HANOVER Park residents areaccusing the local housing officeof corruption.
One housing officer in particularis the main cause for their concern,and residents allege he moved hisrelatives into a vacant house inGal-ilee Walk without following theproper procedures.The house had been unoccupied
since an elderly woman died in thehouse last year. The deceased didnot have any beneficiaries and thehouse was left vacant.Locals say two people moved into
the house on Friday 4 January and
residents were immediatelyalarmed. Several people living inthe neighbourhood have been onthe housing list for years and areliving in backyard dwellings whilewaiting for a house to become avail-able.Community worker Sofia Fritz
says: “The community is very upsetand they have reason to be. We per-sonally went to this housing officerto ask him what will happen to thehouse.He explicitly said that noonewill move into the house yet. Thatsame night in the middle of thenight two people moved in – one ofwhom we know is his nephew.”Fritz says the officer did not do
his job properly and apparently ad-
mitted that the tenant was family.“There was a similar situation at
another house in the area not toolong ago and he called law enforce-ment; those people were out of thathouse within 24 hours. Whycouldn’t he do the same with them?Because they are his family. Hesaid, in front of me and several wit-nesses, that the man was his neph-ew and he had to look after his fami-ly,” Fritz alleges.Mayoral Committee member for
Human Settlements, Ernest Son-nenberg, says theCity ofCapeTownis aware of the allegations by Hano-ver Park residents, but denies thenepotism claims.“City officials are not allowed to
make provision for their familiesand the City stands firmly againstthis kind of favouritism,” he says.The people currently living at the
residence will have to move, Son-nenberg continues.“The residents have been in-
formed that they do not qualify forthe tenancy of the unit and are re-quired to vacate the premises. Ap-propriate action is being taken to ef-fect this,” he says.Aziza Cupido who lives in the ar-
ea is livid and says she wants to“take the law into her own hands”.“I have been on the waiting list forover 20 years. I have six childrenand I amill. I have to live inabunga-low while other people can just
comehere and takewhat theywant.What makes them so special? Ifthose people were on the waitinglist I would not mind them movingin there because then it would befair – everyonewaits their turn.ButI can assure you that they are noton the waiting list,” she fumes.A resident, who does not want to

The event is on at the new District SixHomecoming Centre in the former SacksFuteran Building in Buitenkant Street.Old newspaper clippings of past winners
who participated in the pageant between the1980s and 2012 can be viewed.
Interesting facts and photos of every pastwinner forms part of the exhibition, as wellas a photo of how they look today.Carolie Roberts, who was crowned Miss
Spring Queen in 1985, became emotionalwhile looking at her photo on her specialnight. “Seeing this exhibition was breathtak-ing,” she said as she wiped tears from hercheeks. “That was one of the best days of mylife. I see myself as an ordinary Cape Towngirl and to see how my life has turned outmakes me very proud.”
Lumka Vumendlini (20), who was crownedin November, also attended the opening.Local clothes designer Shakur Olla ques-
tioned the way forward for the South Africanclothing industry. “Many changes still needto be made so that workers in this industrycan benefit,” he said at the event opening. “Ifwe rightfully acknowledge our women, theycan become absolutely brilliant. If Americacan cater to a worldwide market, so can we.”The exhibition runs until Tuesday 26 Feb-

