development.

Environmental
Begin environmental Right of Entry early along with survey ROE. On projects where right of way is to be acquired and right of entry has been denied, work closely with right of way to gain access during or after acquisition.
Begin early environmental constraints within the study area- Desktop surveys.
If you identify that your project would require a USACE Permit with mitigation, especially if you anticipate an Individual Permit-Hold a pre-application meeting, face to face, with the USACE to discuss the project and anticipated impacts. Consider them a stakeholder until the permit risk is resolved.

Public Involvement
Develop a public involvement plan for projects- No matter what size of project you have. Use the Office of Public Involvement and their various resources
Hold early Stakeholder meetings- Public Officials, ISD, Emergency Response and identified landowners or citizen groups
Hold Public Involvement early in the project just after all the identified Stakeholders have been informed
Hold internal bi-weekly meetings with all internal stakeholders to discuss public involvement efforts for the next three months
Develop Project Web Pages for project that will have Hearings or Meetings
Develop business cards with our district contact information and the web address of our District Projects and Studies Page on txdot.gov

Have Public Involvement Early and throughout, including keeping public informed in construction

Include Right of Way mapping in Schematic phase
Involve Right of Way section early.

Let Prep Right of Way contracts (Allows Utilities to relocate sooner, schedule around nesting season, aid in fence relocation, gets ahead of construction)

Include SUE work during schematic phase.

Identify potential conflicts at the schematic phase. Look for space to relocate or make design adjustments to work around.
Early planning when laying out alignments to miss big ticket items: cell towers, control offices, transmission structures, sub stations, lift stations,…

Start Utility Coordination efforts at 60% schematic.
Use UACV contracts to assist with increased workload.
Accelerate drainage design to identify conflicts early.
Don’t allow abandonment in place, eliminates future issues.
