DISTRICT SVEEP PLAN

In conformity with the guideline of ECI, the district administration adopted the
following plan / strategy for Systematic Voters Education and Electoral Participation
for implementation for the ensuing General Legislative Assembly Election, 2016.
Communication strategies have been developed with a view to achieving the District
priorities. The District priorities include, broadly, increasing overall turnout of voters,
enhancing the quality of participation by increasing turnout of women voter and
voters with disability, ethical and inducement free voting and voters welfare by
ushering in visible improvement in the quality of voting.
District Mascot &Logo :
We have selectedBatul The Great as District Mascot and created aLogo using
the Mascot. Consent of Mr. Narayan Debnath has been taken in this regard. Campaign
materials like Poster, Flex, Stickers have been designed with this Mascot and Logo.

Nante-Fante comic character :
Two comics have been developed using Nante-Fante comic characters to
disseminate SVEEP messages. These will be used as hoardings, flex, leaflets etc.

Student Ambassador :
We will select some StudentAmbassadorfrom the colleges within the district.
The College Ambassadors will be briefed about their activities. They will encourage
the fellow students and others to vote and will help in disseminating messages of
ethical voting .
Message on Gas Cylinder :
With the support of Gas Distributors ut mass awareness campaign is being
carried out by pasting adhesive stickers with awareness messages on Gas Cylinders,
Gas distribution vehicles in the district.
Special Awareness Camps at Excluded Community:
We have identified the areas of excluded community (people belonging to 3rd
gender) near Makardaha Union Football Club under Domjur Block and Special
Awareness Camps have been organized for their enrollment. Awrenwss camps under
SVEEP is also being done.

Awareness Camps at Factory / Mill:
Awareness camp will be arranged at different factories / Mills
atHowrahregardingelection in general keeping ensuing Assembly General Election,
2016 in consideration.
Awareness Camps at Shopping Malls :
Standieshave been displayed with different flex, inside the Shopping Mall in the
Howrah District. Cut-outhas also been displayed outside the Shopping Mall in the
Howrah District. Both the Standy& Cutout are bearing messages on Ethical Voting
and augmentation of Voters Turnout.

Display of print materials:
To enhance awareness of the electors, several types of specified publicity
materials have been used, namely, hoardings, posters, flexes, flexes for standies and
stickers with messages on greater participation in voting system, ethical voting, and
responsibility of citizens in a democratic country to cast their votes to make the
country stronger for a bright future.
The awareness materials have been delivered to the Sub-Divisional
Officer, Uluberia Sub-Division, 14 Block Development Officers and 5 Urban
Returning Officers with direction to mount the materials.
The pattern of distribution is aimed at covering the entire district for
reaching the maximum number of members of public .The places for
mounting awareness materials have been judiciously selected to draw
notice of large number of people.
The places earmark for display of awareness materials are as follow:
DEOs office, office of the 2 Sub-Divisional Officers, Ward areas of
Municipality and Howrah Municipal Corporation, Block premises, Gram
Panchayat areas, High Schools, Colleges, Rly.
Stations,Ruralhaats/thoroughfares, Bus Stands and Polling stations etc.

With the help of Regional Transport Officer, Howrah initiative has been
taken for display of flexes bearing awareness messages on the buses plying
all over the district.
The Tableau and Key Rings with Logo also are being used for the
ensuing General Election to the Legislative Assembly, 2016.
The District Information & Cultural Officer arranged display of

augmenting awareness among the voters. Along with spreading basic information related to poll such as the date and time of poll, use of EVMs / VVPATs.A number of concurrent activities are converged at tableaux as they are meandering across the towns and villages in the district.

Public Announcements:
Public announcement with distribution of Leaflets sharing important information on election will be arranged throughout the district. Audio spots created by the WB CEO office are being used for the same along with Tableau.
D.E.O.s Appeal:
DEOs Appeal letters will be distributed to voters in identified Polling Station areas where turn-out had been traditionally low.
Traditional Folk Art Forms :
In this regard, street corner play, puppet show (PutulNaach) and BaulGaanhave been introduced with some messages in view of augmentation of voters turnout and ethical voting. This has also been integrated along with Tableau.

Using Cable Television Networks:
Audio Visual clippings will be displayed by the local cable operators regularly at frequent intervals.These will also be used at PVR, Multiplex, Cinema hall etc. D.I.C.O, Local MSOs have already been approached for the same. Print Media:
Advertisementswill be published in print media for making aware awareness generation regarding different aspects of poll such as the date & time of poll use of EVMs /VVPATs etc. as per Election rules and regulations.
Partnerships:
Partnerships have been built up with DI. Primary, DI. Secondary Education,
District Information & Cultural Office, Police Commissionerate, ICDS, District Social
Welfare Office, Howrah Municipal Corporation, RTO Howrah, Agricultural Income

Tax office, WBSTC Hooghly NadiJalapathParibhan Nigam etc. for implementation of
various activities of SVEEP.

Mass mobilizing Communication Strategies:
1. Educational Institutions: Seminars and Work-shops will be organized with student of Colleges and Institutions of higher education to motivate young electors to get registered and vote.One letter Amar Chithi has been devised to appeal parents and elders to vote through their wards. This will be sent to them through institutions with the help of teachers, Student ambassadors and BLOs. On the reverse of this letter one comics of Nonte-Fonte will be printed.

2. Pledge taking / Signature campaigns are other techniques of mass-contacts.
Interpersonal Contacts:
Through BLOs:
The Voters information slip will be distributed to all the electors. While preparing the ASD list, BLOs will visit households and motivate voters to
cast their votes. The voters who are enrolled but not physically present during the time and are residing elsewhere for employment, livelihood and other reasons will be tracked. The BLOs will inform the BDOs of such absent voters. The family members of such electors will be motivated so that the absentee members will return on the day of poll and vote.
Sector Officers:
The Sector Officers will possess the data of VTR in the LokSabha Elections, 2014
in respect of his assigned Polling Stations. When interacting with people of these Polling Stations, they will motivate people to vote.
In case of persons who are enrolled, but not physically present because of livelihood, he will hand over an appeal letter signed by the DEO to come out on the date of Poll to vote.
Through Field Functionaries:
Field functionaries of departments like P & R D, Women and Child Welfare, Health & Family Welfare, Youth Affairs, and Civil Defense SHGs, ICDS workers, ASHA workers, Block Youth Affairs and Civil Defense Volunteers will be mobilized with the objective of reaching out to all the households to motivate electors to vote.
