EXECUTIVE SUMMARY
This report presents Woodward-Clyde Consultants' (WCC) Quality Assurance/Quality Control(QA/QC) Audit of the analytical results from the Du Font-Newport Site Phase III RemedialInvestigation (RI). The samples were collected from April 1990 through April 1991 includingsoils, sediments, groundwater, surface water, and biological samples consisting of leaf, root, andfish tissue samples. The analytical results were reviewed using the Environmental ProtectionAgency Contract Laboratory Program, Statement of Work No. 2-88 (EPA-CLP, SOW-88) andthe laboratory data validation documents, "Functional Guidelines for Evaluating OrganicAnalyses (2/1/88)" and "Functional Guidelines for Evaluating Inorganic Analyses (7/1/88)."
All analytical services were performed by CompuChem Laboratories in Research Triangle Park,North Carolina, Bowser-Morner, Inc. in Dayton, Ohio and ENSECO Laboratories inCambridge, Massachusetts and Somerset, New Jersey, except for 11 biota samples (fish tissue)and 24 biota samples (leaves and roots) which were analyzed at Hazleton Laboratories inMadison, Wisconsin.
The laboratories' QA/QC deliverables were audited for completeness, precision and accuracyaccording to Contract Laboratory Protocol (CLP). Some parameters, such as total dissolvedsolids (TDS), sulfate, and pH analyses, are not part of the CLP parameter lists. In these cases,the method itself was used as a guideline to assess the data quality. The analytical data fromHazleton Laboratories (biota samples), and Round 1 and Round 2 of the residential wellsamples (taken on 4/20,5/15,9/28, and 12/14, of 1990) were reviewed by WCC in the Denver,Colorado office. All other data from this sampling event was reviewed by WCC in thePlymouth Meeting, Pennsylvania office. All QA/QC audits were incorporated into this report.All samples validated for this audit are listed in Table 1.
During the Phase III RI approximately 916 locations were sampled and analyzed for 39,153parameters. Overall, the data quality was acceptable. Some QA/QC problems exist but werenoted by the laboratory. Out of 39,153 parameters analyzed, 708 were unusable. Thus, onlyabout 1.8 percent of the data failed QA/QC requirements.

Out of the 708 unusable data points, all points were non-detect except three results. The twophenol values of 2 ug/1 for samples GWS-DUP and GWS-COMP5 were considered to beunusable. The third unusable positive result was the 26 ug/1 value of 2-Methylphenol forsample GWS-DUP.
The data that was qualified as unusable is a result of applying validation guidelines. Thespecific criteria that is exceeded is separated into the individual functions within the auditreport. Listed below are some of the criteria exceedances that can cause a data point tobecome unusable.

1.INTRODUCTION

Chain-of-Custody forms were submitted to the laboratory with each sample shuttle. Each chain-of-custody included the date, time, sample locations, and personnel who handled the samples.Copies of the chain-of-custody forms were included with each analytical report, with theexception of: sample delivery group (SDG) 619115 (metals fraction), SDG 061913; no chainfor samples MW-29-4, MW-29-10, MW-29-16, MW-29-22 (original fraction), and SDG 06191111;no chain-of-custody for TB-30-1 (original fraction). Under Contract Laboratory Protocol (CLP),the chain-of-custody forms must be included in the deliverables report. Copies of the chain-of-custody forms were obtained from the WCC in-house files and were used in the validationaudit.

2.0QUALITY ASSURANCE/QUALITY CONTROL AUDIT
2.1 ORGANIC ANALYSES
Holding Times: The holding time is the amount of time from sample collection to extractionand/or analysis. EPA-CLP SOW-88 method requirements indicate that volatile organicsanalyses must be completed within ten days of sample receipt of water samples and ten daysfor soil (sediment) samples. Semi-volatile samples including base/neutral extractables, acidextractables and pesticides/PCBs, must be extracted within five days and analyzed within fortydays of sample receipt for water samples. Sediment semi-volatile samples must be extractedwithin ten days and analyzed within forty days of sample receipt. The 1988 Guidancedocuments have slightly different holding time criteria.
All analyses occurred within their required holding times in accordance with both SOW-88 andthe 1988 Guidance documents except for those samples listed below:

