History
The Pepperell Mill Campus is a former textile complex located along the banks
of the Saco River in Biddeford, Maine. A century ago, the Pepperell
Manufacturing Company was the nerve center of the Biddeford/Saco
community.
In 1840, the company started expanding. By 1900, over 5 million square feet of
interior manufacturing space had been constructed. By 1915, electricity arrived
and the textile industry commenced shifting operations to the south, as this was
the source for raw materials (cotton).
The shift led to a decline in
profitabil ity, and prompted mill
executives to search for a new product
to manufacture. In 1966 the first Vellux
blanket (early polar fleece) was
invented. With great success ,
production topped 6,000,000 blanketsannually and continued until 2008.
During that time, the company spent
millions of dollars in building improvements and maintenance, keeping the mill
facilities up to date. In 2008, giving into pressure of low cost foreign labor, the
mill owners decided to stop production. By 2009 the complex was up for sale,
leaving behind an impressive infrastructure of buildings with completely
updated facilities and utilities.
In 2010, Doug Sanford completed the purchase of the former WestPoint
Stevens property, and the Pepperell Mill Campus was founded. The newly
purchased parcel and buildings, along with the North Dam Mill (purchased by
Sanford in 2004) make up 17 acres, 16 buildings, and over 1 million square feet
of interior space.

Location Viability
The Amtrak station is located within walking distance to the mill, providing
excellent commuter service from Freeport to Boston and beyond.
The complex is 15 miles South of Portland, 40 miles North of Portsmouth, and
90 miles North of Boston
The campus is located in York County, the fastest growing county in the State
of Maine.
Strategically located on the banks of the Saco River, the campus also sits only
3.5 miles from the beaches of Southern Maine, with direct open water access
to the Atlantic Ocean.

The Pepperell Center
The new Pepperell Center (formally Building 13) is the major commercial
component and the largest single structure within the Pepperell Mill Campus.
The Pepperell Center is the chosen site for a data center and data reliable
infrastructure. The 136,000 square feet of open, high ceiling, high weight load
floor space is ideally suited for data center
activity. The flexibility of the open space
allows for many development options. The
interior structure of the Pepperell Center is
ready for immediate and cost effective build
out. Build out cost at the Pepperell Mill
Campus traditionally fall well below market
rates.
Commonly, IT professionals spend countless
hours at a data center working on racks,
serve rs, appl icat ions, or tuning theinfrastructure. Good accommodations and a

Facilities & Utilities: Critical Infrastructure that grows with you
There are several required decision points to be made when examining the
right data center for an organization. Critical components such as high-capacity
metered electricity, cooling, access to fiber optic networks, physical
infrastructure and security are all important factors. The Pepperell Center
addresses these critical components in a way that uniquely positions the facility
to become the premier data center site in the region. Existing utility
infrastructure includes the following:
Electricity
Two separate electrical services enter the complex and are loop connected.
These service connections to Central Maine Power (CMP) are located at two
opposite ends of the campus, and are served by different transformer systems.
The electrical service in place is a high capacity 6,000 amp three-phase system,
offering limitless capacity to any type of commercial use.
The electrical service in the Pepperell Center is designed and ready for transfer
switching to a back-up generator system. Natural Gas fired back up generators
can be easily deployed in any form factor or in any electrical capacity.

Combined Heat and Power (CHP)
Plans are in place for the development of a Combined Heat and Power (CHP)
plant for the purpose of providing primary electricity and heat for the Pepperell
Mill Campus, as well as the rest of the Biddeford Mill District. The proposed
CHP plant will serve three primary purposes:
a. To provide the primary source of electricity to the mill and all electrical
applications, thus moving the districts electricity provider (CMP) to a
secondary back-up source. Natural gas fired generators will move into the
third position, providing further redundancy.
b. The proposed CHP system will allow for low cost energy to all users, as the
cost for electricity delivery charges will be considerably reduced.
c. The proposed CHP system will also provide a highly efficient heat source for
the space heating of the entire campus. This will allow for further cost
savings to its users when compared to other commercial locations in the
region.

Natural Gas
Two large capacity six inch high-pressure natural gas mains serve the Pepperell
Mill Campus, fed from two entirely separate sides of the campus. The two gas
mains are inter-connected internally, insuring reliable fuel redundancy during
normal use or emergency situations. Natural Gas by nature is proven to be a
reliable fuel source. The combination of source abundance and high efficiency
makes natural gas the go to fuel for the foreseeable future.
Access to Fiber Optic Networks
The Pepperell Center maintains two diverse and separate entrances of fiber
optics. The center currently has multiple fiber feeds from providers in the
region, who offer access to the Internet and cloud based computing solutions.
The two entrances are located on opposite ends of the campus, and are inter-connected between the two locations.
The Pepperell Center also has access to dark fiber, connecting northern Maine
and the Boston markets. This informational super highway allows any company
direct access to the Pepperell Center from anywhere within the region. Once a
dark fiber connection is made, connection to the Pepperell Center simply
becomes another node on the network.

Cooling
The Pepperell Center retains the Department of Environmental Protection
permit rights to a high volume of Non-Contact Cooling Water, sourced from the
Saco River. These water rights will significantly reduce the dominant operating
cost of cooling data equipment, as well as the cooling cost of interior space. Non
contact cooling via the Saco River, offers a significant advantage to utility cost
savings.
Security
The Pepperell Center and its surrounding campus is a completely privately
owned site. The developer controls all access roads, entrances and walkways
into the campus. Currently the complex is monitored with a 24/7 videosurveillance system. Plans are in place to implement a fully integrated security
system, including an access control system (ACS) and a badge and equipment
checking process. This location allows for easy implementation of any level of
security system.