TWO local schools are much safer thisyear with the help of Metro police, theCity of Cape Town and the provincial de-partment of education.
Phoenix High in Manenberg and CrystalHigh in Hanover Park each have a Metro Po-lice officer permanently deployed at theschool and each officer is tasked to identifyand deal with disorder, crime and rotten be-haviour.The officers are trained as School Resource
Officers and will help with security.The schools are two of six schools chosen
tobeapart of thepilot project in theprovince.They include Oscar Mpheta High in Nyanga,Lotus River High, Bishop Lavis High and Siz-imisele Kuyasa High in Khayelitsha.The unit was deployed the start of this
school year at facilitieswith escalating safetyissues that are most vulnerable to violence.Gang related incidents have been reported
at these particular schools, and the officersare also there to prevent further incidentsfrom happening. If incidents occur, officerscan call for reinforcements from police andMetro Police. They can also conduct searchesand make arrests themselves, explains JPSmith, the Mayoral Committee member forSafety and Security.Bronagh Casey, the spokesperson for pro-
vincial education minister Donald Grant,says the schools chosenaren’t necessarily theschools with the most problems.“The programme was initiated as a re-
sponse to the violence, gangsterism, burglaryand vandalism at Cape Town schools. Eachofficer will be responsible for working withthe principal, school safety committee,school safety volunteers, learner supportstaff, departmental officials and other roleplayers at or assigned to their school to iden-tify and address the underlying problemswhichmay lead to disorder, ill-discipline andcrime, and implement strategies to overcomethese problems tomake schools and their im-mediate surroundings safer,” she says.“We have selected and trained qualified
and skilled Metro Police officers who areequipped to provide the support to participat-ing schools, as well as their staff, learners,parent groups and the communities in whichthey operate.”Casey says the officers will be responsible
for providing law enforcement services toparticipating schools and areas adjacent tothese schools; providing relevant advice andsupport to school staff, school safety commit-tees, school safety fieldworkers and schooldistrict coordinators; developing and imple-menting school-based crime prevention pro-grammesandprogrammes that promote goodbehaviour and social cohesion within theschool environment; improving the readi-ness of schools to deal with emergency situa-tions; assisting schools with the early identi-fication of illegal activities involving youthat risk; creating networking opportunitiesthat promote community involvement inschool safety initiatives; and providing su-
pervised after-school activities for learnerson school and community safety-related top-ics.Principal of Crystal High, Dino Abrahams
says there are lots of challenges at the schoolbut most of the problems stem from externalinfluences. “The project is a much-needed re-source to assist us. If the officers can assuresafety and security, we as staff can work onour core function of educating the learners,”he says.The officer stationed at Crystal High, Ash-
ley Daniels, has already come to the rescue.“Last week, we had a shooting incident. It
wasn’t on school premises but somewhereclose-byand theofficer could immediately getback up. Therewas immediate response frompolice and Metro Police. “Usually it takes awhile for police to come out when there areshootings in the area. His presence in uni-form and visibility is making a huge differ-ence,” says Abrahams.He explains their problematic times are in
the morning when pupils come to school andwhen they leave for home in the afternoon.
“Some students bring along gangsterfriends in themorning or are fetched by themand there is a lot of tension because therewould be different gang members. The offic-er’s presence in uniform defuses the tensionand makes it much safer for everyone be-cause these gangsters don’t respect us asteachers. They would fight regardless of
whether we were standing there or not,” hesays.The first phase of the pilot project will run
until the end of 2013,when itwill be evaluatedand changed if necessary, and four moreschools will be added. At the end of the pilotphase, the City will review its successes andfailures and decide how to proceed.

AFTER a week of being in operation, aManenberg school was forced to close itsdoors.
The Manaarul Hooda Islamic School inGouritz Road was shut down last Tuesday af-ter provincial education department officialssaid the school was not registered.Fagrodien Johnson, the co-founder of the
faith-based school, says the school followedthe procedure of being registered.“We are operating as an Islamic school
with spiritual learning, but also offer aca-demic studies,” he says.“Last year we inquired at the department
about registering the school. Were were un-der the impression that we could operate asa religious learning centre.”The school is still open, but only operates
as a madrassah.“A madrassah is where we teach pupils
about the Islamic way, the history of Islamand what is required of a Muslim,” Johnsonsays.“We are presently busy with putting every-
thing in place according to the criteria of thedepartment. We want to comply with the de-partments regulations because we want ourlearners to benefit academically as well.”
Anina Jonathan is a parent of one of the 31children enrolled at Manaarul Hooda and be-lieves the school is a benefit to the communi-ty.“I plead with the government not to close
the school because in our community, drugsand gangsterism is a problem. The school in-spires the children not to do drugs or becomepart of gangs,” she says.“The school is affordable and provides aca-
demic and religious learning. They even pro-vide meals for the children.”Millicent Merton, a spokesperson for the
educationdepartment, says the school didnotregister as an independent school andonly in-dicated last week that they plan to be regis-tered.“Application for the registration of an inde-
pendent school must be submitted to the de-partment, via an education district office, by30 June of the year preceding the year inwhich the school intends to begin operating.For registration purposes, the school mustconform to accommodation, education andmanagement requirements prescribed in thepolicy for registration,” she says.“Aminimumof 20 potential learners are re-
quired for registration. Teachers employed atan independent school must be suitably qual-ified and registered with the South AfricanCouncil for Educators.”
Merton says schools that operate withoutbeing registered are committing a crime.“Any person who operates an unregistered
independent school is guilty of an offenceand, on conviction, liable to a fine or impris-
onment,” she says. “Any school that wants tooffer recognised basic education pro-grammes to children of school-going age dur-ing normal school hours must register as anindependent school.” she says.