All of the samples mentioned above for all fractions should have their positive results flagged ^with a "J" (result qualified as estimated) and non-detects flagged with a "UJ" (quantitation limitsis an estimated quantity). For the samples with gross holding time exceedances B-10-4, B-10-10,(pesticide fraction) TB-30-4.5 (volatile fraction) and B-l-6 (semi-volatile fraction) should havetheir positive results considered estimated (flagged with a "J") and non-detects consideredunusable (flagged with an "R").
Five samples (Necastro-A, R-9, R-14, R-5, Necastro-B, R-4) were analyzed for pH. Thelaboratory method states that pH should be measured as soon as possible after the samples arereceived into the laboratory. The above mentioned samples were analyzed four days afterreceipt. WCC feels that four days after receipt is beyond the implied holding time andtherefore all pH results should be considered estimated.
Surrogate Spikes: Surrogate spikes are isotopically labeled compounds used to quantifyrecoveries. Toluene-d8, bromofluorobenzene and l,2-dichloroethane-d4 were used to spike the

volatile samples. Nitrobenzene-d5, 2-fluorobiphenyl, terphenyl-d!4, phenol-d5,2-fluorophenoland 2,4,6-tribromophenol were used to spike the base/neutral (BN) and acid extractable (AE)samples. Dibutylchlorendate (DBC) was used to spike the pesticide/PCB fraction. Thesesurrogate compounds were used for all requested analyses.
According to CLP, all volatile samples with any surrogate spike failures and samples withgreater than two BN or two AE surrogate recoveries outside of their acceptable ranges, mustbe re-analyzed, and all corrective measures documented. The 1988 Guidance documentsrecommend positive results be qualified with a J and non-detects with a UJ for all samples withsurrogate recoveries outside of the acceptable ranges. In situations where recoveries of anysurrogate spike compound are less than 10 percent, all positive results should be flagged witha J and non-detects should be flagged with an R, according to the 1988 Guidance documents.
Surrogate recoveries were reviewed for all organic analyses. All samples had surrogaterecoveries fall within their acceptable percent recovery (%R) ranges except for those below:

Eighty-three analyses had a surrogate (phenol-d5, 2-fluorophenol, 2,4,6-tribromophenol)recovery outside control limits in the semi-volatile fraction. Due to the low to zero recoveriesof the acid extractable surrogates in all of the above samples (MW-31F, MW-31FRE, MW-33A,MW-33ARE, MW-38F, MW-38FRE, GWS-COMP1, MW-21A, MW-21ARE, MW-29AF,MW-29AFRE, GWS-COMP1MS, GWS-COMP1MSD, MW-23A, MW-23ARE, MW-24A,MW-24ARE, MW-25A, MW-25ARE, GWS-COMP3, GWS-COMP4, GWS-COMP3RE,GWS-COMP4RE, GWS-COMP5, GWS-COMP5RE, GWS-COMP7, GWS-COMP7MS,GWS-COMP7MSD, GWS-DUP, GWS-DUPRE) all of the acid extractable positive resultsshould be considered estimated (flagged "J") and non-detects should be considered unusable(flagged "R"). It should be noted that sample GWS-COMP1 obtained zero percent recoveriesfor all three acid extractable surrogates and was not rerun by the laboratory as required underCLP

Twelve samples had a surrogate (dibutylchlorendate) recovery outside control limits inpesticide fraction. Two samples (MW-31F and MW-26A) obtained high surrogate recoveries;these samples should have their positive results considered estimated (flagged "J"). Foursamples (MW-26BS, B-18-4MSD, B-18-4MS, and B-ll-4) obtained low recoveries fordibutylchlorendate; these samples should have their positive results considered estimated(flagged "J") and their non-detect results should have their quantitation limits consideredestimated (flagged "UJ"). Six samples (HRB-3-4, B-25-12MS, B-25-12MSD, B-4-16, B-9-13,TB-29-04MS) obtained zero percent recoveries for dibutylchlorendate; these samples shouldhave their positive results considered estimated (flagged "J") and their non-detect resultsconsidered to have estimated detection limits (flagged "UJ").
Matrix Spikes/Duplicates: Matrix spikes are used to evaluate the analytical accuracy for givencompounds to be extracted and detected in a sample matrix. Matrix spike duplicates indicatethe relative precision per matrix. The spike recovery is the percentage of the spiking compounddetected in the spiked sample. Matrix spike recoveries of organic compounds are used inconjunction with other QA/QC information to determine the quality of the analysis. Matrixspike recoveries for organic data alone cannot be used to invalidate data.
Matrix spikes and duplicate matrix spikes were performed at the frequency required by thework plan for the Newport Site. Results of all the matrix spikes were within the recommendedpercent recovery ranges, except for the following compounds which were subsequently flaggedby the laboratory:

Field/Trip/Laboratory Blanks: Field blanks are samples of distilled-deionized, contaminant-free water prepared in the field by pouring water over or through a clean sampling device intosample bottles and then returned to the laboratory for analysis. They are used to establish theeffectiveness of the sampling device cleaning procedure and to indicate if cross-contaminationtakes place between sampling locations. Trip blanks are sealed samples of distilled-deionized,contaminant-free water prepared in the laboratory and shipped to the site but never opened andare used to check for potential sample contamination during the shipment process. Laboratoryblanks (method blanks) are samples of distilled-deionized, contaminant-free water prepared inthe laboratory to check for sample contamination during analysis. The criterion for reportingcertain common laboratory contaminants (methylene chloride, acetone, toluene, 2-butanone andphthalate esters) is ten times the concentration of those compounds found in any associated

In the samples listed above the sample results were less than 10 times the concentration resultin the associated laboratory blank for the common laboratory contaminants or less than 5 timesthe concentration result for benzene and benzoic acid. All sample results for the associatedcompounds listed above should have their results considered non-detect.
A total of 50 trip blanks were received by the laboratory during the Phase III sampling event(see Table 2); 11 trip blanks that were sent to the laboratory were unusable, 5 trip blanks weresent to the laboratory with no volatile analysis, 2 trip blanks were disposed of by the laboratory,2 trip blanks arrived at the laboratory broken, and 2 trip blanks were not received by thelaboratory. Twenty-five trip blanks taken during this phase reported no positive results in thevolatile fraction. Methylene chloride, a common lab contaminant, appeared in 10 trip blanks(TB-24, TB-25, TB-2, TB-10, TB-7, TB-16 (9-30), TB-12, TB-13, GWS-TB3, Labpure (9-23))at concentrations less than 3 ug/1. Due to the fact that methylene chloride is a common labcontaminant, WCC feels that the small results obtained will not affect the associated samplesthat traveled with these trip blanks.
Four trip blanks obtained positive results of other volatile organic compounds. Trip blank TB-6displayed a result of 6 ug/1 of acetone (another common laboratory contaminant). Sample B-32-4, which is associated with TB-6, also obtained a small positive result of acetone; this resultshould be considered a non-detect. Trichloroethene (TCE) appeared at 1 ug/1 in trip blanksTB-1112 and GWS-TB1 and only one sample (MW-3C) associated with these trip blanksdisplayed a positive result of TCE at 1 ug/1. TCE positive results should be consideredunusable for sample MW-3C. A tentatively identified compound (TIC) pentane was observed

in GWS-TB3 at 10 ug/1. Of the associated samples of GWS-TB3, one sample (GW-4) reported'pentane at 12 ug/1; this positive result should be considered a non-detect due to its probablesource being in the laboratory.
A total of 28 field blanks were taken during the Phase HI sampling event (see Table 3 forsamples associated with each field blank). Six field blanks (FB-1, FB-3, FB-5, MW-888A, MW-888F, and MW-888I) showed no contamination; therefore, no samples were affected. Thirteenfield blanks exhibited positive results of common laboratory contaminants.