CHUKKER ROAD residents are demand-ing traffic calmingmeasure after a head-on collision last week.
According to witnesses, the accident hap-pened in the early hours of Sunday 20 Janu-ary when a motorist allegedly tried to over-take three vehicles.
Three people were injured.Kenwyn resident and chairperson of the
Kenwyn Ratepayers and Civic Association,Mark Kleinschmidt, says the sharp bend inthe road, poor lighting and limited views ob-scured by trees contributed to the near fatalaccident.
Residents say something must be done.“This accident begs the traffic authorities
to address the implementation of trafficcalming measures along Chukker Road,which has become a busy arterial byway tomotorists exiting the M5 highway and Wet-ton Road.
“Although the statutory speed limit alongChukker Road is 60 kilometres per hour, res-idents and road users often complain thateven heavy duty vehicles contravene thelimit,” says Kleinschmidt.
“The Oaklands High School learners andthe number of sports people that use theChukker Road Sports Complex are also atgreat risk, and near fatalities are frequent.”
Gerald Thiem, who has been living in thearea for almost 40 years, says coming out of
his driveway is, at times, a nightmare.“This road was not designed for the
amount of traffic currently coming throughhere. Besides that, motorists come flyingdown the road. It is shocking how they disre-gard traffic signs,” he says.
“Something needs to be done to try andmake it safer here. They can put speedhumps here. There are always children andwalkers down this road and it is a safety haz-ard.”
Thiem recalls an accident that happenedlast year where an elderly woman was com-ing out of one of the side roads. A speedingmotorist rammed into her car.
“One of the cars knocked my wall downand and damaged my pool pump. I called myinsurance company to get it fixed but at theend of the day I had to pay the excess to theinsurance company,” he says.
Ward councillor Anthea Green says shehas made enquiries to the traffic departmentto try and get calming measures installed.
“I am aware of the complaints from resi-dents in the area about Chukker and a fewother roads.
“We will be having a meeting soon to tryand look at solutions,” she says.
“I have enquired about traffic measureslike speed bumps being put there but unfor-tunately it can’t be done because the road isclassified as a tertiary, class three road. Thismeans that there is a high rate of traffic onthat particular road.”
She says traffic officers with speed camer-as are occasionally deployed in the road butThiem says it doesn’t help.
“It is once in a while that we see traffic of-ficers in the road. When they are here, mo-torists slow down but when they’re not, it’sthe same old story,” he fumes.

UNJUST:UNJUST: Andiswa Sam says violence is not theway as it only makes things worse. “Violenceis not a sign of desperation, but an opportunity(for some people) to ruin what has alreadybeen done for them. The only way to go forwardis to address their issues in a civilised way.”
OTHEROTHER MEANS:MEANS: Zach Simpson believes thereare other ways of dealing with the protesters’concerns. “The violence may be a sign of desperation, but there is no need for it. They shoulduse peaceful methods of protest that haveserved this and other countries well.”

GREENHAVEN residents are elated afterthe vagrants living on their doorstephave finally been relocated.
For the past few years, vagrants have beenliving under the College Road bridge and theissue has been a recurring topic between res-idents and officials.
But since the removal of eight homelesspeople two weeks ago, they have not re-turned - unlike other times.
This time, instead of just clearing the areaof vagrants, Social Development and LawEnforcement officials worked closely withthe vagrants and moved them to the Observ-atory Assessment Centre.
Executive director of Safety and Security,Richard Bosman, says that vagrants havebeen occupying the bridge on and off forabout 10 years. “This has been an ongoingconcern for many years with little or no re-sults. Due to this, subcouncil 17 set up a spe-cial task team to address certain concernswithin the area, College Road bridge beingone of them,” says Bosman.
Bosman says an integrated approach be-tween the law enforcement agencies, SocialDevelopment, Solid Waste, Roads and Storm-water and City Parks departments will helpto keep the area clear of squatters but resi-dents need to play their part.
“Residents and businesses have also con-tributed to the problem of vagrancy withinthe community, as they continue to providehandouts and informal employment directly
to street people,” he says. “Should they wantmore information regarding the City’s GiveResponsibly Campaign they can call 0 0800872 201 (from a cellphone or landline) or0 107 (from a landline).”
Ward councillor Junade Hoosein says:“We had to do something because the com-munity was getting frustrated with the situa-tion. A few wanted to take the law into theirown hands after an incident where a boy wasknocked down by a car after a vagrant’s dogattacked him,” he says.
Hoosein adds that while the vagrants werea problem because they squatted under thebridge, there were also criminals pretendingto be homeless.
“People were using the homeless status tocommit crimes because we found weaponsand a plastic toy gun – which we suspect wasused to rob people – at the structures underthe bridge.”
But the integrated apporach is expected toyield results, he says.
“There are daily patrols by police and thecommunity calls to report any suspicious ac-tivity.”
Resident Shamiel Hassiem says it’s abouttime something is done about the vagrants.
“No one wants vagrants around their area.It’s an eyesore because Greenhaven is an up-standing community. This problem has beencoming along for quite some time now. I amnot trying to be mean; I am an understandingman and these people have obviously gonethrough some hardships during their life.But something needed to be done becausethey were becoming a nuisance,” he says.

A STENCH caused by illegal dumping at avacantplot is gettingup thenoses ofManen-berg residents.
Mattresses and rubble are constantly beingdumped at the plot in Kareedou RoadNazlie Southgate, who lives next to the plot,
says she is battling with rats at her home anda terrible smell coming from the erf.
“When I confront some of the people, theytell me that it’s not my property,” she says.The dumping is done in the early hours of
the morning, Southgate says. People wouldcome with their trolleys filled and toss theirrubble near her driveway.“When it’s a windy day the dirt blows up
to our premises and we have to clean theyard four to five times a day,” she says.“I am embarrassed when I have visitors at
my home because the smell and the dirt istoo much too handle.”Ward councillor Junade Hoosain says the
community has a role to play in order to stopthe dumping.“The community needs to take ownership
because it’s their area. If they see someonedumping there they should report the indi-vidual to Law Enforcement,” he says.“A fence was put up on both sides of the
plot but on the other side a part of the fenceis gone.“We can’t keep replacing or fixing things
that have been stolen or vandalised. In allthe communities people need to work withtheir councillors so thatwe can uplift our ar-eas.”NinaHeuvel also livesnext to thedumping
area. She says people sometimes burn theirrubbish on the open field.“Sometimes people burn their dirt and I
have to extinguish the fire myself for fear ofmy house being burnt down,” she says.“We have confronted some of the people
who dump here but it didn’t help becausethey are still doing it.”Southgate says the dump is a health haz-
ard for her diabetic 15-year-old daughter.“The germs that come from the plot is not
good for her health,” she says.Heuvel says the plot was normally cleaned
once a month by the council but lately noth-ing has been done.

REQUEST FOR APPLICATIONS FOR GRANTS 2013/14Arts and culture
The City of Cape Town’s Tourism, Events and Marketing Directorate is inviting applicationsfor funding from arts organisations/institutions within the municipal boundaries of the Cityin one of the following areas:
1. Productions for a Performing Arts Festival in July 2014. Performing arts companies andgroups (in drama, dance, music, opera, and spoken word) are invited to submit proposalsfor original productions.
2. Events with a national and/or international impact (July 2013 – June 2014).Only applications for existing events taking place in Cape Town that include adevelopmental component will be viewed favourably.
Applicants need to indicate:(a) numbers attending the event in the last 2 – 3 years,(b) media value attained, and(c) economic impact (if possible).
All applicants must have a proven track record of no less than 2-3 years. A portfolioincluding press releases is required.
The City of Cape Town expects all applicants to have multiple sources of income and willnot provide bulk funding or fund entire proposals. Proof of funds raised or successful pastexperience at raising funds needs to be shown.
Supporting documents must include proof of bank details, NPO certificate, valid taxclearance certificate, latest municipal rates account and most recent audited financialstatements. All documents must be certified.
Applicants must complete the prescribed application form, which is available at our office onthe 14th Floor, Telkom Tower, Standard Bank Centre, Hertzog Boulevard, Cape Town, or can bedownloaded from www.capetown.gov.za, or by contacting Natalie Harper on tel 021 417 4101.The original form must be submitted – no photocopies, faxes or e-mails will be considered.
Late submissions will not be considered.
The completed application forms must be hand-deliveredto our abovementioned offices by no later than 16:00 onThursday 28 February 2013.