Field blank MW-888Dobtained a positive result of tetrachloroethene (PCE) at 14 ug/1. Four samples (DM-U7, MW-8, MW-9, MW-26) exhibited results of comparable levels for PCE; these results should beconsidered unreliable.
Equipment Calibration: Tuning and performance criteria are established to ensure resolution,identification and some degree of sensitivity. Compliance requirements also enable one todetermine that the instrument is capable of producing acceptable quantitative data. The initialcalibration demonstrates that the instrument is capable of acceptable performance in thebeginning, while the continuing calibration documents satisfactory performance of theinstrument on a periodic basis (usually every 12 hours).
•Ion abundance and frequency of calibration criteria were met in the GC/MS tuning and masscalibrations for pesticide, volatile, and semi-volatile analysis. For the initial and continuingcalibrations, the average response factor (RF) for the System Performance Check Compounds(SPCC) and the Percent Relative Standard Division (%RSD) for the Calibration CheckCompounds (CCC) were reviewed. Listed below are the initial and continuing calibration checkcompounds whose percent exceedances affect positive sample results. These samples shouldhave their results considered estimated.

The average relative response factor for 2-butanone fell short of its minimum response affectingall non-detect results as unusable (flagged "R") and all positive results as estimated for samplesTB-7, TB-8, TB-9, TB-10, TB-11, FB-2, Necastro A, Labpure (5-15).
Internal standards (IS) performance criteria ensure that GC/MS sensitivity and response isstable during every run. Internal standard area counts must not vary by more than a factor oftwo (-50% to + 100%) from the associated calibration standard and the retention time of theinternal standard must not vary more than ± 30 seconds from the associated calibrationstandard. One sample B-21-4 had two internal standards fall short of the control limit in thesemi-volatile fraction. Internal standard chrysene-d!2 obtained an area count of 95,800 (controllimits 103,500 to 414,000) and internal standard perylene-d!2 obtained an area count of 36,900(control limits 67,000 to 268,000). The twelvesamples that obtained retention time shifts for dibutylchlorendate outside the control limitsshould have its positive results considered estimated (flagged "J") and its non-detects consideredunusable (flagged "R").
Detection Limits: Detection limits for all organic sediment analyses were found to beacceptable according to the CLP methodology.
General QA/QC: Qualitative criteria for pesticide compound identification have beenestablished to minimize the number of erroneous identifications of compounds. Retention timesof reported pesticide compounds must fall within the calculated retention time windows for twochromatographic columns. Sample MW-31F-14 has reported a positive result of PCB-1254when only one of the two columns ran for that sample reported the retention time within thecalculated retention time window for PCB-1254. PCB-1254 positive result for MW-31F-14should be considered unusable.

2.1.2 Inorganic Analyses
All QA/QC parameters reviewed for the inorganics have the same purpose and similarmethodology to the organics, as outlined in Section 2.1.1 of this audit, unless otherwisespecified. To distinguish between field filtered samples and total samples, field filtered sampleshave a (D) following the location name for "dissolved".
Holding Times: SOW-88 method requirements indicate that total and dissolved metals analysesmust be completed within 180 days, except mercury and total cyanide which must be completedwithin 26 days and 14 days, respectively. The 1988 Guidance documents have slightly differentholding time criteria. All inorganic analysis holding times were found to be within requiredlimits for both SOW-88 and the 1988 Guidance documents except for those samples listedbelow:

A total of 30 field blanks for inorganic elements were taken during the Phase III samplingevents. (See Table 3 to see what samples are associated with each field blank and also notethat there is not a FB-9 for inorganic analysis and all field blank locations starting with GWSand MW also have a field filtered (D) analysis.) Almost all the field blanks obtained positiveresults of inorganic compounds. This raises questions about field decontamination or samplingtechniques throughout these sampling events. Interference Check Sample: The Inductively Coupled Plasma (ICP) interference check sample(ICS) verifies the contract laboratory's inter-element and background correction factors. AnICS must be run at the beginning and end of each sample analysis run. The ICP ICS wereperformed at the required frequency. All results of the ICS solutions were within therecommended control limits, therefore no sample results should be affected.
Laboratory Control Sample: Laboratory control samples (LCS) are samples with knownconcentrations of inorganic elements in which the laboratory's accuracy is determined bycomparing the detected result versus the known true concentration.