HARSH penalties for drug-relatedcrimes do more harm than good.
This is according to Shaun Shelly, theAddictions ProgrammeManager of HopeHouse Counselling Centre, which catersfor addicts from across the city.The criminal sanctions for drug ad-
dicts is praised, encouraging harsherpenalties, he says.“Even the recent special remissions of
sentences, granted by the president, haveexcluded those convicted of drug-relatedcrimes. Although this is a popular opin-ion, I suggest that this approach is ill-in-formed and not helpful if we are to makein-roads in dealing with the drug prob-lem. We need to base our approach onsound research and not on popular senti-ment.”Besides one-to-one counselling, the
Hope House Counselling Centre offersgroup therapy sessions for recoveringdrug users and addicts over 18 years.Shelly and Peter Cilliers are counsel-
ling 15 people a sessionandanyone iswel-come to join, provided they phone JulieMacDonnell on (021) 701 9742.Shelly hopes to provide a similar pro-
gramme for 13- to 18-year-olds in the nearfuture.Cilliers grew up in Mitchell’s Plain
where he witnessed addiction and decid-ed he wanted to make a difference. “Icame from a safe, secure home and want-ed to help others who were not so fortu-nate.”He worked with recovering drug users
and addicts inWestlake beforemoving toMilitary Road, Retreat.Hope House is looking for people who
are interested in training to do counsel-ling.
Shelly says it is important to make adistinction between addicts and casualdrug users. “An addict’s whole life re-volves around the getting or using drugsand cannot say ‘no’. There is significantresearch proving that chronic drug usebrings about fundamental neurologicalchanges that move a susceptible individ-ual from drug user to addict.”Shelly works with addicts daily. “Ad-
diction is very seldom something enteredinto by ‘free choice’. It is a chronic, re-lapsing disease which, like many braindiseases, has behavioural and socio-spir-itual aspects. Once we understand this,we can accept that a bio-psycho-social ap-proach is required to treat addiction.Drug addicts need treatment for themed-ical disorder from which they suffer,(and) not time in jail which will onlyteach them how to become better crimi-nals.”He says many recovering addicts have
battled hard to overcome their addic-tions, are well into recovery, and couldbecome productive members of the com-munity and rolemodels for others. Unfor-tunately, many cannot find employmentbecause of criminal records for minorpossession charges.“Our youth, our children, have very re-
al problemswhen dealingwith the conse-quences of addiction. By treating them ascriminals, instead of providing real op-portunities for recovery and by sabotag-ing their future with criminal records,we are ensuring the cycle is not broken.To incarcerate someone who has beencaught for possession of an illegal sub-stance, throw them into jail with hard-ened criminals and leave them with acriminal record against their name is notjustice.”

A POOR home track record continued un-abated for ASD Salt River Blackpool whenthey dropped points the fifth time in sixmatches on Saturday.
Blackpool lost 2-1 to Peacemakers at UCTon Saturday, meaning that their home recordnow stands at four draws, one loss and a soli-tary win.
They have been a completely different sideaway from home, claiming three victoriesand a draw in their travels.
Dave Waters, the side’s assistant coach, felthis team’s inability to finish off moves wasto blame for the defeat.
“We started slowly and quite nervously,and then the players started to do what wasasked of them,” says Waters.
“I felt we eventually came into the gameand we were on top from the 15-minute mark.We held possession well and created opportu-nities, but there was a lack of clinicalness inthe final third. I am happy with the defensivethird and middle third; it’s just the end prod-uct that was missing today.”
The visitors took the lead in the 15thminute when Tabiso Gwaba fired passed thekeeper after being played into the box.
Blackpool had a clear-cut opportunity todraw level seven minutes later, when attack-ing midfielder Brandon Fernandez pushedinto space down the right flank and playedin a perfectly-placed ball.
Striker Luqmaan Davids soared above hismarker to meet the cross, but his header wasoff target. Fernandez was influentialthroughout the first-half and he would havetied the scores in the 45th minute, with aclose-range strike, if not for an excellent savefrom the opposition keeper.
The cultured attacker had another gilt-
edged chance in the 10th minute of second-half, when Blackpool were awarded a penaltyfollowing a handball. However, he skied hisshot high above the goal.
Fernandez was eventually rewarded for hisefforts in the 35th of the second-half, when hiscurling free kick from the edge of the box beat
the keeper.Peacemakers refused to settle for the draw
and restored their lead the following minute,when Gwaba completed his brace with anoth-er low, angled shot from inside the box.
The result leaves Blackpool in sixth placeon 17 points, while Peacemakers have crept
within touching distance of their latest oppo-sition. Only goal difference keeps them ineighth.
Waters said his side would spend more timeworking on their final passes and finishingat training ahead of their encounter againstIda’s Valley FC in Stellenbosch on Friday.
